PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON WI
February 13, 2007
Present:

Call to Order: Chair Habhegger called the meeting to order at 8:34 a.m.
Adoption of Agenda: Motion by Troyer, 2 nd by Burri to adopt the agenda. Motion carried.
Approval of Previous Minutes: Motion by Ruetz, 2 nd by Burri to approve the minutes of October 19,
November 16, November 28, December 12, 2006; and January 23, 2007. Motion carried.
Date of Next Meeting: A public information meeting is scheduled for Thursday, February 22, at 7:00
p.m., regular Committee meeting on February 27 at 8:30 a.m. and a public hearing on February 28 at
7:00 p.m.

Land Use Ordinance Applications -
Municipal Plats - none
Public Hearings to be Scheduled - Two waiver requests and two rezonings will be scheduled for
Wednesday, March 21 at 7:00 p.m. in Hudson.
Planning and Zoning Business
Bills and Invoices - The January 2007 Planning Revenue Report and January 2007 Planning
Bills and Invoices were reviewed by the Committee and signed by Chair Habhegger.
Fodroczi reported on 2006 budget final. Revenue was approximately 67% of projected.
Zoning and Septic budgets show an expenditure surplus of $100,000. The other Planning and
Zoning budgets came in under budget. County Finance Director Michelle Pietrick is
concerned about other revenue shortfall. The recycling and hazardous waste grants have a lag
with the balance coming in February or March so are not reflected on the 2006 revenue, but
no shortfalls.
Personnel Update — Fodroczi stated that Kevin Grabau has accepted the permanent Code
Administrator position. With the sanitary permit activity only half that of the previous two
years, Fodroczi is considering waiting to fill the Zoning Specialist position vacated by
Grabau. The department can use contracted services for sanitary inspections when necessary.
Fodroczi reported that, because of time constraints, the Office Manager position was not
discussed at the last Finance Committee meeting. That Committee will meet again on
February 22.
Office Remodeling - The study of needs for the room 1259 space will be combined with a
larger study of the Government Center and Health and Human Services space. Ayres is doing
the space inventory to produce a comprehensive long -term view of the needs in the entire
Government Center building. This study will not be completed until June. Chuck Whiting
had suggested a motion from this Committee to expedite the process in terms of the response
to EDC's request for doing something short term to meet its needs. Habhegger suggested that
EDC move into the space vacated by the Office Manager and one cubical vacated by a Zoning
Technician. Motion by Habhegger, 2 nd by Ruetz to request Finance Committee to direct the
space be vacated and expedite consideration of conversion of 1259 for EDC. If not willing to
do that at its meeting on February, then do the internal suite relocation. Motion carried.
Planning Report - Budrow reported Town of Baldwin has completed implementation of its
plan and adopted its land division and driveway ordinances. The change in land division is
from two lots in five years to four lots in five years. The Town continues to allow no major
subdivisions.
Denzer reported that Town of Star Prairie is beginning its Transportation Element. After
struggling with drafting and editing its plan, the Town requested that Denzer draft sample
language that they could then edit as necessary. Cylon held its first meeting on
implementation and will be updating its subdivision ordinance and driveway ordinance using
Baldwin's ordinances as a base. Transfer of development rights is being considered. The
Town also plans to update its mobile home /manufactured home ordinance.
Denzer reported that the Rural Living Guide was distributed to each community including a
CD so extra copies can be printed as needed. Copies were given to each town, one copy for
each existing household and 20% extra. Copies were placed in each library in the County and
in the Ag Center in Baldwin and the Government Center in Hudson. Pete Kling is now
anxious to do an urban living guide.
Denzer showed a map indicating communities applying for comprehensive planning grants
this year. St. Croix County is one of many in the state applying for grants this year.
Fodroczi attended a recent New Richmond area transportation meeting in New Richmond.
The DOT provided the City some financial support in the interest of doing official mapping of
the Highway 64 and 65 corridors. All municipalities in the area are asked to participate in the
process to do some cooperative mapping. Materials were provided and comments are due
back in about one month. We will review it for our purposes as well as for the Town of Star
Prairie in coordinating with the Highway Department. Committee action will probably not be
needed.
The City of River Falls has a moratorium on platting in the extended extraterritorial area
while changes to its ordinances are reviewed. It has released a proposal for making related
changes to its comprehensive plan and subdivision ordinance as it applies to the
extraterritorial area. A public hearing will be held in March.
Land and Water Conservation is starting a project with Regional Planning to look at some
bikeway planning and we will participate with them in a review and support roll to coordinate
it with other things we are doing. Regional Planning is under contract with Emergency

Management Department to do an all- hazard mitigation plan that is required for the County to
be eligible for financial assistance for mitigation activities in response to any natural disaster.
Regional Planning has done this for most other counties in the region.
Recycling Cooperative Agreement - Havens reported that we have an opportunity to partner
with two towns for a recycling efficiency grant. Towns of Cylon and Warren want to apply
for REI grant funding. That application is in progress. She then showed the new display
board with six interchangeable panels. This display will be used at Earth Day events as well
as school programs and at County buildings. Committee members talked about using it at the
County Fair. Havens mentioned the possibility of having a waste hauler truck at the fair to
demonstrate how recycling is collected. She reported that the Village of Baldwin is collecting
single sort recycling and a new business, All Info Recycling, is open in Hudson for collection
of electronics.
Land Information Report - Budrow reported that he has provided data for the E911 —
centerline and address into the dispatch system. That mapping is working very well for their
needs. Budrow will continue to supply updated roads, etc. every two to three months. The
Sheriff s office will purchase ARC GIS using data supplied to them. This system will replace
the paper maps previously supplied to them. Budrow has met with the County Clerk on doing
internet mapping for voter registration.
Fodroczi reported that a new bill, S1329, offered in the state senate would increase recycling
surcharge tipping fees from $3.00 to $10.00 per ton. This would increase funding directly to
local recycling programs. Senator Harsdorf is one of the co- sponsors of the bill. Fodroczi
will bring to the Committee a letter of support to send to Senator Harsdorf for sponsorship of
that bill. Committee agreed.
A request for information regarding structure and funding of the recycling program was
received from a Town of Hudson resident. The inquiry came from the resident but the
information was for a recycling business in Chippewa Falls.
Havens announced that the AROW conference will be held the following week. St. Croix
County, together with Dunn County will be honored with the Outstanding Achievement in
Education award. Havens is nominated for an AROW board position. That election will be
held at the conference.
Real Property Lister Update - Fodroczi reported that 2006 work was completed on
February 1 and rollover completed on February 5. 12 of the 35 work rolls are out.
Land Use Ordinance Amendments —
Sign Regulations — A public information meeting is scheduled for February 22 and
information on sign regulations will be the largest part of the presentation that night. Staff has
met several times in preparation. Attendees can submit comment sheets with opportunity for
verbal input as well. There may be a time limit for each speaker so everyone will have a
chance to speak. A sound system will be used. Fodroczi, Denzer, Grabau and Jenny Shillcox
will staff the meeting. Shillcox will handle the non - metallic mining ordinance and Denzer

will lead sign discussion. The purpose of the information meeting is for gathering feedback.
A letter in response to a letter from a concerned sign business owner was reviewed by
Committee members. It will be signed by Habhegger and sent.
Denzer distributed copies of a letter from a concerned St. Joseph resident/property owner who
is currently in New Zealand. The letter included a submission for sign ordinance discussion, a
statement from Citizens for a Scenic Wisconsin on limiting the placement of billboards.
Fodroczi stated that he has contacted Wisconsin and Minnesota counties associations on
obtaining outside legal counsel. He is currently waiting for response from the League of
Minnesota Municipalities. Shillcox has communicated with a law and urban land use
professor at University of Minnesota's Humphrey Institute of Public Affairs. An associate
with the firm that the professor works for submitted a letter expressing interest in working
with the County on the sign ordinance. Committee discussed a request to Finance Committee
to pursue such assistance. With recent and current staff vacancies, the department has
resources to cover the costs for help in drafting these amendments. Over $33,000 in
personnel costs have been saved. Motion by Burri, 2 nd by Troyer, to work with Finance
Committee to fund the cost of legal counsel for help drafting sign ordinance amendments
using 2007 personnel savings. Motion carried.
Setback Provisions in Land Division Ordinance - Fodroczi presented this to the Towns
Association at its January meeting. The public hearing is scheduled for February 28. A letter
concerning road setbacks was received from David Gray, a Town of Kinnickinnic resident,
and Fodroczi suggested we should send a letter about what we are doing about proposed
changes and invite him to the public hearing.
Non - metallic Mining Ordinance — Fodroczi reported that Jenny Shillcox attended a session
with the DNR on NR135. There are no extensive revisions. There will be a change in the fee
structure that we need to review for this year. That will be brought for action by this
Committee. These revisions will be the first item at the public information meeting. All of
the operators received letters about this meeting.
