St. Croix County Meth Advisory Committee Meeting Minutes
August 30, 2007
Meeting called to order by Chair Esther Wentz at 3:00 p.m.
Members present were Esther Wentz, Tom Caflisch, Dennis Hillstead, Ed Thurman, Steve Kirt,
Tom Hennes, Doreen Rivard, Ann Davey and Dave McQuillen.
Dates of Next Meetings: September, 24, 2007 at 3:00 p.m.
October 25, 2007 at 3:00 p.m.
Minutes of July 27, 2007 meeting were approved on a motion Tom Caflisch and seconded by
Steve Kirt.
Old and New Business
Drug Court Update -
Have now 17 plaintiffs with OWI, now also part of drug court. They are tested each day.
Butterfly House —
Doreen said they have two residents and more coming on Sept. 8 Oldest resident was 61 years
old but did not stay. Many of the residents who do not stay in Butterfly House leave because they
feel jail is easier than having to follow the rules of the house.
Doreen also reported that West Cap has been extremely helpful in replacing 23 windows in the
house, a new boiler furnace, fans for the bathrooms and a new hot water heater.
Residents have trouble with rules and boyfriends. Crystal Meth meeting is held at the Butterfly
House every Monday night at 7:00 p.m.
DEC Update -
A second workshop was held at Hudson Hospital with several members of the Meth Committee
attending. One of the problems facing Drug Endangered Children is the termination of Parental
Rights. The time parents have to get clean and get their children returned is too short a period of
time usually about 15 months. Many parents can't meet the timeline and end up losing their
children.
Goals and Strategies —
Joan Sprain was not able to attend the meeting, but did send some ideas for group discussion
which are listed below.
1. I would like to be involved in any education related activity. It seems like the general public
thinks the Meth problem is over.
2. I will also be implementing Positive Parenting of Teens this winter and would like to have a
session on drug use by teens in SCC and what parents can do (including alcohol.)

3. Community groups like HCE, civic clubs, churches, 4 -H groups ect... are always looking for
speakers on important issues. A speaker's bureau might be a good resource. (If we haven't
already done that.) Having said that, could we update the committee regarding Meth and other
drug use and create a consistent message that could be shared in the community? We could
recruit additional people to help with a speaker's bureau.
4. I'd like to see another campaign about what each of us can do to stop Meth and other drug use.
I would be very interested in working on the parent perspective. The acceptance of underage
drinking by parents is all too common.
5. Maybe we could structure the committee into 3 areas. Prevention, intervention and treatment,
and then divide the committee into 3 sub groups to recruit others to implement the goals.
Steve Kirt acted as facilitator for the group. The mission statement was discussed thoroughly
with many ideas expressed by committee members. While Meth labs are no longer the huge
threat of past years, the use of Meth continues to be a real problem.
Members feel the committee needs to expand the mission statement to include alcohol and other
drugs. Other issues discussed were the ways that school districts deal with alcohol and other
drugs.
How communities don't seem to understand the impact of teenage alcohol use in relation to the
abuse of other drugs. Parents seem not to understand their legal responsibilities. The committee
also discussed critical needs or other issues surrounding alcohol and other drug abuse.
Discussion on the mission statement and other strategies will continue at the next meeting.
Preliminary Mission Statement:
St. Croix County will use all available resources to reduce alcohol and other drug abuse through
Education, Prevention, Control and service coordination with a commitment to preserve and
promote safe and healthy individuals, families and communities.
