PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON WI
July 24, 2007
Present:
Committee: Supervisors Lois Burri, Wally Habhegger, Gene Ruetz, Stan Krueger, Ron Troyer
Staff. Dave Fodroczi, Alex Blackburn, Kevin Grabau, Ellen Denzer, Judy Olson
Call to Order: Chair Habhegger called the meeting to order at 8:30 a.m.
Adoption of Agenda: Motion by Ruetz, 2 "d by Krueger to adopt the agenda. Motion carried.
Approval of Previous Minutes: Motion by Burri, 2 "d by Ruetz to approve the minutes of
March 21 with one correction, April 25, May 23, June 12, June 26 and July 10, 2007. Motion
carried.
Date of Next Meeting: Wednesday, July 25 at 7 p.m.
Old and New Business:
Discussion of plats and CSM's that are currently in the review process
Alex reviewed the summary of land division submittals for June and July 2007 and provided
copies of corresponding letters to applicants.
Planning and Zoning Business —
Bills, Invoices and Revenue Report — The Zoning bills and revenue reports for June 2007 were
reviewed by Committee members and signed by Chair Habhegger.
Municipal Plats — none
Waivers and Rezonings to be Scheduled — Committee members agreed to schedule a public
hearing for two rezonings on August 22 at 7 p.m. in Baldwin.
Code Administration Report — Grabau reported that the number of sanitary permit
applications received is still down considerably from the previous year, however there has been a
small surge of sanitary inspections recently. There has also been an increase in the number of
reported failing septics. The staff is receiving many calls relating to horse issues, such as
number of horses allowed and regulations on structures for horses.
Grabau reported on the Bettendorf case. After the first letter was sent Grabau met with Mr.
Bettendorf and his attorney about the options. No response was received from Mr. Bettendorf.
A second enforcement letter was sent. Bettendorf was given until August 6 to submit an
application for rezoning. Nothing has been received to date.
Grabau noted that some residents received sign permits from the Town of St. Joseph during the
moratorium. These are for off - premise signs which are not permitted. The signs were erected.
Grabau reported that the summer intern is working on an inventory of signs in the county,
covering the main corridors along state highways and county roads. This will be valuable
information to have in the future.
2008 Budget Process - Fodroczi reported that 2008 budget instructions were received. He
expects that all necessary budget work could be handled during the three August committee
meetings. Budgets must be completed by August 31.
Forest County Resolution on Constitutional Amendment on Segregated Funds - Fodroczi
reviewed the resolution which advocates that no state revenue generated as a segregated fund be
used for any other purpose. Our recycling grant revenues have been frozen at the 1999 level.
Reimbursements to local municipalities for local expenses have declined from full
reimbursement prior to 1999 to 60% currently. The County Board had passed resolutions on this
previously. Since then the state has annually transferred millions of dollars from the segregated
Recycling Fund into the state general fund. This type of constitutional amendment is needed to
prevent that from happening. A message in the form of a resolution should be sent to the
Legislature. The funding is from a surcharge on the tipping fees. There is a direct connection
with the revenue source and the proposed expenditures. Solid waste and recycling companies
pay fees, and those fees are going into the general fund and being used for something else.
Motion by Burri to endorse the Forest County resolution and forward to County Board Chair
Buck Malick. Motion 2 by Troyer and carried unanimously.
Town of Hudson Zoning Ordinance Amendments - This item was tabled by the Committee
at its last meeting pending conversation with Corporation Counsel and the Town. Denzer
reported that a letter with comments was sent to the Town and she was told by Corporation
Counsel that this relieves the County of any liability. She talked with Town Chair Jeff Johnson
who stated that there was pressure on the town board to get the ordinance completed. He was
appreciative of the comments. The board will act on the ordinance in August and make
necessary amendments soon after. Some other minor amendments regarding streets
classifications were also added to the resolution with recommendations that the resolution be
passed in August. Committee members requested that Denzer ask the town for
acknowledgement of receipt of the letter. Motion by Krueger, 2„d by Ruetz to approve
amendments to the Town of Hudson zoning ordinance. Motion carried.
Announcements -
Fodroczi stated that comments were received from another county on the draft shoreland
management rules NR115. It will be scheduled for public hearing in the next few weeks.
