August 22, 2007
Supervisors: Lois Burri, Stan Krueger, Gene Ruetz, Ron Troyer
Absent: Wally Habhegger
Staff: Kevin Grabau
Guests: Greg Severson, Pete Kling
Vice Chair Burri called the meeting to order at 7:03 p.m. The next committee meeting will be August 28,
2007 at 8:30 a.m. in Hudson.
Action on previous minutes: none
The public hearing notice was acknowledged for the record.
REZONING
APPLICANT: Peter and Bridget Kling
LOCATION: NEIA ofNW' /4 Sec. 19, T3 IN, R1 6W, Town of Cylon
ADDRESS: 200` Street
REQUEST: To rezone approximately 10.3 84 +/- acres from Agriculture to Agriculture II pursuant to
Section 17.72 of the St. Croix County Zoning Ordinance.
Grabau reviewed the staff report. Staff recommends that the Committee approve the rezoning amendment for
this parcel based on the following four findings of fact ( #1 -4) and one condition ( #5):
1. Based on TRC findings (# 1 -17) the rezoning is consistent or generally consistent with the County
Development Management Plan and the County Natural Resources Management Plan.
2. It appears that the proposed use can comply with standards in the Land Use, Subdivision and
Sanitary ordinances.
3. The proposed use is consistent with the spirit or intent of the St. Croix County Zoning Ordinance.
4. Approval for the rezoning request has been received from the Town of Cylon and includes a finding
that the request is consistent with WSS 91.77.
5. This rezoning approval will take effect upon legal combination of this 10.384 acre parcel with the
Emerson 10.0 acre lot to satisfy the minimum lot size requirement of 20.0 acres in the Ag -II zoning
district.
Adjoining property owner Greg Severson asked if there will be further subdividing of the property. Krueger
responded that the property would need to be rezoned to Ag- Residential in order to be subdivided.
Motion by Troyer, 2nd by Ruetz to approve the rezoning with findings 1, 2, 3 and 5 of the staff
recommendations, acknowledging that #4 (previously a condition) is satisfied. Motion carried unanimously.

Grabau reviewed the staff report. Pete Kling stated that the Emerson's just want more land for agricultural
use and for horses. Staff recommends that the Committee approve the rezoning amendment for this parcel
based on the following four findings of fact ( #1 -4) with one condition ( #5):

Grabau reviewed the staff report. Approval was not received from the Town of Baldwin. Mr. Baglio was not
present. Motion by Krueger, 2nd by Troyer to table this request. Motion carried unanimously.
Burri adjourned the meeting at 7:33 p.m.
