MINUTES OF THE APRIL 26, 2007
Chairman Esther Wentz called the meeting to order

Approval of Minutes: The minutes from the meeting on March 27, 2007 will be approved at the
May meeting.
Next Meetings: May 20 @ 3pm in Room 1281, St. Croix County Government Center.
OLD AND NEW BUSINESS
PRESENTATION on the ST. CROIX PRETRAIL DIVERSION PROGRAM
PRESENTED BY LISA MULTHAUF
• A program in which criminal offenders can be diverted out of the standard criminal
justice process.
• Its aim is to provide early intervention and rehab services to correct behavior that led to
crime
• Defendants benefit from the education and counseling they receive
• Defendants may have their case dismissed or amended to a county ordinance violation
upon successful completion of the program.
• Courts /law enforcement benefit by saving court time and resources involved in hearings
and trials.
• The victim's benefit because the defendant is being supervised and ensures restitution is
received, if ordered.
• Defendants are required to pay $150.00 as a service fee for beginning the program.
• There are specific conditions to each diversion agreement tailored to the defendant's
situation and pending charges.
• Conditional agreements may be obtaining a GED, maintaining full time employment,
anger management, domestic abuse assessments, drug and alcohol counseling, couples
counseling, attending AA etc
• Community service can be ordered as well as restitution
• Program began in May 2005
• 73 defendants have successfully completed the program and only 10 revocations
• Currently 104 defendants are enrolled
• The program is mainly comprised of misdemeanor offenses, for example, drug charges
such as obtaining a prescription drug by fraud, possession of drug paraphernalia, criminal
damage to property, misdemeanor theft, disorderly conducts, misdemeanor battery and
fourth degree sexual assaults.
• Defendants charged with felony Meth are excluded from the program, however there are
defendants in the program who commit crimes as a result of their meth addiction. These
defendants get the treatment they need. The program monitors the progress of their
treatment and random drug testing is ordered to ensure compliance. The goal is to treat
drug users before they get to the felony level.
• Program sustains self by user fee.
• At the pretrial, the defendant signs a "no contest to charge" so if the person is not
successful in the program they can be charged with the crime.
