I believe that there are two options. Option #1 follows the approved management plan. High strength wastewater means aeration and pressure distribution would be implemented. If the wastewater strength is a little high and into the high strength category, then option two might be useful. 1. The Church implements the testing protocol as per their management plan by collecting and analyzing one dose tank wastewater sample each quarter for one year. If any of the quarterly grab samples are over the maximums for domestic wastewater then they are to take six samples over 30 days and the average of those samples will dictate if changes need to be made to reduce the contaminate load. If sampling reveals domestic strength wastewater, or better, then I believe the case is closed on the high strength issue (unless building use changes) and the system is operated like other systems with regards to treatment and maintenance. 2. Review and report on system operation and maintenance, conduct an inspection of the system and specifically note ponding levels, and take one wastewater sample from the dose tank. If there is no ponding and we find out that the strength is a little over the threshold for domestic quality, then a state plan revision may be in order as an at -risk system. Such systems would be on once a year inspections for ponding (no wastewater testing - usually). If severe ponding were observed at any point there would be a need to implement a contingency plan to eliminate the condition prior to massive hydraulic failure. This likely means aeration technology would be installed. We would check with the plan reviewer, Pat Shandorf, before going to option #2 to make sure that there are no pitfalls in the process. The system was installed May 2005 and Shaun's contingency plan called for 4 samples of effluent to document whether or not it qualified as High Strength. We have no testing result reports on file and I wanted to check with you before I call Shaun. This site is in section 4, town of Troy and the trans ID is #1123724 approved by Pat Shandorf 4/18/05. Our meeting with Dennis brought this to my attention while I was drafting the findings of fact section. Anyway, I don't want to raise an issue if there isn't one, but if Shaun never 1 followed through with the proposed sampling of effluent, he will be required to do so before the church will be allowed to amend their special exception permit. Thanks - hope the information isn't buried too deep in your files:) Pamela Quinn, Zoning Specialist (POWTS) St. Croix County Planning & Zoning Dept. 1101 Carmichael Road Hudson, WI 54016 715- 386 -4680 pamq @co. saint- croix.wi.us<mailto :pamq @co.saint - croix.wi.us> 2 Wisconsin Department oACommerce PRIVATE SEWAGE SYSTEM County: St. Croix Safet; and Bufldtng Division ° INSPECTION REPORT Sanitary Permit No: 463422 0 GENERAL INFORMATION (ATTACH TO PERMIT) State Plan ID No'. The building is to have a 295 person capacity church. There is going to be 3 classrooms but will only serve 5 students per classroom. So the system will be designed for 1 classroom(25 students). There will be a kitchen in the building but there will no meals served to the students. The church will have 13 employees and 5 floor drains. The kitchen will only serve 100 meals per day, the other 195 church members will go home. Grease interceptor: C= M x G x H /2xP 100 meals per day, 3 gallons per meal, 1 meal period 100 x 3 x 6 / 2x 1 = 900 gallons so we will use the code minimum of 1000 gallons Septic System caics: The design of the system will be that of a church so Church with kitchen for 100 persons receiving meals isl00 personX5 gpd /person= 500gpd Church with no kitchen for 195 persons no meals is 195 person x 2 gpd /person = 390 gpd 5 floor drains @ 25 gpd /floor drain = 125 gpd 13 employees @ 13 gpd/ employee = 169 gpd 1 classroom (25 or less students) @ 300 gpd /classroom = 300 gpd Total gpd = 1484 gpd Peak flow = 1.5 X 1484gpd = 2226 gpd Septic tank size = 2226 gpd X 2.088 (Leroy's magic number for tank sizing ?) = 4,648 gallons I will use a Huffcutt 3048 gallons septic tank and a Huffcutt Combo tank of 1651 /1362gallons. Tanks will be in a series. Total septic tank size is 4699 gallons. System loading rate will be a .7gpd/ft "2 so... 2226 gpd /.7gpd/ft ^2 = 3180 ft ^2 3180 ft ^2/31.1 ft^2/biodiffuser 11 " leaching chamber= 103 chambers, I will use 105 to make each row even. Total ft^2 = 3265 Duplex pumps will be used. See tank cross section for calcs. Maintenance and contingency plan addition information: The waste generated by this structure may(highly unlikely!) contain high strength waste. The kitchen waste will go into a grease interceptor, into a septic tank, into a another septic tank, through a Zabel A -300 filter(1 /32" filtration) and then into a dose tank. Sampling of waste will need to be done after system is installed and the church is up and running. The sample is to be taken from the dose tank. If the waste is found not to be suitable, then further testing will need to be done. After several tests are done, and then if the waste is still not suitable, a FAST system could be installed after the grease interceptor and then dump into the septic tank or directly into the dose tank. This should make the waste fall into the guidelines set by Comm. 83. - ` PLOT PLAN PRG„ T Teens for Christ ADDRESS P.O. Box 920 Hudson Wi 54016 NE 1/4 SW 1 /4S 4 /T 28 N/R 19 W TOWN Troy COUNTY ST. Proper maintenance consists of pumping out the septic tank every three years or sooner, if needed by a licensed pumper. What you put into the system can affect the function of the septic tank as a treatment stage in the waste disposal system.
