May 23, 2007
Supervisors: Wally Habhegger, Lois Burri, Stan Krueger, Ron Troyer and Gene Ruetz were present.
Staff: Kevin Grabau, Alex Blackburn
Guests: Dan and Amy Haase, Joe Commers, Rod and Megan Johnson, Mark and Connie Smith
Chair Habhegger called the meeting to order at 7:00 p.m.
The next meeting for this committee will be May 24, 2007 at 7:00 p.m. at the St. Croix County Agricultural Center in
Baldwin. Motion by Burri, 2nd by Ruetz to adopt the agenda. Motion carried.
The public hearing notice was acknowledged for the record.
REZONING
APPLICANT: Daniel and Amy Haase
LOCATION: NE' /4 of SE1A, Sec. 27, T29N, R18W,
Town of Warren
ADDRESS: 742 130'' Street, Roberts
REQUEST: to rezone 6.5 +/- acres from Agricultural- Residential to Industrial, pursuant to Section 17.72 of the St.
Croix County Zoning Ordinance
Grabau reviewed the revised staff report with committee members. Chair Habhegger declared the public hearing open.
Amy Haase stated the reasons for requesting the rezoning. The future Highway 65 that will come through this
property will make it difficult to sell as residential property. No opposing comments were given by those in
attendance.
Staff recommends approval of this rezoning. Motion by Krueger, 2nd by Troyer to approve the rezoning. Motion
carried unanimously.

Grabau reviewed the staff report with the Committee. Staff recommends tabling this request due to soil conditions. A
recommendation will be forthcoming in June or July. Committee members would like to take action by the July 10
meeting. Habhegger called for public comments. None were given. Motion by Troyer to table this request until the first
Planning and Zoning Committee meeting in July. Motion 2 by Burri and carried unanimously.

Grabau reviewed the staff report as well as a Powerpoint presentation with information regarding this rezoning. Staff
recommends approval. Habhegger requested to add the State 91.77 statute information into the motion.

Habhegger then requested public comments. Mr. Moore spoke in favor of the request. No oFFosition was stated by
attendees. Motion by Burri to approve the rezoning with addition of 91.77 statute. Motion 2 by Ruetz and carried
unanimously.
WAIVER FROM LAND DIVISION REGULATIONS

REQUEST: To reduce the setback along Johnson Drive from 100 feet as platted to 75 feet pursuant to section
13. l OB of the St. Croix County Land Division Ordinance.
Blackburn reviewed the staff report. Staff recommends approval of the request. Krueger asked about development west of
lots 14 & 15. Mark Smith stated there are no houses on lots 6 and 7. All other houses currently meet the required platted
setback. Rolling Hills Road had a 50 foot setback but the town now wants 75 foot setback.
No one spoke against the request. Motion by Krueger to approve the waiver request for a 75 foot setback. Motion 2 nd by
Ruetz and carried unanimously.

ADDRESS: 358 County Road SS, River Falls
REQUEST: To reduce the setback to 50 feet pursuant to section 13.1013 of the St. Croix County Land Division
Ordinance.
Blackburn reviewed the staff report. Staff recommends approval of the request. Committee reviewed a letter sent to the
Committee from the Johnsons. The request is contingent on town approval. Megan Johnson stated that they received
approval at the May 16, 2007 town planning commission meeting. They were unaware that they needed a second town
approval. Motion by Krueger to conditionally approve the waiver request based on town approval at its town board
meeting on June 5, 2007. If the town approves it will be considered approved by this Committee. Motion 2 nd by Ruetz and
carried unanimously. Blackburn spoke on the need for a recorded corrective instrument.
Habhegger closed the hearing and adjourned the meeting at 8:20 p.m.
