Kjersti Duncan, Director, Aging Department — Program Report ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Copies to: County Clerk's office Committee Members Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 10/11/2007 1:21 PM LONG TERM SUPPORT PLANNING COMMITTEE MEETING MINUTES October 25, 2007 MEMBERS PRESENT: James Craig, Bill Cranmer, Keith Gregerson, Lorraine Jacobs, John Mortensen, Richard Peterson, Melissa Walthal, Marge Wolske MEMBERS EXCUSED: Ron Jansen, Cindy Leonard, MEMBERS ABSENT: Deb Ramacher STAFF PRESENT: Ron Lockwood, LTS Coordinator; Angie Magoon, LTS Program Specialist; Norma Vrieze, Early Intervention Director; Kelly Weber, LTS Social Worker; Elizabeth Larson, LTS Social Worker; Mike Traynor, LTS Social Worker; Liza Gibson, Aging Department Benefit Specialist; Tracy Davis, Aging Department Meeting called to order by Chair Gregerson at 1:30 p.m. Roll Call: Quorum present Motion to adopt agenda with additional agenda item of ADRC update by Wolske, second by Mortensen. Motion carried. Motion to accept previous meeting minutes by Peterson, second by Wolske. Motion carried. Next Meeting Date and Time: Monday, November 5, 2007 at 1:00 pm in the Fellowship Hall at the First Presbyterian Church, 1901 Vine Street in Hudson, WI 54016. This is the Public Forum regarding the ADRC. Next Regular Meeting date and time: Thursday, December 13, 2007 at 1:30 pm in Room 1281 at the Government Center, 1101 Carmichael Rd, Hudson, WI 54016. OLD AND NEW BUSINESS: 1. Financial Report: Handout by Lockwood through 8/31/07. Discussion. 2. MA Waiver Exceptional Expense /COP High Cost Requests: Handout from Lockwood. There are 4 Exceptional Expense requests at this time. Requests for 4 exceptional expense items as follows: 1. Vehicle modifications for M.H. in the amount of $14,800, 2. Stand up lift for J.C. in the amount of $4,200, 3. Manual wheelchair for R.O. in the amount of $8,650, 4. Lift chair for J.W. in the amount of $1,790. Motion to approve request for the four exceptional expense requests, by Wolske, second by Walthal. Motion carried. 1 3. NH Relocation Requests: There is currently one NH Relocation request. Motion to approve one Nursing Home Relocation for L.C. by Walthal, second by Cranmer. Motion carried. 4. LTS Unit Budget for CY 2008: Handout from Lockwood of final budget. This is information only, as it still has to go before the Finance Committee and the County Board. This budget assumes no changes in LTC reform. 5. Discuss potential for developing a Medical Assistance certified Comprehensive Community Services Program (CCS) to serve persons with severe behavioral disorders: Dawn Campbell, Family and Children's Unit, made a presentation on this program. This is a recovery based model for persons of all ages with intensive MH /substance abuse issues. This program would cover the client throughout their lifetime, it has no age limits. This program is billed through the Medical Assistance program. There is no state aid to this program, it is all federally funded and county matched. The targeted certification date is June 2008. Handout from Lockwood "Comprehensive Community Services (CCS) ". 6. The Self Directed Services Waiver (SDS) as a CMO option in Long Term Care Reform: Handout by Lockwood. The Department developed a self directed supports (SDS) waiver application to be submitted to the Centers for Medicare and Medicaid Services (CMS) on September 4, 2007. CMS directed Wisconsin to provide adequate choice in a managed care environment in order for Wisconsin to expand Family Care, and advised us to develop this SDS waiver as the choice option. This waiver will provide consumers with the option to fully direct their services outside of Family Care. Discussion. 7. Department on Aging — Program Report: Duncan was not present to report. Gibson announced the open enrollment period for Medicare Part D is coming up. She will be at various locations throughout the county setting up appointments with recipients. Her schedule is in the most recent edition of the SCAN newsletter. 8. ADRC update: Handout by Lockwood of ADRC handout #2. Informational Forum on 11/5/07 will discuss issues and how it relates to CMO /LTC Reform. The new application goal is November 2007.
