PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON WI
July 10, 2007
Present:

Call to Order: Chair Habhegger called the meeting to order at 8:37 a.m.
Adoption of Agenda: Motion by Ruetz, 2 " by Burri to adopt the agenda. Motion carried.
Approval of Previous Minutes: Motion by Burri to approve the minutes of April 10, 19, and
24; May 8, 22 and 24, and June 6, 2007. Motion 2 nd by Troyer and carried.
Date of Next Meeting: Planning and Zoning Committee meeting on July 24 at 8 :30 a.m. A
public hearing for one rezoning and one waiver is scheduled for July 25, at 7:00 p.m. in Hudson.
Old and New Business:
Land Use Ordinance Applications
Municipal Plats — Motion by Krueger, 2 " by Ruetz to certify no objection to the replat of lots 55
thru 58, 66 through 69 and outlot 4 of Heritage Greens First Addition in the City of Hudson,
stipulating that no opinion is expressed about available wastewater capacity. Motion carried.
Public Hearings to be Scheduled - Two rezonings will be scheduled for public hearing in
August.
Planning and Zoning Business
Bills and Invoices - Motion by Ruetz, 2 " by Burri to approve the June 2007 Bill Report and the
June 2007 Revenue Report with corrections. Motion carried.
Planning Report - Denzer reported that Town of Cylon has completed its ordinance and voted
to send it to public hearing. The Town of Star Prairie is working on its economic development
section. Its next meeting is scheduled for Tuesday, July 17.
The County Emergency Management Committee is working through a grant on an all hazards
mitigation plan for the County. Information from Planning and Zoning was provided for the
plan. The implementation strategy will be determined by the Emergency Management
Committee. The proposed plan will be reviewed by Planning and Zoning and will provide
comments. There are a few updates to the ordinances regarding flooding and mobile home parks
requiring emergency shelters. Grant funding may be available for some hazard protection
procedures such as anchoring mobile homes, etc.
There is another project in the Town of Star Prairie as part of the mitigation plan. Denzer stated
that an underground natural gas line runs through the Town of Star Prairie and continues down
through Pleasant Valley. Plus another pipeline runs through St. Croix County. There are
ordinances that recognize that these could be hazardous areas where residences are built too
close to them. Some communities in Wisconsin have adopted setback ordinances for these kinds
of facilities to provide protection to the public. We will be receiving sample setback ordinances.
Land Information Report - Budrow received information about the LUCA (Local Update of
Census Addresses for the 2010 census) program which we will be participating in at some level,
choosing one of three options. The sign -up period will be in August. There will also be training
sessions for preparation for working with the program. There are computer programs and
databases that we can use in our GIS. We will determine how to coordinate with other -local
governments.
Real Property Lister Update - Fodroczi reported that listings are very up to date. He will talk
to City of Hudson in two weeks about taking over its listing process. The City is having its
board of review in late June. Staff has been pulling all documents for the City. Some minor
adjustments will be made.
Town Of Troy Riverway Ordinance - Fodroczi reviewed with Committee members a letter
from Town Chair Ray Knapp. In response to our comments, their ordinance will be presented
again to the town board on July 19. Fodroczi expects that the board will probably adopt the
ordinance as presented at the public hearing. There are some differences in ordinances that will
create confusion and duplication in process, but the town remains steadfast on having the
ordinance. The staff met with Town officials, and the conversation focused on coordination and
communication in conformance with both ordinances. Grabau and Shillcox will review the letter
and reply. Shillcox will also organize a meeting with the town, DNR and Planning and Zoning
staff in August.
Town of Hudson Sign Ordinance - Denzer stated that there are substantial changes to the town
sign regulations which Denzer and Jenny Shillcox have reviewed. The ordinance changes could
be sent to County Board for approval on July 17. A public hearing was held and the town board
adopted the ordinance.
Denzer and Shillcox prepared a draft set of comments to the Town's proposed changes to its
ordinance. Denzer reviewed the comments and draft resolution. The ordinance must have
County Board approval. She distributed copies of the resolution and draft letter of response for
suggested changes.
Fodroczi will check with Corporation Counsel about the County's liability for this ordinance if
approved by County Board and what the legal implications may be. Denzer also noted that the
Town made amendments to its street classifications that the County was not asked to approve.
Motion by Burri to table any action on the amendments to the Town of Hudson sign regulations
until there is opportunity to review those concerns with Corporation Counsel and those concerns
and feedback are communicated to the Town. Motion 2 nd by Troyer and carried unanimously.
FEMA Flood Insurance Study/Maps - Fodroczi reviewed correspondence from FEMA on the
flood insurance rate maps and study. Public notices are being published in the New Richmond
News on the new maps and study. There will be a 90 -day formal review period that will run
through October 10. Comments and proposed changes to base flood elevations will be

considered. Communities and individuals can provide technical documentation in order to make
changes. We will work with Land and Water staff to look at the maps and study. There are
some questions and concerns about the accuracy of the maps. After more careful review, staff
will prepare comments in this appeal time process and may do additional notice to people who
attended the last FEMA open house.
The Committee recessed from 10:00 to 10:10 a.m.
Capital Outlay Plan - Fodroczi reviewed the updated 2007 capital outlay plan and the proposed
2008 plan for submittal to the Finance Committee with projected expenditures through 2012 and
explained specific items. The land records plan included Fidlar payments for IDOC life cycle
payments. This is a lease to purchase. The contract will expire next year. Payments will
increase from $25,000 to $40,000. Using life cycle we get maintenance at $18,000 and any
upgrades and improvements. Kay Walsh will contact other counties regarding what approach to
take. $40,000 is included in the capital outlay and is funded through the land records fees with
enough revenue to offset these costs.

Fodroczi explained that the cost for St. Croix River Crossing mitigation activities is rolled over
from 2007 since he was advised not to assume that those activities will not happen. Office
remodeling expenses projected under Planning and Zoning for the balance of office remodeling
were pulled from the 2007 budget and are in capital outlay.
A new vehicle purchase is scheduled for 2008. The annual $5,000 Mallalieu Dam maintenance
fee is included. Fodroczi explained that he, along with Chuck Whiting and Michelle Pietrick,
met with City of Hudson officials about the dam. No large maintenance expenses are anticipated
soon. Motion by Troyer, 2 nd by Krueger to approve the Capital Outlay Plan as presented with
the office remodeling expenses moved to 2009. Motion carried.
Fodroczi reviewed a letter from Town of Hudson requesting changes in the land division
ordinance and a letter from West Central Wisconsin Regional Planning Commission regarding
participation in submitting a 2008 comprehensive planning grant application to Wisconsin
Department of Administration.
Chair Habhegger adjourned the meeting at 10:55 a.m.
