Dates and Time of Future Meetings ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 2/12/2007 1:32 PM OFFICIAL St. Croix County Meth Advisory Committee Meeting Minutes February 27, 2007 Chairman Esther Wentz called the meeting to order. Esther Wentz — verbal roll call Members Present: Esther Wentz, Denise Gunderson, Tom Hennes, Linda Robertson, Tom Catflisch, Steve Kirt, Joanne Sprain, Eric Johnson, Dave McQuillen, Dana Krahenbuhl, Doreen Rivard and Amber Perry. Absent: Katie Deatherage, Dennis Hillstead, Ed Thurman, Ann Davey, and Bill Crammer Adoption of Agenda —Steve and the Denise made motions to approve the agenda and the motions were carried. Approval of Minutes - The minutes from the last meeting on November 29, 2006 were approved as written. Next Meeting: Tuesday, March 27, 2007 @ 3pm in Room 1281, St. Croix County Government Center. There will be no meeting in December. OLD AND NEW BUSINESS UPDATE ON DRUG COURT — AMBER PERRY 1. A video was shown on Meth and the Drug Court. It was produced in 2006 and was aired on Wisconsin Public TV. 2. Amber, the Drug Court Coordinator gave a presentation about the St. Croix County Drug Court • The Drug Court is serving 9 adult clients who are willing to participate. • Drug Court is a judicially supervised treatment program for persons with drug (especially Meth) and /or alcohol abuse /dependency that has contributed to their crime history. • Some DOC and felony cases are being referred to Drug Court • Once the participant is selected they are referred to the AODA Counselor for an assessment. • The participant must attend weekly Drug Court, attend three treatment groups per week, be employed FT or two PT positions, attend three support groups per week i.e. 90 meetings in 90 days, submit to random drug testing and meet weekly with their probation officer. • The drug program consists of four phases. The first phase is a minimum of four months and involves meeting with the judge weekly. The last phase is a minimum of six months and involves meeting with the judge monthly. • Other aspects of the program include: Early Recovery — 4 weeks and 8 sessions; 12 Step participation; Relapse program —16 weeks and 32 sessions; Family Education programs — once a week for three months; Social Support groups; a series of incentives and sanctions. • The St. Croix County Drug Court is a closed proceeding. • The Drug Count can have up to 16 participants for now. Twelve are paid for through a Federal grant and the others are covered by the taxpayer. • Visit the website: www.co. saint- croix.wi.us/Dgpartments /DrugCourt 3. Dave said the Drug Court is looking for participants who have cost the county the most money. Recidivism in corrections is 68% and in the Drug Court is 28 %. 4. Dave recently attended a legislative training conference in Des Moines, Iowa called the National Alliance for Model State Drug Laws. Individual states identified legislative priorities. Wisconsin's priority was treatment availability on on the local level. A future issue will be prescription drug tracking because of the abuse of prescription drugs. 5. Dave said there is a shift in the way that drug and alcohol abuse is viewed now. It's seen as a public health issue. He said this is a wonderful shift from looking at the problem as a law enforcement issue only. UPDATE ON BUTTERFLY HOUSE- DOREEN 1. Funding has been received for this transition home for women in recovery with children 2. It is a house with six bedrooms and three bathrooms located in St. Croix Falls 3. It can accommodate 4 women and 8 children 4. Participants pay monthly rent 5. The home needs dressers and bed frames 6. Esther asked Doreen to make a wish list and present at next meeting 7. The service area is Polk, Pierce and St. Croix County 8. Doreen is working on grants for future funding 9. Butterfly House must have an Advisory Board of residents and neighbors. The term of stay is six months- one year. SUPPORT GROUPS — DOREEN 1. They have been suspended temporarily while Doreen has been working on the opening and funding of the Butterfly House UPCOMING EVENTS — DOREEN 1. March 6 th — Oral surgeon Dr. Martin Tahara will lead a discussion on meth mouth at Holiday Inn Express in St. Croix Falls from 6 -8 p.m. So far, fifty dentists will attend. Doreen will bring her display. 2. March 8 Doreen will set up her display at the Osceola Hospital 3. March 23 — The Northern Lights — Live Stage Performance of Shinning the Light on the Meth - edemic. The Sheldon Theatre, Red Wind, MN at 7pm 4. March 26 — Amber Perry will give a presentation on Meth to the Kiwanis Club in New Richmond at Susanna's Restaurant at 6:30 p.m. Doreen will bring her display. 5. March 29 — Annual Women's Health Conference at Hazelden Care Center from 6 -8 p.m. Doreen will bring her display and talk to those interested. 6. April 12 — WITC Annual Campus Health Fair at Rice Lake Conference Center from 9 a.m.- 1p.m. OTHER BUSINESS 1. Esther suggested that Amber come to the Meth Advisory Meetings 2. Group membership is stable with Linda remaining as Secretary. Katie will help as needed. 3. Joanne is trying to recruit families for the Strengthening Families Program that begins in Hudson in March. She said only three families joined the program in Somerset even though they worked through the school and social services. Adjourned at 4:40 pm. Respectfully Submitted Linda M.
