CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of May 8, 2007 The meeting was called to order by Chairman King at 8:30 A.M. Roll call was taken with King, Grant, Peterson, Rebholz and Hurtgen in attendance. Others present for all or parts of the meeting included Tim Ramberg, Rich Loney, Jane Bond, Jim Harer, Brian Halling, Kevin Brown, Mike Byrnes; Monarch Paving Company, Candy Anderson; American Materials LLC, Perry Atterholt; Monarch /Mathy Company, Ron Garrison; Mathy Company, and Dr. John Tinker; Retired UW -Eau Claire Geology Professor. A motion was made and seconded (Peterson /Hurtgen) to adopt the agenda as published. Motion carried. A motion was made and seconded (Hurtgen / Rebholz) to approve the minutes of the April 6, 2007 meeting. Motion carried. A motion was made and seconded (Peterson /Hurtgen) to set the June meeting for June 6, 2007 at 8:30 a.m. with King and Grant reviewing vendors prior to the meeting. Motion carried. King and Peterson reviewed the vouchers at 8:00 A.M. A motion was made and seconded (King /Peterson) to approve the vouchers for payment. Motion carried. Bond distributed and reviewed the February 15 2007 fund balances, comparing them to the previous year's balances. Grant and Ramberg reviewed the minutes of the April 26 2007 Safety Committee meeting. The Committee concurred that the worker's compensation claim pie chart information compiled by Ziliak would be acceptable to post on the safety bulletin boards. There were no seminar attendance requests to review this month. A motion was made and seconded (Peterson /King) to approve a Local Force Account for traffic control on Hwy 63 from SH 29 to I -94 in the amount of three thousand five hundred dollars ($3,500.00). Motion carried. Ramberg reviewed the following announcements and correspondence with the Committee: • Memo from Corporation Counsel regarding Waldroff vs. St. Croix County Board of Adjustment. • E -mail from Chuck Whiting regarding holding the annual employee picnic in conjunction with the 2007 Safety ROADEO. • Resolution from the City of Shell Lake endorsing the concept of a multi - purpose trail from Hudson to the Lake Superior area. • NACE informational pamphlet. • Status of the St. Croix County Parks and Recreation bike trail plan. • Request to review and update the current Highway Department Mission Statement. County Surveyor Update: Halling addressed the Committee with an update of the County Surveyor Department activities. Activities highlighted were; section corner review status in the Star Prairie and Somerset area, ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 May 8, 2007 remuneration project status, fence issues on CTH "C " / "CC" and setup completion of the GPS base station. Patrol Superintendent's Report of Activities: Harer updated the Committee on the current and upcoming projects. He distributed and reviewed the current two -week schedule and a spreadsheet of County, State and Local projects scheduled for 2007. Ramberg reviewed a request from Pete Kling of the Parks Department to modify their signing request for the Perch Lake parking area. The Committee agreed to allow two separate signs indicating the parking area, to be placed on opposite sides of the road as opposed to a single signpost with signs on both sides. Consider Centerlining and Edging Proposals Ramberg and Loney reviewed the proposals received for center and edge lining. A motion was made and seconded (Peterson /Rebholz) to accept the proposal from Bergman Company of Eau Claire Wisconsin for the following on the County Highway system; 4" yellow striping at $.041 per linear foot, 4" white striping at $.041 per linear foot, 8" white striping at $.07 per linear foot, 4" yellow epoxy at $.26 per linear foot, 4 white epoxy at $.26 per linear foot, 8 white epoxy at $.50 per linear foot and removal at $.35 per linear foot. On the State Highway system; 4" yellow striping at $.055 per linear foot, 4" white striping at $.055 per linear foot, 8" white striping at $.10 per linear foot, 4 yellow epoxy at $.30 per linear foot, 4" white epoxy at $.30 per linear foot, 8" white epoxy at $.60 per linear foot and removal at $.40 per linear foot. Motion carried. Machinery Management Consideration: Loney distributed the 2007 machinery priority list and outlined the activity over the past month. Ramberg read a letter from Cox Motors, of New Richmond Wisconsin declaring their inability to deliver the 2008 1 -Ton 4x4 Crew Cab Pickup at the price they proposed and were awarded at the February 9, 2007 Transportation Committee meeting. They were also awarded the proposal for a 2007 Ford F- 150 4x4 Crew Cab pickup. A motion was made and seconded (Rebholz /Grant) to accept the 2007 F150 pickup, as per quote, from Cox Motors and re- advertise for proposals on the 2008 1 -ton. Motion carried. Ramberg noted that the prices received on the 2007 Woods Mower came in less than budgeted for in the 2007 machinery acquisition process. Consider Proposals for Snow Plows: Loney and Brown reviewed proposals received for one -way power reversible plows. A motion was made and seconded (Hurtgen /Rebholz) to approve purchasing three (3) Universal OWUTA- 12- 33- 60L -PR snowplows from Universal Truck Equipment of Galesville Wisconsin for a total cost of twenty -two thousand seven hundred eighty - five dollars ($22,785.00). Motion carried. Loney and Brown reviewed quotes received for underbody plows. A motion was made and seconded (Peterson /Hurtgen) to approve purchasing three (3) Root I -66 Underbody Scrapers from Universal Truck Equipment of Galesville Wisconsin for a total cost of twenty -one thousand six hundred ninety dollars ($21,690.00). Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 May 8, 2007 Consider Proposals for Snow Wings: Loney and Brown reviewed proposals received for snow wings. A motion was made and seconded (Peterson /Hurtgen) to approve purchasing three (3) Universal AHW- PDF -II -8 wings from Universal Truck Equipment of Galesville Wisconsin for a total cost of eleven thousand seven hundred forty -five dollars ($11,745.00). Motion carried. Review Proposed Nonmetallic Mining and Sign Regulation Zoning Ordinances: Representatives of Mathy Construction and Monarch Paving, along with Dr. John Tinker, hydro geologist, gave a presentation to the Committee regarding mining material below the water table with the use of de- watering. Items reviewed included; material mapping within St. Croix County, current mining operations below water level, the long and short - term effects dewatering has on the water table, effects private, municipal and irrigation wells have on the water table and land utilization after mining has been completed. The newly revised regulations and ordinances in relationship to NR135 were discussed. Concerns were expressed that the proposed amendments to the zoning ordinances were published and understood by the Transportation Committee as to bring them into compliance with the changes to Wisconsin Administrative Code Chapter NR 135, and now it has been brought to the attention of the Committee that there are items over and above the code changes being proposed as well. The Transportation Committee has the position that these items that are over and above the "housekeeping" changes need to be discussed and understood further by the County Board. Review 2006 Report Of Financial Operation: Bond and Ramberg distributed, reviewed and discussed the 2006 Highway Department Report of Financial operations. Consider Long -Range Rail and Strategic Transportation Matters: Ramberg extended a request from Ray Willoughby of the West Central Rail Coalition for St. Croix County to host the annual fall rail seminar on October 19, 2007. The Committee agreed to host the seminar with the Highway Department working out the details with the Rail Coalition. Stillwater Bridge /Crossing Update and Review: A dramatization of the new Stillwater Bridge /Crossing was reviewed by the Committee. Possible Agenda Items For Next Meeting: • Review a draft resolution regarding the adoption of a vehicle registration fees in St. Croix County. • View proposed 2007 Construction and Maintenance Projects Adjournment: A motion was made and seconded (Peterson /Hurtgen) to adjourn at 12:10 P.M.
