MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of December 10, 2007
The meeting was called to order by Vice - Chairman Grant at 8:33 A.M.
Roll call was taken with Grant, Peterson, Rebholz and Hurtgen in
attendance. King was excused. Others present for all or parts of the
meeting include Bob Heise; St. Croix County Parks Department, Ann
Schell; West Central Regional Planning, Tim Ramberg, Jane Bond, Rich
Loney and Jeff Durkee.
A motion was made and seconded (Grant /Hurtgen) to adopt the agenda as
published. Motion carried.
A motion was made and seconded (Hurtgen /Rebholz) to approve the minutes
of the November 9, 2007 meeting. Motion carried.
A motion was made and seconded (Hurtgen /Rebholz) to set the January
meeting for January 8, 2008 at 8:30 A.M. with King and Peterson
reviewing vendors prior to the meeting. Motion carried.
Grant and Hurtgen reviewed the vouchers at 8:00 A.M. A motion was made
and seconded (Hurtgen /Grant) to approve the vouchers for payment.
Motion carried.
Bond distributed and reviewed the November 15, 2007 fund balances,
comparing them to the previous year's balances.
Grant and Bond reviewed the minutes of the November 29, 2007 Safety
Committee meeting. A motion was made and seconded (Grant /Rebholz) to
approve the use of the Hudson Highway shop facility for the 2008 spring
Clean Sweep. Motion carried.
A motion was made and seconded (Peterson /Grant) to approve 2008 MSHA
training with Darrell Gieschen on April 24, 2008 at $35.00 per
participant. Motion carried.
A motion was made and seconded (Rebholz /Hurtgen) to allow up to five
employees to attend a Work Zone and Flagger Safety training program on
January 29, 2008 in Eau Claire Wisconsin at a cost of forty -five dollars
($45.00) per person. Motion carried.
A motion was made and seconded (Peterson /Rebholz) to allow one Highway
Technician to attend one technician re- certification seminar at a cost
up to three hundred twenty -five dollars ($325.00) plus accommodations.
Motion carried.
There were no State project requests to review this month.
Ramberg covered the following announcements and correspondence:
• Update on General Transportation Aids (GTA)review.
• Update on status of various Wisconsin County Highway Commissioners.
• Distribution of correspondence to a property owner regarding the
retrieval of culverts from the Highway Department yard.

• Review of the minutes from the Fall Commissioners and
Committeemen's meeting.
Deer Park Shop Considerations and Update: An overview of the progress
at the Deer Park shop was given by Ramberg. The estimated completion
date is schedule for April 2008.
Machinery Management Consideration: Ramberg noted that there have been
no changes to the machinery management list since last month. The 2008
list has been compiled and a preliminary staff meeting will be held to
discuss prioritizing of equipment needs.
Consider WisDOT 2008 Routine Maintenance Agreement (RMA): Ramberg
reported that due to the late state budget and the resulting WisDOT
figures for St. Croix County state work still being calculated, the 2008
RMAs were not ready for review and will be carried over to the next
meeting for consideration.
Consider Long -Range Rail and Strategic Transportation Matters: Loney
recapped discussions from a recent transit mitigation meeting he
attended in regard to the St. Croix River Crossing. In addition, the
Committee viewed and discussed the most recent presentation on the
proposed Loop Trail.
Consider Parks and Recreation Bike Path Plan Update: Bob Heise of St.
Croix County Parks and Ann Schell of the West Central Regional Planning
Commission shared with the Committee the proposed Parks and Recreation
Bicycle and Pedestrian Plan and how it relates to the transportation
bike path plan.
Adjournment: Grant called for the meeting to adjourn at 12:05 P.M.
