The St. Croix County Nursing Home Review Committee met on April 10, 2007 at the St. Croix County Government
Center.

Krueger called the meeting to order at 1:14 PM noting the meeting was properly and legally publicized.
NEXT MEETING The next St. Croix County Nursing Home Review Committee meeting is scheduled for Monday,
May 14, 2007 at 1:oo PM at the St. Croix County Government Center, Room 1281.
Consent Agenda: Motion by Standafer, seconded by Wentz to adopt the consent agenda. Carried unanimously.
Motion by Wentz, seconded by Malick to approve the minutes of 03/19/07. Carried unanimously.
DISCUSSION OF COUNTY AUTHORIZATION PROCESS FOR APPROVAL OF NURSING HOME PROPOSAL
Johnson requested some clarification on the County approval process for any negotiated agreement with Christian
Community Homes and Services, Inc. Discussion on approval process and role of Health and Human Services
Committee. The County Board delegated to the Nursing Home Review Committee the responsibility to negotiate and
any proposal would go directly to the County Board. Health and Human Services may call a special meeting to review
a proposal. Johnson will work with Health and Human Services Board Chair Wentz calling any special meeting.
Corporation Counsel, Greg Timmerman, indicated that when negotiations conducted in closed session with the
Nursing Home Subcommittee are completed, this information would then be available to the public. The Health and
Human Services Committee could review the negotiated proposal in open session, but at this point in time could not
convene in closed session to review the proposal.
CLOSED SESSION PER WISCONSIN STATUTE 19.85 (1) (E)- CONSIDERING NURSING HOME PROPOSALS)
FOR BARGAINING REASONS Motion A motion was introduced by Standafer, seconded by Malick, that the
committee enter into closed session pursuant to Wisconsin Statutes sec. 19.85 (1)(e) to negotiate with Christian
Community Homes and Services, Inc. to address their proposal regarding the nursing home.

The Board entered closed session at 1:25 PM.
RECONVENE INTO OPEN SESSION PER WISCONSIN STATUTE 19.85 (2) — RETURN TO OPEN SESSION
Motion A motion was made by Caflisch, seconded by Wentz for the Board to reconvene in open session per
Wisconsin Statute 19.85 (2).
Dan Goodier and Beth Richter left the meeting at 3:00 PM.

The Board reconvened in open session at 3:20 PM
Motion by Caflisch to adjourn the meeting. Krueger adjourned the meeting.
