PLANNING AND ZONING COMMITTEE

Call to Order: Chair Habhegger called the meeting to order at 8:35 a.m.
Adoption of Agenda: Motion by Ruetz, 2 nd by Burri to adopt the agenda.

Land Use Ordinance Applications
Municipal Plats — none
Public Hearings to be Scheduled — No waiver hearings to be scheduled. One rezoning
hearing is tentatively scheduled for February 28 at 7:00 p.m. Confirmation of this hearing will
be brought to the January 23 meeting.
Planning and Zoning Business
Bills and Invoices — The December 2006 Planning Revenue Report and December 2006
Planning Bills and Invoices were reviewed by the Committee and signed by Chair Habhegger.
Fodroczi reviewed with the Committee the revenue report of zoning fees and code administration
fees accounts.
Personnel Update - Fodroczi reported that ads for the Code Administrator position are out.
Application deadline is January 10. Interviews will be held the week of January 22. Krueger
will participate in those interviews. 30 -40 applications for the Zoning Technician position were
received. Interviews for that position will not be held until the new Code Administrator is in
place.
Fodroczi introduced Kevin Grabau as interim Code Administrator. He will handle code
enforcement, rezonings and other zoning issues.
Krueger reported that Chuck Whiting is working with Fodroczi and with union officials on
taking the office manager position out of the union. Whiting is working with the Classification
Specialist on the job specifications. Whiting will report to Finance Committee in February.
There may be adjustments to the job description which will be brought to this Committee on
January 23.
Office Remodeling - Fodroczi reported that Finance Committee received requests from five
other departments interested in the space originally requested by EDC. Facilities Manager Ralph
Roble will contract with an outside professional group to study space issues in the building.
Planning Report — Denzer reported that the new Rural Living Guide was printed and ready to
be distributed to the towns. Pete Kling will help determine the best way to distribute copies to
each town. UW- Extension covered $500 of the printing costs, Land and Water $500, Planning
and Zoning $500, Recycling $500 and Emergency Management $268 — all from 2006 budgets.
20,000 copies were printed by Printing Plus of New Richmond. Each town will receive enough
copies to distribute to existing and new residents. Each town will also receive a CD of the
Guide. Printed copies will be provided to libraries. With this project complete Pete Kling will
consider an urban living guide for villages and cities.
Denzer reported that Cylon will begin working on new ordinances this month. Stanton has not
had a meeting since May and is requesting help in updating its ordinances. Star Prairie is busy
with other issues with the City of New Richmond at this time.
Budrow is continuing to meet with Town of Baldwin regarding its land division and driveway
ordinances. Public comments were received which he reviewed with the plan commission. The
plan commission voted the previous evening to recommend adoption by the town board.
Budrow will then help with the implementation process. Town of Hammond did not hold a plan
commission meeting this month.
Fodroczi presented a letter received from the Mayor of the City of New Richmond inviting him
to attend a meeting with the Highway Department, the City, WI DOT and surrounding towns to
discuss the transportation system in the New Richmond area.
2007 Recycling Program Contracts - Fodroczi and Habhegger each received an email from
Buck Malick about a conversation with Ron Raymond about a resident's concern about the
recycling program in the Town of Hudson. This will be discussed at a future meeting. Fodroczi
will talk to Buck Malick to get better understanding on what the issue is.
Havens reviewed the draft 2007 collection schedule. When contracts are finalized, the schedule
will be on the website and copies distributed to municipal clerks and other recycling contacts.
She reviewed with the committee the recommended contracts for services for 2007. Motion by
Burn, 2„d by Ruetz to approve the contracts as presented. Motion carried unanimously.
School Recycling Guide - Havens distributed copies of the new school recycling guide to help
schools create recycling programs. All school districts have copies of the guide. It will be easy
to update and reproduce. She has found varying degrees of recycling in the 30 schools in St.
Croix County. She and Matt Palmer are working in combination with Dunn County on this
project. No other school recycling program is in place anywhere else in the State. This could be
an incentive for other counties.
Land Information Report - Budrow reported that he is continuing to provide maps for public
safety departments and fire emergency districts. He is continuing work with Gary Kollman to
provide mapping services for E911 services. Budrow is looking for training services for himself
and Kollman on updating maps. He provided mapping for the Sheriff's Department to map
traffic accidents in the County. He discussed how to centralize GIS services and efforts to
enable departments to handle their own needs.
Real Property Lister Update — Fodroczi reported that Beth Pabst began last month as Assistant
Real Property Lister. She comes with good knowledge of property documents and is learning the
GCS software. The Real Property staff is working on documents from December and should
have the work rolls out in February, depending on highway plats. Fodroczi talked recently with
Mike Wallace, City of Hudson Assessor. There is some misunderstanding about the County
assuming City of Hudson real property listing. The entire staff is now working full time, but will
adjust hours if the City of Hudson backs out this arrangement.
Code Administration Report - Fodroczi stated that some complaints have been received and
Grabau is taking care of those with immediate needs. He noted a letter received the previous day
from Community Code Service in Madison that is working with the Town of Cady on
developing a town zoning ordinance. Cady has not been part of county ordinances and is
pursuing developing its own zoning ordinance.
Land Use Ordinance Amendments
Sign Regulations - Staff will hold a work session on sign regulations this week. A complete
timeframe for this process including public review dates will be presented at the January 23
meeting.
Fodroczi noted a June 1 deadline to make changes to the non - metallic mining ordinance in
response to NR135. Jenny Shillcox and Steve Olson will attend an information session on those
changes later this month.
Setback Provisions in Land Division Ordinance - Fodroczi reported that staff held one
organization meeting on this process and will hold a work session this week. Mary Murphy was
invited to attend this meeting. She has had more contacts with towns. The proposed revisions
should be ready to finalize at the January 23 Committee meeting. This will be discussed at the
Towns Association meeting on January 25. Results will be reported at the P & Z Committee
meeting on February 13.
Announcements and Correspondence - Fodroczi noted some training opportunities for
Committee members. WCA is hosting a day -long education seminar on January 22 in Stevens
Point.
WisLine series through UW Extension is offering a session on January 31 designed for plan
commission and board of adjustment committee members.
Committee members agreed to conduct Fodroczi's performance review at the March 27 meeting.
