CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of April 6, 2007 The meeting was called to order by Chairman King at 8:30 A.M. Roll call was taken with King, Grant, Peterson, Rebholz and Hurtgen in attendance. Others present for all or parts of the meeting included Tim Ramberg, Rich Loney, Jane Bond and Kevin Brown. A motion was made and seconded (Grant /Hurtgen) to adopt the agenda as published. Motion carried. A motion was made and seconded (Hurtgen /Peterson) to approve the minutes of the March 22 2007 meeting. Motion carried. A motion was made and seconded (Rebholz /Peterson) to set the May meeting for May 8, 2007 at 8:30 a.m. with King and Peterson reviewing vendors prior to the meeting. Motion carried. King and Rebholz reviewed the vouchers at 8:00 A.M. A motion was made and seconded (King /Rebholz) to approve the vouchers for payment. Motion carried. Bond distributed and reviewed the December 31, 2006 pre- closing fund balances, comparing them to the previous year's balances. Grant and Bond reviewed the minutes of the March 27 2007 Safety Committee meeting. A motion was made and seconded (Hurtgen /Grant) to allow up to two (2) employees to attend the WCS 65 Annual Wisconsin Safety and Health Congress on May 15 & 16, 2007 in the Wisconsin Dells at a cost of $310.00 per person. Motion carried. The following events were reviewed: • Fabco open house April 13, 14, 2007 • May 4, 2007 Spring District 6 Commissioner's and Committmen's meeting in Greenwood Wisconsin. • The 2007 WCHA Summer Highway Conference agenda. • Work zone set up seminar on October 26, 2007 • Events at the Capitol Days in Madison. • Correspondence with two towns regarding estimates for installation of a cul -de -sac within their jurisdiction. There were no State project requests to review this month. Ramberg reviewed the following announcements and correspondence with the Committee: • Ramberg distributed and discussed a letter from WisDOT regarding the jurisdictional transfer agreement between the Village of Hammond, Town of Hammond and the County. • New technology available for bridge surface treatment. • Upcoming speed limit signing modifications on CTH "A" that mirror area road design. Consider CTH "T" Road Construction Right-of-Way Acquisitions: A motion was made and seconded (Peterson /Hurtgen) to approve the schedule of land ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 April 6, 2007 interests for the CTH "T" knob cut and intersection improvement project as presented. Motion carried. Review and Award Culvert Proposals Loney reviewed the culvert proposals received. A motion was made and seconded (Rebholz /Peterson) to accept the change in price per foot on the 24" culvert submitted by Contech Construction Products due to an inadvertent math error. Motion carried. A motion was made and seconded (Peterson /Hurtgen) to approve purchasing of galvanized culverts and various attachments from both Contech Construction, St. Croix Falls, Wisconsin and Johnston Fargo Culvert, St. Paul, Minnesota on an "as needed" basis, depending upon price, availability and delivery schedules. Motion carried. Loney also distributed culvert proposal prices for aluminized culvert for informational purposes. Review and Award Guardrail Proposals: Loney reviewed the 2007 guardrail proposals received. A motion was made and seconded (Hurtgen /Rebholz) to approve purchasing of guardrail and accessories from Timme Inc, Endeavor, Wisconsin or other vendors on an "as needed" basis, depending upon availability and pricing. Motion carried. Review and Award Hotmix Material Proposals: Loney reviewed the hotmix proposals received. A motion was made and seconded (Hurtgen /Peterson) to award the 2007 hotmix proposal to Monarch Paving of Turtle Lake, Wisconsin for $38.00 per ton coldmix, $32.20 per ton for hotmix type E -1 or E -0.3, $40.40 per ton for hotmix type E -3, and $43.00 per ton for hotmix type E- 10, all picked up at their New Richmond Plant, and quality control testing for $.15 per ton. Motion carried. Review and Award Road Oil Proposals: Loney reviewed the proposals received for road oil. A motion was made and seconded (Rebholz /Hurtgen) to award the 2007 road oil proposal to Marathon Company of Eau Claire, WI for CRS -2 sealcoat oil applied at $1.3947 per gallon, CRS -2L /P sealcoat oil applied at $1.71 per gallon, CRS- 2 /HFRS -2 sealcoat oil and MS -2 Oil picked up at $1.35 per gallon. 2007 hotmix oil PG58 -28 for $371.72 per ton to Murphy Oil, of Superior Wisconsin, and SC coldmix oil for $2.089 per gallon to Flint Hills Resources of Steven's Point, Wisconsin. Motion carried. Of the proposals awarded, there was an average increase of 22.60% in the cost of materials. Ramberg noted the significance of this increase as material costs generally make up 70% - 80% of these types of project costs. Review and Award Milling and Crushing Proposals: Loney reviewed the milling and crushing proposals received. A motion was made and seconded (Peterson /Hurtgen) to award the milling and crushing proposals to The Kraemer Company, Inc. of Plain, Wisconsin for four thousand six hundred ninety -five dollars ($4,695.00) per mile milling, two thousand five hundred eighty -one dollars ($2,581.00) per mile reclaimed, $.10 per square foot for urban mill and crush and $.09 per square foot for six (6) foot wide milling and $.09 per square foot for profile milling or Mathy Construction Company, of Onalaska Wisconsin on an "as needed" basis, depending upon availability and pricing. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 April 6, 2007 Year -end Financial Closing Update: Bond updated the Committee on the Status of the year -end closing and the 2006 Report of Financial Operations. Summer Work Schedule: Ramberg notified the Committee that the represented employees voted in favor of the 2007 summer work schedule as presented. The summer hours are to begin Monday April 9, 2007. Patrol Superintendent's Report of Activit This item will be on a future agenda. Machinery Management Consideration: Loney distributed the 2007 machinery priority list and outlined the activity over the past month. Consider Proposals Received for Hydraulics: Brown reviewed the proposals received for maintenance truck hydraulics. A motion was made and seconded (Peterson /Hurtgen) to purchase three (3) sets of hydraulics from Red Horse Truck Body and Hoist of Menomonie Wisconsin for a total cost of forty -nine thousand one hundred eighty -five dollars ($49,185.00). Motion carried. _Deer Park Shop Considerations and update: Loney reported that grading and restoration work are being completed at the shop site. It is hoped that structure design will be presented to the Committee at the May or June meeting for review and consideration. Consider Somerset Pit Land Options: Ramberg noted that there has been no new development regarding the Somerset pit land request. Consider Changes to Employee Job Descriptions and Pointing: The staff and Committee reviewed evaluation factors on non -union positions at the Highway Department. A motion was made and seconded (Hurtgen /Peterson) to change the County Surveyor Request for Review to more accurately reflect the position's strategic role as well as those reviewed at the March 22, 2007 Transportation Committee meeting. Motion carried. Consider Long -Range Strategic Transportation Matters: Ramberg updated the Committee on correspondence from various entities regarding the Western Wisconsin Rail Coalition. An invitation to East Metro Transportation Summit and a request for information from the St. Paul Area Chamber of Commerce were reviewed.
