WHEREAS, St. Croix County has several parks owned and
maintained'by.the'County, and
WHEREAS it is deeiaed'necessary that the St. Croix County
Board of Supervisors set up regulations to protect and control the use
of said parks, and
WHEREAS it is necessary that rules and regulations be.set
forth to insure the health, welfare and safety.of all pcssons using St. Croix
County Parks,
THEREFORE.BE IT RESOLVED that the St. Croix County- Board of
Supervisors ordain the following ordinance"regulating the use of County
Parks, and
BE IT FURTHER RESOLVED, AND IT IS HEREBY RESOLVED that the
County Parks Ordinance be' adopted'to enforce rules and regulations for
use in St. Croix.County Parks.
IT IS HEREBY FURTHER RESOLVED that the Regulations set forth
for St..Croix County Parks be.adopted and it is hereby adopted

ST,. CROIX COUIt TY PARKS ORDINANCE
f (1) COUNTY-PROPERTY:, -Except when the context provides
otherwise,, the provisions of,this chapter shall apply to all lands,.structur:>
and,property, owned, leased or,.administered,by the,COUNTY W St. CROIX
and under,the management, superyision,and control of the,county,parks
c ommittee:.
(2), ltshalI be unlawful for any person.to destroy;_ molest or
deface any natural growth or natural or archaeological feature, or any
county property; to enter or be in any building, installation or area
that may be locked or closed to public use or contrary'to posted notice.
The picking of edible fruits or nuts is permitted.
(3) DEF'-INITIONS, For,the purposes of this chapter; the
following definitions apply:
(a) ..COMMITTEE means:County Parks Committee.
(b) , CAMP,.or CAMPING-The,'use of a shelter such as a
tent,;trailer, motor vehicle, tarpaulin, bed roll or
sleeping,bag for temporary residence or sleeping
purposes.
(c)-,.,FA,MILY CAMPGROUND-Any:tr,.act of land designated
for camping,by,families,or,groups of five persons or
(d) ,GROUP CAMPGROUND,-A-campground designated
for use by,organizational or juvenile groups.
(e). .PRIMITIVE CAMPGROUND- , campground with
minimum or no improvetiients where camping is
permitted for periods longer than a single night,
facilities may not be provided::and•access is by
hiking or watercraft.
;(f) CAMPSITE-.P segment of a'.campground which is
designated„for,camping,use:by'a camping unit or
camping party.
(g) ,CANOE CAMPSITE -.,campsite along a waterway
=, for use.by persons.traveling by water.
(h) ,,CAMPING,UNIT.Any, single shelter except sleeping
bags,and hammocks used fora camp by a camping
party,except those.;used exclusively for dining purposes.
(i) CAMPING.PARTY-Any individual, family, individual
group.or juvenile group occupying a campsite,
(j) FAMILY-A:.husband and:wife; or husband and wife with
unmarried children or father or mother with unmarried
children.,,,,
(k) IUV.gNILE GROUP-R group made up of juvenile members
of an established organization and under the leadership
of;.at least one .competent,r mature adult for each ten
juveniles in the group and,using any number of camping
units or occupying-a group campground.
(1) INDIVIDUAL GROUP-A'camping party of not more
than five persons:occupying,oneeamping unit.

(5), REFUSE. It shall be unlawful for any person to discard
or leave any refuse, sewage or other waste material on the ground, or
in any building or installation, or into the water or upon the ice of any
lake dr stream or other,body,of water,,or_to,dispose of any such refuse
or waste -material in any.manner;except by burning or by placing in
receptacles'or other authorized locations provided for such purposes.
Charcoal residue must,be left in a grate or fireplace until cool, or placed
in receptacles provided for such,purposes.

(6) PETS. It shall be unlawful for any person to suffer his
-dog or cat to enter any public building or be upon any bathing beach in
any county park, county park recreation area or similar public use area
on other;lands and property under the management; supervision and
control bf the committee. 'In`those county park areas where pets are
Permitted;,'and in campgrounds,''picnic' area's or other properties under
the'tmanagement, `supervision and control of the committee, 'pets shall at
all times be kept on a leash not more than eight feet long.'`All`other
shall be effectively restrained or under the owner's control at all times.
No person shall suffer his pet to,deprive or disrupt the enjoyment or use
of any'area by?others.
(7) "FIRES.
(a) It shall be unlawful for any person to start, tend or
maintain any fire or to' burn any refuse except at
designated fireplaces'in any county park or county
park recreation area. The aforementioned is also
unlawful-when fireplaces are provided at other
campsites, picnic grounds and other designated similar
" public'use�areas on,other lands under the management,
supervision and control of the committee.

0) xIt shall'be unlawful for any'person to leave any fire
unattended, or'to throw'away any matches, cigarettes,
cigars, or pipe ashes or any embers without first
"extinquishing"them, or to start,,' tend or use in any
manner` any fire contrary to posted notice on any lands
or property under the`management, supervision and
control'of the committee.
(8)`'x PEDDLING AND SOLICITING'"
(a) 'It shall be unlawful'for any per on to peddle or solicit
business` of any nature whatever, or to distribute
handbills or other advertising matter, to post
" unauthorized'signs on any lands; structures, or property
` under the management, 'supervision and control of the
committee or to•use such lands.' structures or property
'as a base 'of commercial operations for soliciting or
conducting business, peddling or providing services
withiwor outside of such lands,'"structures or property
unless first authorUed'in writing by the committee
or its duly authoriied'agents.
(b) It shall be unlawfulAo'use in any manner the dock,
boat landing,';m or'ing facilities in, or
the waters in or immediately adjacent to any lands
finder the,management, supervision or control of the
committee for the purpose'of soliciting rides of any
kind, unless authorized by the committee.
(9)-'VEHICULAR TRAFFIC.
(a) No person shail'operate any vehicle'at a speed in
excess of 10 miles per hour or contrary to'official
traffic signs in any county park or other lands under
the management, supervision and control of the
committee.
(b) It shall be.unlawful to operate or park'any motor
vehicle upon any'bridle path'. hiking trail, beach area,
playground; picnic area, or any area other than est-
blished 'road s, 'parking ar'eas', boat"ramps and service
area,-or contrary to posted notice.

(10) BOATS. It shall be'unlawful for any person to operate
a motorized boat of any kind i i any manner on Glen 'Lake in Glen Hills
Park, Sections 11 and 14, T 29N R 15V!, Town,of Springfield, St. Croix
County, .tisconsin. The launching of boats is prohibited except in
designated areas.
(11) HORSES.
(a) It shall be unlawful for any person to ride, lead or
cause or suffer a-horse to be in any county park,
except on specifically designated and posted areas or
bridle paths, or'by permit on field trail areas.
(b) It shall be unlawful for:any person to ride, lead or
cause or suffer a horse to be on any beach, posted or
marked hiking trail, or picnic area or campground.
(c)' It shall,be unlawful for any person to ride a horse in
a careless, negligent or reckless manner so as to
endanger the,life, property, or person of others on
any'la'nds under the management, supervision and
control of,the committee.
(l2) UNNECESS�tY'NOISES. It shall be unlawful for any
person to"operate any sound truck,.loudspeaker, motor, motor vehicle
or other device that'produces undue or unnecessary noises without first
obtaining`a'written consent from the committee or its duly authorized
agency. , -
(13) " PARKING,
(a) No person,shall park, stop or leave standing, whether
attended or`unattended, any vehicle or watercraft;
(1) In any manner as'to block, obstruct or limit the
use of,any road, trail,. waterway or winter sport
facility, or
(2) Outside of any area. provided'for '' 'h'purposes
when4t is practical to use such areas, o'r
(3) ;Co.ntrary to posted notice.
(l4) CAMPING, 'No camping permittedc exept as,`in designated
areas.

group single campsite;
(1) `No"camping unit, sleeping bag or"hammock shall
be set up beyond the limits of'the carnps`ite.
(2) ' Juvenile groups of not more than ten persons may
occupy a single campsite'in a family Icampground
only in properties where group campgrounds are
not available.
(b) No camping party shall-mo- from zts assigned camp-
site"to another campsite without prior approval.
(c) All camping permits expire at 3;00 p.m. on the last
day of the permit period'.
(d) Extensions within the 21-day.limit.may be granted on
camping permits. Extensions must be obtained prior
to 10;00 a.m. on the expiration date of the permit.
Special permits are needed for extension of time.

(e) No person shall camp and:no camping unit shall
remain fora period greater than 21 days,,
(f) No camping party shall set up or take down its
camping unit between the hours of 10:00 p.m. and
the following 6:00 a.m.
(g) It shall be unlawful to park any motor vehicle outside
the parking area designated,at each campsite and not
more than'two motor vehicles are permitted to any
campsite.
(h) Violation of any state law or any rules of the commit-
tee by a member of,a camping party is cause for
revocation of'the camping permit.
O 'Reservations will not be accepted for campsites in
any,county park, county park recreation area or any
other area under the management, supervision or
control of the committee except that organi'.ed groups
may be given reservations for use of group camp-
grounds.
(1) 'It`'shall'be'uniawful for any person to obtain a
camping permit for use by,a camping party of
which he is not a member except that parents
and group leaders may,obtain camping permits
for use by juvenile groups.
(2) A campsite must be occupied by a member of
the camping party on the first night of the
permit period and no campsite may be left
unoccupied"for more than 48 hours.
(j) No person shall`,camp on any lands under the manage-
ment, 'supervision or control of the committee contrary
to posted notices.
(15) FIREARMS. "It shalfbe unlawful for any person to have in
his possession or under his control any firearm or airgun as defined in
Section 939.22, Wisconsin Statutes, unless the same is unloaded and
enclosed in a carrying case, or any bow unless the same is unstrung or
enclosed in a carrying case and no person`shall take, catch, kill, hunt,
trap, pursue or otherwise disturb any wild animals or birds in any
county park or in any campground or picnic area or contrary to posted
notice one other; areas under the management, supervision and control of
the committee,
(16) , PERSONAL CONDUCT. It shall be unlawful for any person
to be intoxicated or to engage in any violent, abusive, loud, boisterous,
vulgar, lewd, wanton, obscene or otherwise disorderly conduct tending
to create a breach of the peace or to disturb others.
(1?) ''FEES AND CHARGES. It shall be unlawful for any person
to use any facility, land or area for which a.fee or charge has been
established by the committee without payment of'such fee and charge as
listed in the following schedule:
Caniping(t ent or trailer)' $2.50 per day per family
or individual group.
Fuelwood '$0.50 per bundle

(18) PDMISSION FEES. It shall be unlawful for any person to
operate any automobile, motor truck, motor bus, motorcyle or other
similar motor vehicle in any county park unless such vehicle has affixed
thereto an annual admission sticker or daily admission tag. Fees shall
be as posted:
(19) CLOSING HOURS. It shall be unlawful to enter any
county park or any camp or picnic area in any county recreation area
between the hours of 11:00 p,m, and the following 6:00 a.m. It shall
be unlawful to be in Troy Park between 10:00 p,m. and the following
10:00 a,m.
(20) BEACHES.
(a) It shall be unlawful for any person to possess or
consume any food or beverage,. or use any soap,
detergent or shampoo on any bathing beach or in the
water adjacent to any bathing beach in any county park
or county recreation area.
(b) It shall be unlawful to swim beyond or disturb or
molest a bathing beach boundary buoy or marker in
any swimming beach in any county park or county
recreation area;

(c) No person shall operate a boat in any area designated

(21) EXCEPTIONS. Nothing in this chapter shall prohibit or, �4 �
hinder the committee, its supervisors, managers, foresters, wardens,
rangers or other duly authorized agents, or any peace officer from
performing their official duties.
(22) AUTHORITY. These regulations are adopted under the
authority granted by Section 59.07(64) of the Wisconsin Statutes (1965), '
Therefore, the County Board of St. Croix County, Wisconsin do ordain
as follows
(23) PURPOSE: The purpose of this ordinance is to promote
the health, safety and,general welfare of this community and to protect,
safeguard and regulate the public use of the public recreation facilities
owned and/or operated by St. Croix County.
(24) EFFECTIVE DATE: This ordinance upon adoption by
the County Board of Supervisors shall be effective upon publication.
(25) SEVERABILITY: If any section, clause, provisions or
portion of this Ordinance is adjudged unconstitutional or invalid by a
court of competent jurisdiction, the remainder of this ordinance shall
not be affected thereby.
(26) PENALTY: .Pny person who fails to comply with the
provisions of this ordinance shall upon conviction thereof, forfeit not
more than $200.00 and the costs of prosecution for each violation and
in default of payment of such forfeiture and costs, shall be imprisoned in
the County Jail until payment thereof, but not exceeding thirty (30) days.
