Committee and Public Comments ADJOURN (Items may be taken in different order) * * Additions /Changes /Corrections NOTE: This meeting could start later than 1:00 P.M. depending on the time of adjournment of the County Board. * * OFFICIAL LOCAL EMERGENCY PLANNING COMMITTEE MINUTES 03/01/2011 The St. Croix County LEPC meeting was held at the St. Croix County Government Center, County Board Room. Present: Daryl Standafer, Roger Larson, Roger Rebholz, Steve Hermsen, Karen Meyer (County Board Members), Casey Swetlik (SCC -ESS), Kristen Sailer (SCC -EM), Terry Andersen (SCC -EC), Janet Smith (SCC -ESS), Richard Haider (Westfield's Hospital), Tim Ramberg (SCC Highway), Jill Ellestad (Phillip's Plastics), Dave Ostness (Community Groups), Jeff Klatt (Sheriff s Dept & EM), Jon Aubart (RF -PD), Doug Briggs (Somerset PD), Ed Thurman (SCC -PH), Jan Nelson (Woodville), Chief Deputy Scott Knudson (Sheriff s Dept), Mike Koscinski (Union Pacific Railroad), Matt Melby (New Richmond EMS). Excused: Robert Shearer and Fred Horne Absent: James Stauffer, Joe Hurtgen, Chuck Mehls, Jim Vanderwyst, Hendryk Sowa, Margret Ontl The St. Croix County LEPC meeting was called to order at 1:00 p.m. by LEPC Chair Roger Larson Roll Call by Kristen Sailer, a quorum was met. Mary Ellen Bol (Philip's Plastics) and County Board member Karen Meyer are in attendance as unofficial members. Minutes of 12/01/10 meeting were approved on a Rebholz/Nelson motion. Motion carried unanimously. Next Meeting — Thursday, June 2, 2011 1:00 PM in the Community Room at the Government Center HAZMAT RESPONSE EXPENDITURES: The policy was reviewed at the 12/01/2010 meeting. There have not been any changes to the reimbursement rates. Approved on a Koscinski/Rebholz motion. Motion carried unanimously. APPROVE COUNTY STRATEGIC PLAN: The Plan was sent out a week ago to members for review. Discussion on format of information being sent out. PDF format is acceptable. Updates include Hazard analysis, populations of St. Croix county, Geographical and Highways information for county. Discussion on the availability of the Strategic Plan to citizens and confidentiality /safety concerns of information contained within the plan. Information will be brought to the next meeting regarding public records policy and procedures for receiving and processing requests for Tier II information. Facility listings are updated as the Plans are reviewed. Motion by Nelson/Ramberg to approve the Strategic Plan and send to State. Motion Carried. RECOMMENDATION FROM PLANNING SUBCOMMITTEE TO APPROVE FACILITY PLANS: Aubart stated five facility plans were reviewed by the subcommittee on 02/24/2011. AT &T Hudson, WI Bell Hudson, WI Bell Roberts, Wal -Mart New Richmond and Level 3 Communications Roberts. Sailer explained each plan has a section for special facilities affected. Some existing plans have these identified and others don't. As plans are updated special locations (schools, nursing homes, day cares, assisted living, etc.) within the vulnerability zone will be identified on the plans. For example, the New Richmond Wal -Mart plan did not have these facilities identified before and were identified in this plan update. For now Emergency Communications mapping system was used to identify the evacuation area for Wal -Mart - New Richmond facility. Coordinator Andersen explained the electronic mapping used to identify the special locations. Once facilities are identified Emergency Communication could use the mass notification system when the plans are used by responders. The Planning subcommittee recommends approval. Motion by Ostness /Aubart to approve the five Plans and send to the State. Motion Carried. TABLETOP & FUNCTIONAL EXERCISE DATES: Functional and Tabletop planning meeting was held. Tabletop exercise will be held in the City of New Richmond. Both exercises will be a Train derailment scenario with hazardous materials involved. Union Pacific and Canadian National railroads will participate. Tabletop will be held on Tuesday, April 19 @ WITC 6:00 PM — 9:00 PM. Functional exercise will be held on Thursday, August 18, 2011 1:00 PM — 4:00 PM. Discussion if training will be accredited through WITC. Sailer will look into this. Sailer announced TransCAER (Transportation Community Awareness and Emergency Response) railway training will be held Monday, March 21, 20116:00 PM — 9:00 PM at WITC in New Richmond. The TransCAER training will be presented by Canadian National and Union Pacific. This training is open to all Law Enforcement, Fire, EMS, Emergency Management, and all Elected Officials in the county. Koscinski endorsed the training for all agencies. Koscinski opened discussion on recent allowable speed for trains; an increase in speed has been approved from approximately 30 MPH up to 50 MPH effective February 28 The railroads have notified Media, Law Enforcement and townships of the speed change. Discussion ensued on railroad crossings safety, cost, training, and improvements. HAZMAT Training Review: Sailer reported 24 HAZMAT classes have been approved through Wisconsin Emergency management. There is currently $16,399 in grant money approved. Applications for class funding continue to be processed from county agencies. Committee and Public Comments: Commissioner Ramberg announced tomorrow night (3/2) between 5:00 PM — 7:00 PM there is a Public Informational meeting for the Gateway Corridor running between Minneapolis and Eau Claire in the Government Center Community room.
