PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON WI
October 9, 2007
Present:
Committee: Supervisors, Wally Habhegger, Gene Ruetz, Ron Troyer
Absent: Stan Krueger and Lois Burri
Staff. Dave Fodroczi, Kevin Grabau, Ellen Denzer, Brett Budrow, Alex Blackburn, Judy Olson
Guests:
Call to Order: Chair Habhegger called the meeting to order at 8:30 a.m.
Adoption of Agenda: Motion by Ruetz, 2nd by Troyer to adopt the agenda. Motion carried.
Approval of Previous Minutes: Motion by Troyer, 2nd by Ruetz to approve minutes of August
22, 2007. Motion carried.
Date of Next Meeting: Monday, October 22, 2007 at 8:30 a.m. in Hudson.
Old and New Business:
Land Use Ordinance Applications
Municipal Plats - none
Waivers and Rezones to be Scheduled - A public hearing on four rezonings will be scheduled for
November 28, 2007 at 7:00 p.m. in Hudson.
Planning and Zoning Business
Bills and Invoices - The September 2007 Planning Bill Report and the September 2007 Planning
Revenue Report was reviewed by Committee members and signed by Chair Habhegger.
Planning Report — Dave Fodroczi announced that two meetings on the regional groundwater
modeling project are scheduled on October 22 at the Agricultural Center in Baldwin. Paul Juckem,
USGS, will lead a presentation and discussion with USGS staff an d County officials at 7:00 p.m.
This session is open to the public. Announcement will be sent to local officials and other interested
parties. A technical interagency meeting with P &Z staff, LWCD staff, DNR, and federal agencies
will be held at 2:00 p.m. Both meetings will cover Polk, Pierce and St. Croix Counties. A public
meeting notice will be done for the evening meeting.
Ellen Denzer reported that the comprehensive planning for the Town of Star Prairie is going very
well. A third open house will be held on October 16 at the town hall. The housing element is being
completed, the ag section is complete and natural resources and cultural resources sections will be
reviewed this evening. Land use, implementation and intergovernmental cooperation sections are
yet to be done. The Town is working on an agreement with the City of New Richmond on water.
Writing the natural resources section has been challenging because of the groundwater issues.
Denzer talked about the water quality issues in Squaw Lake and Cedar Lake.
Denzer reported that she is working with Regional Planning on the application for the
comprehensive planning grant. The Village of Deer Park, Towns of Emerald, Forest, Cady, Star
Prairie and Richmond have indicated interest in cooperating on this grant. The Village of Star
Prairie is going ahead without applying for a grant. She stated Planning and Zoning and Highway
Departments have received the functional classification map from the DOT.

A second public information meeting was held on the County bike plan and was well attended. The
project is coming along well.
Denzer distributed a map showing radon test results in the County and explained the figures on the
map.
Land Information Report - no report
Real Property Lister Update — Fodroczi stated that just prior to his meeting with the Finance
Committee he received a call from Mike Wallace, City of Hudson, stating that the City intends to
transfer the real property listing to the County in January 2008. Import and export of files will be
tested later this month. He expects no problems with this change. The County IT department is
awaiting the import of the City's files. A meeting with all involved staff will be scheduled. The
costs for full Real Property staffing is included in the 2008 budget.
2008 Budget - Fodroczi and Habhegger appeared before the Finance Committee. There have been
no modifications to the budget at this time. Finance Committee will meet again this week.
Habhegger noted that it was emphasized to the Finance Committee that this department worked
hard to keep the increase at a low 1.38% for the year. Fodroczi mentioned that health insurance
numbers are down this year.
PZC Meeting Schedule - Committee members discussed adjusting to one meeting per month,
dropping the meeting on the fourth Tuesday since staff is now processing land divisions.
Committee members agreed to eliminate the second meeting of the month, but will schedule
meetings as needed on the fourth Tuesday. Public hearings will be scheduled as needed. The
meeting on October 22 will not be needed. The next meeting will be November 13.
Public Hearing Comments on AB 496 - Fodroczi distributed a letter of opposition to Assembly
Bill 496. The bill would by statute prohibit public internet sites allowing property searches by
name. We have already dealt with this issue locally and established a good approach to balance
issues of open records and privacy. Brett Budrow listed possible reasons for this bill. Motion by
Troyer, 2nd by Ruetz to support this letter of opposition. Motion carried.
Announcements and Correspondence - Committee members discussed a letter received from
Town of Richmond resident Fred Ball regarding changing setbacks on older building sites. A
response letter was reviewed and signed by Habhegger.
Chair Habhegger adjourned the meeting at 9:35 a.m.
