CROIX COUNTY LAND & WATER CONSERVATION COMMITTEE Agricultural Service & Education Center, Baldwin, WI Glen Hills County Park, Glenwood City, WI June 5, 2007 Members Present: Lois Burri, Sharon Norton- Bauman, Bill Peavey, Ron Raymond, Gene Ruetz Members Absent: Ken Graf Staff Present: Director -Bob Heise; Parks Operations Manager -Dave Larson; Land Specialists -Kyle Kulow, Steve Olson, Tammy Wittmer; Lakes Cluster Technician - Aleisha Miller; Bass Lake Rehab District Intern- Nicole Gabriel; Administrative Assistant - Arlene Lier Others Present: Harvey Halvorsen -DNR, Bill Cranmer - County Board Supervisor -Dist. 22 Action on Previous Minutes: Motion by Peavey, seconded by Ruetz, to approve the May 1, 2007 meeting minutes. Carried. Motion by Burri, seconded by Raymond, to approve the May 10 meeting minutes (Glen Hills dam inspections). Carried. Adoption of Agenda: Peavey made motion to adopt the agenda, seconded by Norton - Bauman. Carried. Date of Next Meeting: July 3, 2007 PARKS DEPARTMENT AND LAND & WATER CONSERVATION DEPARTMENT Meeting minutes include both Parks and Land & Water Conservation agenda items and issues. Aleisha Miller introduced Nicole Gabriel, the new summer intern hired by the Bass Lake Rehab District. DEPARTMENT OF NATURAL RESOURCES (DNR) Harvey Halvorsen— Senior Wildlife Biologist discussed the issue of the Oakridge property (county owned) which was sold to US Fish & Wildlife Service. The April LWCC minutes under Update — County Owned Property - Oakridge read "DNR offered $1.00 for the property". Halvorsen reported that this statement is incorrect. He explained the DNR formal land acquisition policy (handout). Chair Raymond said we apologize if we misstated any facts at County Board. Motion by Burri, seconded by Raymond, that the "DNR offered $1.00 for the property" be deleted from the April 3, 2007 meeting minutes. Carried. Letter of Support — phosphorus ban Miller explained the letter of support to ban the use of phosphorus in lawn fertilizers addressed to each State Representative and the State Senator. Motion by Burri, seconded by Norton- Bauman, to approve Chair Raymond's signature on the letters. Carried. Support /discussion — Trail from Hudson to Lake Superior Heise informed LWCC of the resolution (proposal) received from the Mayor of Shell Lake, Wisconsin to support a multi- ' use trail from Hudson to Lake Superior. Heise is waiting to hear back from the Mayor of Shell Lake on what uses are proposed on the multi - purpose trail concept. This item may be on the July agenda. Capital Outlay Plan Heise reported that this item will be on the agenda for the next few months. • LWCD — The truck will again be included in the plan and also 3 computers. • Parks — The plan for 2008 budget will include items taken out last year and the proposed Park Improvement grant items. Department Roles and Responsibilities Heise reported that he reviewed both Parks and LWCD roles and responsibilities. Minor changes were made to LWCD with additional amendments to Parks. BillsNouchers The June bills list for Parks was presented. Motion by Ruetz, seconded by Burn, to approve the Snowmobile accounts (total $32,457.69) and Park accounts (total $10,030.96). Carried. Reviewed the LWCD vouchers. Peavey made motion, seconded by Ruetz, to approve Chair Raymond's signature on the June LWCD voucher list (total $25,468.90). Carried. Bicycle /pedestrian trail — Regional Planning Heise reported that there were a couple work group meetings this past month with very good participation. June 7�' will be the next and perhaps the last workgroup meeting. Staff is expecting all members to submit their maps to the Parks Department by the end of the month for Regional Planning to compile information. Next scheduled meeting is Wednesday, September 26 WEST CENTRAL AREA Heise reported that Chippewa County will host the summer tour on Wednesday, June 20. Ruetz and Raymond plan to attend. The van will leave the Ag Center at 7:00 a.m. Non - Metallic mining - proposed language — mining in ground wate Olson reported: The committee discussed comments received from the May 24th public hearing and proposed changes to the ordinance from staff. The majority of the comments were in regards to 14.2 A. 8. Ground Water Protection. Staff recommended changing the language in 14.2 A. 8.c to read: Wash ponds and settling ponds shall have five feet of separation distance to bedrock. The committee supported this change. Further discussion centered around 14.2 A. 8. d. in regards to requiring modeling as part of a hydro geologic study. Staff recommended that perhaps modeling may not always be required as part of the hydro geologic study, rather leaving it in the ordinance as an option in certain situations. The committee supported this idea and recommended staff to come up with language that would require modeling in certain conditions. Committee field visits included: CSM —Town of Baldwin — 80` Avenue, Glen Hills Park —fishing pier /retaining wall, and Tiffany Creek — fairgrounds.
