PUBLIC HEARING NOTICE
The St. Croix County Planning and Zoning Committee will be conducting a public hearing
on Wednesday, December 19, 2007, at 7:00 p.m. at the St. Croix County Agricultural Center,
1960 Eighth Ave., Baldwin, Wisconsin, to consider the following petition(s):

ADDRESS: 1785 Highway 12, Hammond
REQUEST: To rezone approximately 2.42 + /- acres from Agricultural - Residential to
Commercial pursuant to Section 17.72 of the St. Croix County Zoning
Ordinance.

Supervisors: Wally Habhegger, Lois Burri, Gene Ruetz
Absent: Stan Krueger, Ron Troyer
Staff: Kevin Grabau
Guests: Ed Flanum, John E. Steel, Steve Guise
Chair Habhegger called the meeting to order at 7:03 p.m. The next Committee meeting will be January 8,
2008 at 8:30 a.m. in Hudson.
Action on previous minutes: none
The public hearing notice was acknowledged for the record.

ADDRESS: 1785 Highway 12, Hammond
REQUEST: To rezone approximately 2.42 + /- acres from Agricultural- Residential to Commercial
pursuant to Section 17.72 of the St. Croix County Zoning Ordinance.
Grabau reviewed the staff report. Staff recommends that the Committee approve the rezoning amendment for
this parcel. He noted that neither owner nor agent were present. No one spoke in favor or opposition of this
request.
Mr. Guise came in at 7:17 p.m. after the vote. He went to the wrong building in Baldwin. He apologized for
being late. Motion by Ruetz, 2nd by Burri to approve the rezoning based on staff recommendations and
findings and that the request is in compliance with WSS 91.77. Motion carried unanimously

pursuant to Section 17.72 of the St. Croix County Zoning Ordinance
Grabau reviewed the staff report. Staff recommends that the Committee approve the rezoning amendment
for this parcel. Grabau noted that the applicants were not present.
Mr. Flanum spoke in favor of the request. He explained that in the case of the first Beauvais rezoning in
2005, the City of New Richmond would not approve the 2.0 acre CSM lot, so the original CSM died. Now,
the City of New Richmond is in favor of the new CSM.
Mr. Steel, a resident in the immediate area, spoke in favor of the request.
Chair Habhegger directed staff to contact the City of New Richmond to get an official approval from the
City. Grabau explained that the City does not have approval authority for the rezoning but does have
approval authority for the CSM.

Motion by Burri to approve the Kwak/Beauvais rezoning as per staff recommendations with all findings and
including an added condition that all applicable approvals from the City of New Richmond are received and
are in favor of this request. The request is in compliance with WSS 91.77. Motion 2nd by Ruetz and carried
unanimously.
Chair Habhegger adjourned the meeting at 7:30 p.m.
