PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
March 21, 2007
Supervisors: Lois Burri, Stan Krueger and Ron Troyer were present. Wally Habhegger and Gene Ruetz
were absent and excused.
Staff: Kevin Grabau and Dave Fodroczi.
Guests: Don Kadidlo, Judy Kadidlo, Hugh H. Gwin, Holly A. Jones, Christopher Kath, Ed Flanum, Sam
Cari, George St. John, Wayne Alvermann, Elizabeth Christensen
Vice Chair Lois Burri called the meeting to order at 7:03 p.m. The next meeting for this committee will be
April 10, 2007 at the Government Center in Hudson. Motion by Troyer, second by Krueger to adopt the
agenda. Motion carried.
Motion by Troyer, 2 nd by Krueger to approve the minutes of February 22 and February 27, 2007. Motion
carried.
The public hearing notice was acknowledged for the record.
REZONING
APPLICANT: Christopher Kath
LOCATION: SW1 /4 of SE'/ & SEl /4 of SE1 /4, Sec. 3, T29N, R19W,
Town of St. Joseph
ADDRESS: 1108 County Road A, Hudson
REQUEST: to rezone approximately 2 +/- acres from Ag- Residential to Commercial to provide additional
parking area for an existing business pursuant to Section 17.72 of the St. Croix County
Zoning Ordinance.
Grabau presented the staff report. In response to questions from Committee members, Christopher Kath
explained parking needs and proposed improvements. Don Kadidlo stated concern about traffic, school bus
traffic and turning movements. Motion by Troyer to approve based on staff recommendations and findings 1-
12. Motion 2 „d by Krueger and carried.

REQUEST: to rezone 10 +/- acres from Agricultural to Ag- residential, pursuant to Section 17.72 of the St.

Grabau presented the staff report and resolution. Committee members discussed non - metallic mining permitting
requirements. George St. John indicated they would generally be leveling a hill. Motion by Krueger to approve
based on staff recommendations and findings 1 -15. Motion 2 nd by Troyer and carried.
WAIVER FROM LAND DIVISION REGULATIONS
APPLICANT: Kemon Bast

Sec. 36, T29N, R19W, Town of Hudson
ADDRESS: County Road N

REQUEST: To have four lots on a common septic system instead of each lot having its own septic area,
pursuant to section 13.7G2b of the St. Croix County Land Division Ordinance.
Grabau presented the staff report and recommendations. The town planning commission has not acted
pending additional detailed information on common wells and POWTS.
Ed Flanum indicated this area of the plat was the only problem area. The alternative would be very large,
noticeable mound systems.
Motion by Troyer to approve the waiver request pursuant to 13.10A1a of the St. Croix County Land Division
Ordinance as a reasonable alternative to conventional systems based on the staff recommendation and the
findings identified in the staff report. Motion 2 nd by Krueger and carried.

REQUEST: Locate proposed road approximately 130 feet from adjoining driveway, pursuant to section

Grabau presented the staff report and recommendations. Committee members discussed the proposed lot layout.
Sam Cari, representing the Christensen's, offered to address any questions. Motion by Krueger to approve the
waiver pursuant to section 13.10A1 a of the St. Croix County Land Division Ordinance based on the staff
recommendation and the findings identified in the staff report. Motion 2 by Troyer and carried.
Burri closed the hearing and adjourned the meeting at 8:20 p.m.
