LOCAL EMERGENCY PLANNING COMMITTEE MINUTES
MARCH 21, 2007
The St. Croix County LEPC meeting was held at the St. Croix County Government Center. Chairman Mehls
called the meeting to order at 1:00 p.m.
Present: Chuck Mehls, B. Malick (1:25 p.m.), Denise Gunderson, Julie Speer, John Borup, - St. Croix County
Board; Gary Kollman — Emergency Communications; Gary Arnevik — Phillips Plastic; Jack Colvard - Emergency
Management; Jim Vanderwyst — New Richmond Fire; Craig Nelson — Baldwin EMS; Doug Briggs — Somerset
PD; Geralyn Karl — Public Health; Jon Aubart — River Falls PD; Joe Jensen — Regions Hospital; Randy
Gunderson — St. Croix County Highway Dept.; Tammy Rabb — Salvation Army Representative; Sheriff Hillstead

Paul Hubenette was excused.
The 11 -29 -06 Minutes were approved on a Gunderson /Borup MOTION.
NEXT MEETING — TO BE DETERMINED
REGIONAL HAZMAT TEAM PRESENTATION
Kim Nessel (EauClaire Fire Dept. Battalion Chief) and Jon Taylor (Chippewa Fire HazMat Team member)
explained the West Central Regional Repose Team. A handout was given. This Team started in 1991. There
are eight teams throughout the state. The CAT Team (Chemical Assessment Team) comes from EauClaire.
The size of the incident determines the cost of the West Central Regional Response Team's services. One
requirement by OSHA is that an ambulance be on the scene to aid the Team's personnel in case of injury.
DISCUSSION OF FUTURE TABLETOP EXERCISE
This exercise would be a Chemical -Based Incident. This exercise needs to take place before September 30,
2007 through the grant requirements. The Village of Roberts is the potential participant.
DISCUSSION OF FUTURE JOINT - COUNTY EXERCISE
This exercise will be a joint- county (St. Croix, Pierce, and City of River Falls) power- outage exercise in
September when students are back at the UW -RF College. Other participants would be Xcel Energy and
Dairyland Power.
FACILITY PLANS UPDATED SINCE LAST MEETING
The listing of Facilities was a handout.

Announcements and Correspondence
Joe Jensen mentioned that the 2008 Democratic Convention is a cause of concern. The convention will take
place at the same time the MN State Fair is on. The Convention will be held at the Xcel Center in St. Paul.
Regions Hospital will be calling upon St. Croix County as a resource. This includes EMS, Police, Fire,
Hospitals.
