CROIX COUNTY GOVERNMENT CENTER, HUDSON WI April 10, 2007 Present: Committee: Supervisors Lois Burri, Wally Habhegger, Gene Ruetz, Stan Krueger Absent & Excused: Ron Troyer Staff: Dave Fodroczi, Alex Blackburn, Ellen Denzer, Brett Budrow, Kevin Grabau, Carrie Stoltz, Jennifer Shillcox, Judy Olson Call to Order: Chair Habhegger called the meeting to order at 8:31 a.m. Adoption of Agenda: Motion by Ruetz, 2 " by Krueger to adopt the agenda. Motion carried. Approval of Previous Minutes: none Date of Next Meeting: A public information meeting is scheduled for April 19, 2007 at 6:30 p.m. Old and New Business: Land Use Ordinance Applications - Municipal Plats - none Public Hearings to be Scheduled - Two waiver requests and three rezoning applications were received and will be scheduled for public hearing on May 23 in Hudson. Plats and CSMs Under Review - Blackburn reviewed the summary of land division submittals for February and March. Most items have a pending status, one was withdrawn. Planning and Zoning Business Bills and Invoices - The Planning bills and revenue report for March 2007 were reviewed by the Committee and signed by Chair Habhegger. The Zoning bills and revenue report for January 2007 were reviewed by Committee members and signed by Chair Habhegger. Personnel Update — Grabau introduced Carrie Stoltz, Zoning Technician, who began her duties here on April 9. Fodroczi reported that Chuck Whiting has made some progress on the office manager position. Finance committee is working on correspondence with the union this week. Fodroczi should have a report next week. POWTS Contract for Services - Fodroczi reported that the number of sanitary permits issued this year is comparable to last year so he is not planning to refill the position vacated by Grabau. He proposed renewing the contract for services with Evergreen Irrigation to handle overload as needed. Significant cost savings will be realized with the full year vacancy. Motion by Burri, 2 " by Ruetz to renew the contract with Evergreen Irrigation. Motion carried. Planning Report - Denzer stated that we did not receive the Regional Planning comprehensive planning grant that was applied for. Several projects across the state were funded. Fodroczi stated that mitigation g ion or the St. Croix River Crossing Project could provide enough resources to g g J P g start a plan. Denzer reported that Town of Cylon will present its subdivision ordinance for review by the town board at its meeting on April 11. A public hearing will be scheduled in May. Town of Star Prairie will hold an open house on its planning project at its regular meeting on May 15 at the new town hall. Fodroczi reported that Rod Nilsestuen, Secretary of Agriculture, Trade and Consumer Protection, was here on April 3 for a bill sponsored by Ron Kind. A press conference was held that day. We had a group meeting about the Working Lands Initiative and possible legislative changes in response to the working sessions that were held around the state. Those participating included Buck Malick, Ron Raymond, Bob Heise, Pete Kling, Lee Milligan, representatives of the West Wisconsin Land Trust and the Kinnickinnic River Land Trust with informal discussion regarding the need to upgrade the Farmland Preservation Program. The Towns Association quarterly meeting will be held on April 26. The City of River Falls has finalized its extraterritorial plat review adjustments to its comprehensive plan and subdivision ordinance that went into effect two weeks ago. We requested larger scale maps from the City for doing subdivision review. Fodroczi reported an Earth Day event is planned to be held at the Hudson Middle School on April 21. This is done in cooperation with Land and Water Conservation Department and other organizations, groups and sponsors. Land Information Report — Budrow reported that he is continuing to work with the Sheriff s Department training new staff members on the GIS system for mapping accidents, burglaries, etc. He is also coordinating E911 mapping for cell phone and land lines that is being updated this week. Budrow attended a Census LUCA (Local Update of Census Addresses) program workshop on April 5. All local government and municipalities received invitations to that workshop. The County will act as the coordinating body to assist local governments on how to respond to the Census LUCA program. There are various levels that local governments can participate at. We will give technical assistance to local governments where needed. Budrow will talk to the Towns Association. Information booklets were distributed. He stated his concern on how much time is involved in this process and to what level local governments want to participate. Fodroczi stated that, since we do only rural addressing, will need to work with cities and villages on addressing in those areas. Correspondence was received from FEMA with digital flood insurance rate maps and the Flood Insurance Study Report for St. Croix County. Jennifer Shillcox will coordinate a meeting on May 22 to review those results inviting various communities to help review the maps for road names, bridges, waterways, etc. for correct labeling. Real Property Lister Update - Fodroczi reviewed the 2007 assessment scheduling. Some work rolls have come in but most will be received later this month and in May. Some assessors are doing electronic submittals. He is planning to meet with the City of Hudson about assuming the City real property listing. Work already done this year will be imported. Land Use Ordinance Amendments — Sign Regulations — Denzer reviewed with the Committee the draft of the new Section 17.65 Sign Regulations for the County Zoning ordinance. It will completely replace the existing Section 17.65. She explained that the Sign Ordinance was completely rewritten. After Committee review, it will go out for public review on the website on April 12 and will be presented at the public information meeting on April 19. A public hearing is planned for May 24. Non - metallic Mining Ordinance - Shillcox reviewed the proposed amendments to the Nonmetallic Mining Ordinance including changes required by Wisconsin State Administrative Code Chapter NR135 as well as staff recommended changes. Public comments received at the February public 2 information meeting were taken into consideration when making these changes. Amendment to St. Croix County Ordinance No. 749(2007) - Denzer reviewed the amendment with Committee members. She stated that since this is simply a correction, it does not require a public hearing. The amendment was prepared by Corporation Counsel. Motion by Ruetz, 2 nd by Krueger to approve. Motion carried. Reauthorization of the Knowles- Nelson Stewardship Fund - This fund, which is a valuable resource to local communities, will end in 2010. Bob Heise has written a letter of support for reauthorization that will be signed by him and the Land and Water Conservation Committee chair. Motion by Ruetz, 2 nd by Burri to cooperate with Land and Water Department on a joint letter which Habhegger will sign. Motion carried. Closed session per Wisconsin Statute 19.85(1)c for the purpose of annual performance review of Planning and Zoning Director. Reconvene into open session to complete any remaining agenda items - Motion by Burri, 2 nd by Krueger to go into closed session at 10:40 a.m. Motion by Ruetz, second by Burri to reconvene in open session at 11:20 a.m. Announcements and Correspondence - Possible Agenda Items for Next Meeting - A public information meeting is scheduled for April 19.
