Length of terms on committee ANNOUNCEMENTS AND CORRESPONDENCE POSSIBLE AGENDA ITEMS FOR NEXT MEETING ADJOURNMENT (Agenda not necessarily presented in this order) SUBMITTED BY: DATE: Birth to Three /Family Support Advisory Committee Meeting Wednesday, October 17, 2007 Members Present: Wendy Kramer, Kathy Robelia, David Hadlich, Charles Streumke Members Absent: Shelly Weyers, Steve Wlodyga, Susan Bjerstedt, Julie Lesher, Nancy Lawton - Shirley Staff present: Mary Hofland, Norma Vrieze, Kathy Dunlap Meeting called to order at 4:05 by parent member David Hadlich in the absence of the chair. Meeting Highlights: • Children's Long Term Support Social Workers have become part of the Youth and Family Coordinated Services, joining other social workers who work with children on waiver programs. • Waiting list situation was discussed extensively. Children on the waiting lists for services are currently being assessed by the agency to determine needs. Chuck requested that information be sent to him regarding the cost of serving children and what it would cost the county to serve all children on the waiting list. • 10 children received funds for camp. Total campership funds totaled $3620. • As it approaches the end of the year, staff will work with families receiving funding through the Family Support Program to determine if there will be funds left over to share with other families. 10% administrative match will be claimed by the county this year to assist in funding a paraprofessional position to support the program. • Birth to Three received a rating of "Meets Requirements" on the recent Birth to Three Determination. The rating is based on timely service, effective transitions and successful child find activities. • The Birth to Three Program will participate in a State Program Review next year. Our self- assessment will occur in April. The local program plans the self- review aspect of the program review. Discussion took place about how we may want to conduct the review. It is expected that their be stakeholder involvement, including participation from consumers and community partners /providers. Chuck offered to participate when the State staff makes their onsite visit in June. • Committee members discussed increasing their visibility and influence in county decision making. Chuck, who is a member of the St. Croix County Board of Supervisors offered to attend Health and Human Services Board meetings or other meetings that he might be able to serve as a laison to our committee. • The Fall Family Activity at St. Croix Railroad was attended by approximately 40 people. There was only one family from the Family Support Program. Other participants were enrolled in the Birth to Three Program. • Long Term Care Reform is uncertain due to Wisconsin's inability to pass a State budget. There was discussion about the conversion of St. Croix County waiver participants and the timeline involved. • An Aging and Disability Resource Center is being planned for St. Croix County. The major responsibilities of the ADRC are to provide information and assistance, long term care options counseling, functional screening and short term case - management to 5 target groups, including the frail elderly, adults with physical disabilities, adults who have mental illness, adults who are substance abusers and adults with physical disabilities. There is a 3 person ad hoc committee working on the application for the ADRC. The governance structure of the ADRC has not yet been determined. • Child Count for the Birth to Three Program on October 1, 2007 was 75. Last year the county was 69. • The budget for the Birth to Three Program shows an increase for purchased services due to additional time contracted for therapy services. • Discussion about meeting attendance and membership resulted in consensus among the group that vendors who receive reimbursement from the county for services should not be voting members of this committee. Staff will attempt to recruit some new committee members who represent current Birth to Three participants and community partners. • A check of the by -laws indicated that our committee should include a member of the St. Croix Health and Human Services Board. Chuck is a member of the County Board, not HHS Bd. He will talk to our County Board Chairperson about this. The by- laws specify that there is no maximum length of services. Consumers must make up the majority of the committee. * ** Next meeting is on Wednesday, January 16, 2008 at 4:00 at the Government Center. Old agenda items will include a review of the by -laws and continued discussion of committee membership. Meeting adjourned at 6:25.
