ST. CROIX COUNTY BOARD OF SUPERVISORS
Regular Meeting November 27, 2001
MINUTES ARE UNOFFICIAL UNTIL APPROVED.
Meeting called to order by Chair Tom Dorsey. Invocation given by
Pastor Mark Tewes, Trinity Lutheran Church, Hudson. Pledge of
Allegiance was recited.
Roll call: 26 present, 5 absent and excused - Suprs. Speer,
Mehls, Wolske, Bieraugel and Krueger who arrived at 9:45 a.m.
Motion by Vice Chair Jacobson, 2 nd by Supr. King to approve the
October 30 minutes. Carried. Motion by Supr. Mortensen, 2 nd by
Supr. Bjerstedt to adopt the agenda. Carried.
Next meeting scheduled for December 18, 9:00 a.m. with
consideration of Nursing Home options as an agenda item.
Discussion on Keefe Nursing Home study, including insufficient
information on selling the home and getting out of the business
and no recommendation from the consultant. Chair Dorsey said
every Board member would get a copy of the Keefe report.
Appointments: Chair Dorsey appointed Bette Norman to the Council
on Aging.
Administrative Coordinator: Chuck Whiting is working with the
Personnel Director, Personnel and Finance Committees on
implementing the Springsted Personnel Study. He would like to
get the Time and Attendance Software in place early next year to
save time in the record keeping aspect. The Security Committee
is working on moving some vending machines to the Board room
lobby in order to secure the back hallways from public use.
There is nothing new on the State budget. Whiting was invited to
speak on the Capital Outlay plan at a program sponsored by
Springsted.
Ordinance #602 (2001): Rezoning from Ag /Res to Commercial and
Ag /Res to Industrial for Three -Putt, LLC, Town of Warren. Motion
to enact by Supr. Raymond, 2 nd by Supr. Malick. Carried.
ORDINANCE AMENDING CHAPTER 17
ST. CROIX COUNTY LAND USE ORDINANCE
REZONING LAND FROM AG- RESIDENTIAL TO COMMERCIAL
REZONING LAND FROM AG- RESIDENTIAL TO INDUSTRIAL
ORDINANCE NO. 602 (2001)
WHEREAS, the Statutes of the State of Wisconsin provide for a Planning and
Development Committee to act in all matters pertaining to county planning and zoning;
and

WHEREAS, the St. Croix County Board has established the St. Croix County
Planning, Zoning and Parks Committee; and
WHEREAS, at the request of the County Board this Committee is to review
petitions, hold public hearings, and present its recommendations for rezoning requests to
the County Board for action; and
WHEREAS, the St. Croix County Planning, Zoning and Parks Committee held a
public hearing on the rezoning request of THREE PUTT, LLC on January 24, 2001 in the
St. Croix County Government Center in Hudson, Wisconsin; and
WHEREAS, the St. Croix County Planning, Zoning and Parks Committee having considered all
written information and verbal testimony presented at the hearing, and subsequent meetings, voted to
approve a rezoning of the following described land:

(2 parcels; Ag/Residential to Commercial and Ag/Residential to Industrial)
and
Based on the findings and conditions that are attached to this document.
THEREFORE, BE IT NOW ORDAINED by the St. Croix County Board of Supervisors,
meeting in regular session, that the 37 acre parcel is now rezoned from Ag- Residential to
Commercial and the 42 acre parcel be rezoned from Ag- Residential to Industrial.

ORDINANCE AMENDING CHAPTER 17

REZONING LAND FROM COMMERCIAL TO AG- RESIDENTIAL
ORDINANCE NO. 603 (2001)
WHEREAS, the Statutes of the State of Wisconsin provide for a Planning and Development
Committee to act in all matters pertaining to county planning and zoning; and
WHEREAS, the St. Croix County Board has established the St. Croix County Planning, Zoning and
Parks Committee; and
WHEREAS, at the request of the County Board this Committee is to review petitions, hold public
hearings, and present its recommendations for rezoning requests to the County Board for action; and
WHEREAS, the St. Croix County Planning, Zoning and Parks Committee held a public hearing on
the rezoning request of TROY AND STACY HAIGH on November 14, 2001 in the St. Croix County
Government Center in Hudson, Wisconsin; and
WHEREAS, the St. Croix County Planning, Zoning and Parks Committee having considered all
written information and verbal testimony presented at the hearing, voted to approve a rezoning of the
following described land:

Based on the following findings:
1. The parcel is in the rural planning area and is an appropriate use.
2. The parcel is not identified on the potentially productive agriculture map.
3. The entire site is identified on the primary environmental corridors map.

4. The proposed residential use of the land is appropriate. It is separated from the neighboring
commercial uses by site characteristics.
5. The site does not meet the standards of the County Plan for commercial use.
6. If rezoned, the owners should be aware of limitations of development on steep slopes and roadway
standards.
7. The Somerset Town Plan uses five guidelines to delineate where preferred development areas shall
be located. Based on the criteria in the plan, this rezoning generally conforms to the Town Plan.
8. The area is in proximity to some existing development. There are smaller acreage farms and homes
surrounding the site and a subdivision to the north.
9. Some of the parcel's terrain is not suitable for extensive development because of steep slopes and
the wetland.
10. The area is located in the southern part of the town.
11. The land in the area is not good for farming and there is increasing development around the area.
12. The request generally conforms to the County Plan.
THEREFORE, BE IT NOW ORDAINED by the St. Croix County Board of Supervisors, meeting in regular
session, that the 9.902 acre parcel is now rezoned from Commercial to Ag- Residential.

Resolution #34 (2001): Approving Amendment to Town of Hudson
Zoning Ordinance. Motion to adopt by Supr. Raymond, 2 nd by Supr.
Malick. Raymond explained an amendment to Town of Hudson's
zoning ordinance requires county approval. Carried.
RESOLUTION APPROVING AMENDMENT TO TOWN OF HUDSON
ZONING ORDINANCE
Resolution No. 34 (2001)
St. Croix County, Wisconsin
WHEREAS, at a Public Hearing on October 10, 2001, the Town of Hudson adopted
amendments to its zoning ordinance; and
WHEREAS, the amendments are shown on the attachment to this Resolution; and
WHEREAS, Section 60.62(3), Wisconsin Statutes and Section 7.0 of the Town Ordinance,
requires in counties having a county zoning ordinance that no town zoning ordinance amendment of
a zoning ordinance is effective unless approved by the county board; and
WHEREAS, St. Croix County has a zoning ordinance; and
WHEREAS, the Planning, Zoning and Parks Committee has reviewed the proposed
amendments and recommends approval.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the
amendments to the Town of Hudson Zoning Ordinance set out in the attachment are hereby
approved.

Resolution #35 (2001): Requesting WI Counties Association to
Implement a Strategic Planning Process. Motion to adopt by Supr.
Luckey, 2nd by Supr. Standafer. Administration Committee Vice
Chair Luckey explained this resolution was first received from
Lincoln County. At a recent meeting of Northwest Counties held
in Menomonie, a level of dissatisfaction with the direction of
WCA was noted. The WCA Director and leadership do not have a
good relationship with the WI Legislature. This resolution asks
for strategic planning to further better county government and a
more positive relationship with the Legislature and the Governor.
Supr Raymond commented on the discontent with WCA in area
counties. Vice Chair Jacobson did not agree with the present
Director helping the newly hired Director for one and one -half
years or with WCA's support of a casino in Lafayette County.
Carried.
RESOLUTION REQUESTING THE WISCONSIN COUNTIES ASSOCIATION TO
IMPLEMENT A STRATEGIC PLANNING PROCESS

St. Croix County, Wisconsin
WHEREAS, St. Croix County is a member of the Wisconsin
Counties Association (WCA); and
WHEREAS, the WCA was created for the furtherance of better
county government and the protection of county interests; and
WHEREAS, the St. Croix County Board of Supervisors is
concerned about the direction and effectiveness of the WCA in
furthering better county government and protecting county
interests.
THEREFORE, be it resolved that the St. Croix County Board of
Supervisors requests the Wisconsin Counties Association to
implement a strategic planning process with the goals of aligning
itself with all member counties and establishing a more positive
relationship with the Wisconsin legislature.
FURTHER, be it resolved that the County Clerk is directed to
forward a copy of this resolution to the chair of each county
board in Wisconsin and the Wisconsin Counties Association.

Resolution #36 (2001): Requesting Reinstatement of Positions in
UW- Extension Solid and Hazardous Waste Education Center. Motion
to adopt by Supr. Berenschot, 2 nd by Supr. Burri. Planning
Director Dave Fodroczi explained four state -wide recycling
positions were eliminated in the State budget. They are funded
from segregated recycling funds so reinstatement of these
positions will not affect the State budget.
These people do a statewide recycling newsletter, provide
research, information and education that supports County
industries, businesses, municipalities and citizens and
educational support to the St. Croix Co. Recycling Program.
Senator Harsdorf supports restoration of these positions.
Supr. Gunderson asked if not filling these positions would hurt
our county citizens. Fodroczi replied not filling them would
hinder our County's recycling program. Roll call: 19 yes, 8 no,
carried.
Supr. Horne noted the tape recording system should be improved as
roll call votes are not recorded unless Supervisors' microphones
are turned on when answering the roll.
RESOLUTION REQUESTING REINSTATEMENT OF POSITIONS
IN THE UNIVERSITY OF WISCONSIN - EXTENSION
SOLID AND HAZARDOUS WASTE EDUCATION CENTER
RESOLUTION NO. 36 (2001)
St. Croix County, Wisconsin
WHEREAS, Governor Scott McCallum vetoed a portion of the
State Budget Bill, and this veto eliminated four recycling
positions in the University of Wisconsin- Extension Solid and
Hazardous Waste Education Center (SHWEC); and
WHEREAS, this veto does not affect the State budget as the
Landfill Tipping Fee contained in the budget provides the funds
to support the Center; and
WHEREAS, the Solid and Hazardous Waste Education Center has
provided research, information and education that supports
numerous St. Croix County industries, businesses, municipalities
and citizens; and
WHEREAS, the Solid and Hazardous Waste Education Center has
provided continuing and direct educational support to the St.
Croix County Recycling Program in many initiatives, including:
recycling education, support in administering Clean Sweep
programs, assistance in solid waste and recycling program
planning and management, and routine education through
newsletters and brochures; and

WHEREAS, clients throughout Wisconsin will lose the valuable
technical and educational support provided by these unbiased,
non - regulatory experts.
THEREFORE, BE IT RESOLVED, that the St. Croix County Board
of Supervisors does hereby request the State Legislature and the
Governor to reinstate these positions in the Solid and Hazardous
Waste Education Center of the University of Wisconsin - Extension.

Department Reports:
Veterans' Service officer - Lorin Sather stated the office is
running well, the lack of complaints have continued and veterans'
concerns are being addressed. One recent improvement was
changing the residence qualification period from 5 years to 12
months which allows more recent residents to take advantage of
our State programs.
Sather said the GI Education Bill of Rights after World War II
radically changed medicine, manufacturing and technology in
almost every field. He thanked the Administration Committee,
County Board and staff Wanda Plourde and Pam Bune for their
cooperation.
Sheriff - Dennis Hillstead reported 45 accidents from the first
snowstorm of the season. In the year 2000 there were 1264
reportable accidents and in the 10 months of 2001 there have been
1064. The County had it 15 traffic fatality and St. Croix is
one of the highest for fatalities in the State.
In 2000 there were 816 criminal arrests and in the first 10
months this year there have been 1512. Manufacture and
distribution of methamphetamine continues to be a problem. The
State has lowered rental rates from $60 to $52 if County pays
inmates' medical costs or $50 if the State covers the medical.
The Jail needs $58 a day to break even. Pierce County will be
renting jail space.
Various educational classes are offered to inmates including
Anger Management, AODA, Parenting Skills, Job Seeking Skills, GED
classes and testing. For the first time ever, a County Judge
received a letter from an inmate asking for an extension of his
sentence so he could continue the classes.

Supr. O'Connell excused at 10:45 a.m.
Westcap Report: Executive Director Peter Kilde reported Westcap
is a nonprofit corporation run by a Board consisting of
representatives from seven counties. Their goal is to eliminate
poverty, relieve hardships, lower expenses, improve income and
quality of life. A Federal Block Grant provides 80% of their
funding.
Kilde outlined programs including Community Housing Development;
Energy and Housing which includes the weatherization program;
Families in Transition to prevent homelessness; Head Start
Program for children 0 to 3 years; the Pleiades project which
helps low - income persons start or expand businesses and the Jump
Start project which facilitates automobile purchases for eligible
families. (This program is not available in St. Croix County.)
Committee Reports:
Transportation - Chair Dick King reported the Highway Dept. is
into full winter maintenance but the good fall weather allowed
time to complete the small jobs. Department is working with
Village of Somerset to complete sewer and water to the new
Highway Shop located there.
Supr. Krueger commended the Highway Department for keeping the
County roads in good winter driving condition. When driving
through the snowstorm from Minnesota to St. Croix Co., he could
immediately tell the difference in better road conditions.
Highway Commissioner Dan Fedderly advised everyone to slow down
during poor driving conditions. He credited the Highway
Maintenance crews for keeping the roads in good shape. He noted
winter road reports are available on WIXK radio.

River; Vernon Jones, Town of Cylon and Jake Crowley, Town of Rush
River.
Mileage and Per Diem: Motion by Supr. Wentz, 2 nd by Supr. Krueger
to approve total of $13,305.56 for October, 2001. Carried.
Correspondence: Clerk Nelson read a letter from Pastor Jean
Gfall thanking the County for the ministerial honorarium which

she donated to her church charity fund. Clerk noted a thank you
from the Glenwood City Championship Boys Basketball team for the
certificate presented to them earlier this year and for the
invitation to attend the April Board session.
