ST. CROIX COUNTY BOARD OF SUPERVISORS
Regular Session September 18, 2001
Meeting called to order by Chair Dorsey at 9:00 a.m. Invocation
given by Pastor Randy Fredrickson, First Baptist Church, Hudson,
who also led the group in singing "God Bless America ". Pledge of
Allegiance was recited.
Roll call: 25 present, 6 absent and excused - Suprs. Dick King,
Denise Bjerstedt, Tom Irwin, Nancy Bieraugel, Ron Raymond and Stan
Krueger.
Motion by Supr. Berenschot, 2 nd by Supr. O'Connell to approve the
August 21 minutes. Carried. Motion by Supr. Wolske, 2 nd by Supr.
Bethke to adopt the agenda. Carried.
Date of Next Sessions: Nursing Home Study - October 9, 9:00 a.m.
and Budget Session, October 30, 9:00 a.m.
Department Reports: Judge Lundell noted the changes in the Court
staff with the retirement of Judge Richards and the election of
Judge Vlack. Steve Dunlap was appointed as Family Court
Commissioner and Tim Heckmann is now a full time Court
Commissioner. Each Judge has a full time judicial assistant making
the staffing adequate for now.
Judge Needham commented on the lack of Huber space with November
30 as the first opening for a person sentenced to Huber. The
choice is either to sit in jail or delay the sentencing.
Judge Vlack said any time Supervisors have a question, feel free to
contact him.
Family Court Commissioner Dunlap stated he conducts the initial
hearings after a divorce is filed with the focus on protecting the
children. He thanked the Judges for the appointment and his
assistant Mary Souter for her good help.
District Attorney Eric Johnson reported 344 felony cases in 2000
and so far this year there are 330. Because of the County's
proximity to the Twin Cities and rural nature, methamphetamine
drugs continue to be a big problem. This is the worst drug Johnson
has seen since it has a longer lasting effect than other drugs. He
plans to visit all Jr. High Schools to play a tape of a 19 year old
person sentenced to 11 years in prison for the use of meth. The
Stop Drugs Poster contest had 1600 entries last year and $2400 in
savings bonds was awarded. Supr. Grant complimented Johnson on the
Stop Drugs Program.

Johnson thanked this staff for their good work in a stressful
office climate.
Administrative Coordinator: Chuck Whiting attended the WCA
convention where Governor McCallum addressed the group with a
positive report on the State Budget and included the comments
"Don't whine and make it work." He distributed the Preliminary
Levy Comparison which shows nearly a 20% increase in the 2002
budget. The Huber section addition and Clerk of Court capital
outlay costs are not included in these figures. Perch Lake, Health
and Human Services and the Nursing Home are the big budget items.
The Health Insurance rates are not set. A meeting for employees
was held on Friday to share thoughts on the recent U.S. tragedy.
Homestead Park Report: Project Manager Pete Kling said completed
items were the two lane roads, parking lots, playground, picnic
shelter, hiking trails, screen plantings and one -way roads. Yet to
be completed is the beach access trail, beach development and
amenities such as grills and picnic tables. The opening date for
the park at Perch Lake has been delayed from Memorial Day to late
summer due to difficulty in getting DNR permits, Phase II bid was
higher than estimated and no additional grant money is available in
2002.
Kling noted in the revised monthly schedule that County staff would
complete Phase II trails and Phase III amenities and trails. The
consulting firm of Bonestroo will not be used for Phase III. Total
costs for Park Development will be $1,491,849.
Parks Director Grant said user fees have not been set yet. Supr.
Jensen thanked Kling for his excellent work on the project.

Krampert, Town of Stanton. Motion to enact by Supr. Jensen, 2 by
Supr. Bethke. Carried.
Ordinance #594 (2001): Rezoning from Ag. to Ag /Res for Irene
Hildebrant, Town of Somerset. Motion to enact by Supr. Jensen, 2nd
by Supr. Berenschot. Carried.
Ordinance # 595 (2001): Rezoning from Ag. to Ag /Res for Robert
Martell, Town of Somerset. Moved to enact by Supr. Jensen, 2 by
Supr. Gunderson. Motion by Supr. Luckey, 2 by Supr. Wentz to
correct item no. 11 to 12 three acre lots. Carried. Main motion
carried.

Ordinance #596 (2001): Rezoning from Ag /Res to Industrial for
County Concrete, Town of Warren. Motion to enact by Supr. Jensen,
2 nd by Supr. Berenshot. Carried.
Resolution #22 (2001): Approving Request to Dispose of Old
Communications Van. Moved to adopt by Supr. Mehls, 2 nd by Supr.
Speer. Emergency Communications Chair Mehls noted the van is a
1976 Chevrolet with 52,000 plus miles and will be sold with the
equipment the County cannot use. It will be advertised on the
Internet and County newspapers for sealed bids. Funds from the
sale will be placed in the County's general fund. Carried.
Resolution #23 (2001): Authorizing Planning Assistance Agreements
Between St. Croix County Planning Department and St. Croix County
Communities. Motion to adopt by Supr. Jensen, 2 nd by Supr. Dowd.
Jensen explained the contract tells what the staff will do in
planning assistance and what the municipalities will do.
Planning Director Dave Fodroczi commented the staff will work
mostly with Towns but may consider Villages and Cities also. Grant
money is available to communities to assist with costs. Towns are
required by the new law to have a Plan Commission. Carried.
Resolution #24 (2001): Condemning Terrorist Acts Against the United
States. Chair Dorsey noted this resolution did not originate in a
standing committee so the Board must pass a motion to approve
taking up the matter. Motion to approve placing on the floor by
Supr. O'Connell 2 nd by Supr. Berenschot. Carried unanimously.
Motion to adopt the resolution by Supr. Mehls, 2 nd by Supr.
Mortensen. Carried.
Resolution #25 (2001): In Support of Carpenter St. Croix Valley
Nature Center Troy Conservancy Coalition Addition. Motion to adopt
by Supr. Jensen, 2 nd by Supr. Berenschot. Jensen introduced Jim
Fitzpatrick, Executive Director of the Nature Center who explained
the Center has acquired 116 additional acres in the Town of Troy.
The group owes $250,000 on this land and has applied for a DNR
grant to help toward land acquisition costs. The Conservancy group
is asking for support for its application from the Board. Carried.

Mileage and Per Diem: Motion by Supr. O'Connell, 2nd by Supr.
Peterson to approve a total of $10,615.56 for August, 2001.
Carried.
Correspondence: Clerk Nelson read a letter from Fairest of the
Fair Lori Mueller thanking the Board for their support of 4 -H and
the County Fair. Supr. Grant thanked the Board for cards and best
wishes following his recent knee surgery.
Announcements: Supr. O'Connell announced two benefit dinners held
on September 25 at St. Patrick's Church, Hudson and Baldwin
American Legion. A free will offering will be taken to support
police, firefighters, EMS and paramedics in New York City. The
events are sponsored by O'Connell's Family Funeral Home and the
Hudson Lions Club. Dan and Mike O'Connell are paramedics and want
to support fellow emergency service workers.
Clerk Nelson reminded Board members to return budget book covers
and thanked Charlie Grant and the American Legion for the flag
lapel pins.
Tour of Perch Lake: Board members traveled to Homestead Park by a
bus supplied by the George Sinclear memorial fund. Sinclear was a
former County Board Supervisor. Pete Kling pointed out the prairie
grass along the roads which requires no mowing and the bird houses
provided by the Boy Scouts. Stops were made by the hiking trails,
beach area and the picnic/ playground area with narrations at each
by Kling.
During lunch Mark Vanasse from the Friends of Perch Lake told about
plans for the Visitors' Center sponsored by this group. He
encouraged the Parks Dept. to hire an educator /horticulturist for
children and adults visiting the Park.
Chairman Dorsey adjourned the meeting at 12:30 p.m.
