PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON WI
September 11, 2007
Present:
Committee: Supervisors Lois Burri, Wally Habhegger, Gene Ruetz, Ron Troyer,
Stan Krueger
Staff: Dave Fodroczi, Kevin Grabau, Ellen Denzer, Brett Budrow, Alex Blackburn, Judy Olson
Guests:
Call to Order: Chair Habhegger called the meeting to order at 8:34 a.m.
Adoption of Agenda: Motion by Ruetz, 2nd by Krueger to adopt the agenda. Motion carried.
Approval of Previous Minutes: none
Date of Next Meeting: September 25 at 8:30 a.m. Committee members agreed to meet on
Monday October 22 instead of Tuesday, October 23.
Old and New Business:
Land Use Ordinance Applications
Committee Action on Baglio Rezoning - A letter was received from Town of Baldwin granting
approval for the requested rezoning from Agriculture to Ag- Residential. Motion by Troyer to
approve the rezoning amendment for this parcel based on the finding that the request is consistent
with WSS 91.77. Motion 2nd by Ruetz and carried.
Land Use Ordinance Applications
Municipal Plats - Motion by Krueger, 2 °d by Burri and carried to certify no objection to the plat of
Paperjack Creek Villas in the City of New Richmond, stipulating that no opinion is expressed
concerning adequate sewer service.
Planning and Zoning Business
Bills and Invoices - The August 2007 Planning Bill Report and the August 2007 Planning Revenue
Report was reviewed by Committee members and signed by Chair Habhegger.
Planning Report — Denzer reported that the Town of Star Prairie will hold its open house on
October 16 from 6:00 — 8:30 p.m. It is currently working on the housing, transportation, economic
development and agriculture and natural resources sections. The town has several other unrelated
issues that it is working with at this time.
She noted that staff is working with Regional Planning on the application for the comprehensive
planning grant. She met with Land and Water Conservation staff. They are preparing materials for
the September 26 public meeting on the County -wide bike plan.
Community Planning Proclamation - Governor Doyle has declared the month of October 2007
be designated Community Planning Month. Motion by Troyer to approve the Community Planning
Month Proclamation that October 2007 be designated as Community Planning Month in St. Croix
County. Motion 2nd by Ruetz and carried.
Land Information Report - Budrow reported that he attended the Wisconsin Geographic
Information Coordinating Council conference the previous week. Wisconsin is lacking a statewide
body that coordinates and educates regarding GIS. There is duplication in levels of governments.
This body would help facilitate coordination.
Sign -up information was received and we will be participating in the LUCA (Local Update of
Census Addressing) program. This will be a good way to work with cities and villages.
He also reported that the sign inventory this summer went very well.
Real Property Lister Update — Fodroczi reviewed the letter he had sent on August 17 to City of
Hudson asking for a reply by September 21 to whether the City will or will not commit to the real
property listing transfer for 2008. If there is no commitment from the City, the additional resources
included in the 2008 budget will be removed. No response has been received.
2008 Budget - Fodroczi distributed the schedule for budget hearings showing Planning and Zoning
scheduled for Wednesday, September 26 at 1:00 p.m.
Announcements and Correspondence - Habhegger received a letter from Fred Ball regarding
setbacks. Habhegger also received a compilation of WCA resolutions from the County Clerk. He
asked Fodroczi to review to verify that none of the resolutions affect this Committee.
Chair Habhegger adjourned the meeting at 9:03 a.m.
