Township 28N, Range 15W, Town of Cady - Rezoning 50 Acres from C-3
Commercial District to 1-1 Industrial District.
BACKGROUND INFORMATION
Jason Haas and Haas Sons Properties, LLC, has applied to rezone 50 acres of land in the Town of
Cady from C-3 Commercial District to I-1 Industrial District. The purpose of the rezoning
application is to provide for the expansion of the existing concrete plant on the property which
would include the recycling (crushing) of concrete and asphalt pieces.
The subject area to be rezoned from the C-3 Commercial to I-1 Industrial zoning district
encompasses portions of different parcels that could result in certain properties having more than
one zoning district designation. County policy does not allow multiple zoning districts on one
parcel. Prior to the rezoning request going to the County Board for final action, the applicant
must submit a surveyed Legal Description matching the property description in the public
hearing notice to replace the Parcel Description with a correct Legal Description.
NOTE: The rezoning does not approve the expanded use on the property. The rezoning establishes
the appropriate zoning category in which the use can take place. If the rezoning is approved, the
applicant must apply for a Conditional Use Permit(CUP) and provide specific business plan and
operation details for review. The CUP includes a public hearing process, review and decision by
the St. Croix County Board of Adjustment.
A Class II notice was published in the Star Observer on March 3, 2022 and March 10, 2022,
establishing a public hearing on March 17, 2022 with the Community Development Committee
meeting at 5:00 PM in the St. Croix County Government Center Board Room, 1101 Carmichael
Road, Hudson, Wisconsin.

1 The St. Croix County Board of Supervisors does hereby ordain as follows:

3 The St. Croix County Code of Ordinances, Land Use and Development, for the County of St.
4 Croix, Wisconsin, is hereby amended by rezoning the following property:

6 All of Lot 1, Certified Survey Map 28-6381, and part of the Northwest 1/4 of the Northwest 1/4
7 and part of the Northeast 1/4 of the Northwest 1/4, Section 10, Township 28 North, Range 15
8 West, Town of Cady, St. Croix County, Wisconsin, further described as follows:
9 Commencing at the North 1/4 corner of said Section 10, thence S 00°28'23"W, along the East
10 line of the Northeast 1/4 of the Northwest 1/4, 426.38 feet to the POINT OF BEGINNING;
11 thence continuing S 00°28'23" W, 900.01 feet to the Southeast corner of said 1/4-1/4; thence N
12 89°51'23" W, along the South line of said 1/4-1/4, and also along the South line of the Southwest
13 1/4 of the Southwest 1/4, and also along the South line of said Lot 1, 2625.33 feet to the

30 The official zoning map of the Cady on file in the Community Development Department shall be
31 amended in accordance with this ordinance. This ordinance shall be effective upon passage and
32 publication as provided in Wis. Stat. § 59.14. This ordinance shall not be codified.
