CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of March 8, 2007 The meeting was called to order by Chairman King at 8:30 A.M. Roll call was taken with King, Grant, Peterson and Hurtgen in attendance. Rebholz was absent and excused. Others present for all or parts of the meeting included William Traynor, Wisconsin State Patrol; Eldon Ramberg, Tim Ramberg, Rich Loney, Jane Bond, Jim Harer, Jim Peterson and Kevin Brown. A motion was made and seconded (Peterson /Hurtgen) to adopt the agenda as published. Motion carried. A motion was made and seconded (Hurtgen /Grant) to approve the minutes of the February 9 th 2007 meeting. Motion carried. A motion was made and seconded (King /Peterson) to set a second March meeting for March 22, 2007 at 8:30 a.m. and the April meeting for April 9, 2007 at 8:30 a.m. with King and Rebholz reviewing vendors prior to the meeting. Motion carried. Grant and Hurtgen reviewed the vouchers at 8:00 A.M. A motion was made and seconded (Grant /Hurtgen) to approve the vouchers for payment. Motion carried. Bond distributed and reviewed the December 31, 2006 pre- closing fund balances, comparing them to the previous year's balances. Grant and Bond reviewed the minutes of the February 22 2007 Safety Committee meeting. The following seminar attendance requests were considered: A motion was made and seconded (Peterson /Hurtgen) to allow up to two employees to attend the Seal Coat Operations Workshop in Medina Minnesota on April 17, 2007 at a cost of fifty dollars ($50.00) per person. Motion carried. A motion was made and seconded (Peterson /King) to allow up to four employees to attend an equipment Spring Training sponsored by V &H Trucks in Marshfield Wisconsin. There is no cost for this seminar. Motion carried. A motion was made and seconded (Hurtgen /Grant) to allow up to two employees to attend the retaining wall Versa -Lok seminar in Menomonie Wisconsin on March 14, 2007 at a cost of fifteen dollars ($15.00) per person. Motion carried. Ramberg distributed and reviewed a WisDOT 2007 and 2008 preliminary list of projects for potential Discretionary Maintenance Agreements (DMA). Ramberg reviewed the following announcements and correspondence with the Committee: ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 March 8, 2007 • He distributed and discussed a response letter from WisDOT regarding a request for streetlights on STH 64/35 near CTH "C" in the Village of Somerset. • The February /March edition of the WCHA Informer was distributed. • The January WIS 65 Project Report was distributed. • The group discussed the proposed policy change that would allow St. Croix County employees to donate PTO hours to other employees. • A thank you regarding Highway Department assistance with sander calibration from Ed Fleege was read. • Ramberg noted that April 3r and 4 th have been designated as WCHA and WCA Capitol days in Madison. • A request from the State to partner with the County for safety enhancement at the intersection of STH 64 and CTH T. Consider CTH "CC" Road Construction Right -of -Way Acquisitions: A motion was made and seconded (Peterson /King) to approve the schedule of land interests for the CTH "CC" widening project as presented. Motion carried. Consider CTH "I" Road Construction Right -of -Way Acquisitions: A motion was made and seconded (Hurtgen /Peterson) to approve the schedule of land interests for the CTH "I" reconstruction project near 192 Avenue as presented. Motion carried. Consider Proposals Received for the CTH "CC" Road Construction Project: Ramberg reviewed joint proposals received for construction of CTH "CC" and Old Mill Road in the Town of Star Prairie. The group discussed material quality and possible intersection change orders. The Town of Star Prairie has approved the low proposer, Belisle Excavation, Inc. as recommended for their portion of the project on Old Mill Road. A motion was made and seconded (Hurtgen /Peterson) to approve the proposal received from Belisle Excavating, Inc. of Somerset Wisconsin for the joint CTH "CC" and Old Mill Road construction project for a total of three hundred thirty thousand five hundred twenty -six dollars ($330,526.00). $298,433.00 for CTH "CC" and $32,093.00 for Old Mill Road. Motion carried. Presentation of a "Certificate of Appreciation ": Sgt. William Traynor of the Wisconsin State Patrol presented Jim Peterson, St. Croix County Highway Department employee, a certificate of appreciation for his assistance in a situation that took place on I -94 on January 21, 2007. Consider Resolution for "Work Zone Safety Awareness Week ": Ramberg reviewed a resolution designating April 2 through 6 th , 2007 as National Work Zone Safety Awareness Week. A motion was made and seconded (Grant /Peterson) to present to the County Board for consideration a Work Zone Safety Awareness Week resolution. Motion Carried. Machinery Management Consideration: Loney distributed the 2007 machinery priority list and outlined the activity over the past month. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 March 8, 2007 Consider Proposals received for Maintenance Truck Dump Bodies: Brown reviewed the proposals received for maintenance truck dump bodies. A motion was made and seconded (Hurtgen /Peterson) to purchase three Henderson Munibody maintenance boxes from Universal Truck Equipment of Galesville Wisconsin for a total cost of eighty -two thousand nine hundred eighty dollars ($82,980.00). Motion carried. Deer Park Shop Considerations and update: Loney reported that he and Mike Kjeseth met with the Deer Park Village Board on March 5 They updated the Village on the Highway Department's proposed site plans. They also discussed the accessibility of municipal sewer to the new shop site and the costs involved. Closed Session Pursuant to Wis. Stat. §19.85 (1)(c) for the Performance of a Public Employee. A motion was made by Peterson to convene into closed session pursuant to Wis. Stat. §19.85 (1)(c) for the performance of a public employee; positions to be reviewed include Highway Commissioner and County Surveyor. Roll call vote with King, Grant, Hurtgen and Peterson in favor. None opposed. A motion by Peterson to reconvene into open session. Roll call vote with King, Grant, Hurtgen and Peterson in favor. None opposed. Consider Changes to Employee Job Descriptions and Pointing: Ramberg and Loney updated the Committee on the recent PAWG Group meeting. The Committee questioned the role of the PAWG Group to change the decisions of a parent committee without parent committee consent. Ramberg expressed that his main concern is to maintain the integrity of the job descriptions and pointing, and will continue to work toward that goal. A motion was made and seconded (Peterson /Hurtgen) to reiterate to the PAWG group the original motion for the Highway Department non -union job descriptions and pointing made by the Transportation Committee dated February 9, 2007 emphasizing a strong position for the years of experience and education levels confirmed at that time. Motion carried. Consider Long -Range Strategic Transportation Matters: Ramberg distributed the St. Croix River Crossing Project Annual Project Summary Report. The Transportation Committee would like to invite Greg Timmerman, Corporation Counsel and Ray Willoughby of the West Central Wisconsin Rail Coalition to a future Transportation Committee meeting to discuss various transportation matters as well as strategic planning for railway in Western Wisconsin.
