SUBMITTED BY: Kim Reaman DATE: December 21, 2005 COPIES TO: County Board Office County Clerk News Media/Notice Board Committee Members MINUTES AGRICULTURE AND EXTENSION COMMITTEE Agricultural Service & Education Center Convened: 9 a.m. Adjourned: 10:5o a.m. Present: Ronald Raymond, Jan Zoerb (excused), Lois Burri, Bill Peavey, Gene Ruetz (excused for late arrival, arrived at 10:15 a.m.), Lee Milligan, James Janke, Kimberly Reaman. The meeting was called to order by Chairman Raymond. Date of next meeting was set for February 7, 2006. Burri moved that the agenda be adopted as presented. Peavey seconded the motion. Motion carried. Peavey moved that the previous meeting's minutes be approved. Burri seconded the motion. Motion carried. Burri moved that the vouchers be approved. Peavey seconded the motion. Motion carried. Administrative Report Federal Budget — no report. State Budget — no report. County Budget — Discussion occurred regarding the reference to UW- Extension in the Administration Committee Minutes. Urged staff to consider how the relevancy of UW- Extension programs is communicated and the contribution of the local programs to the county. Agent Performance Reviews — Mike Perld, Western District Director will be invited to the March 7th meeting to participate in the reviews. WACEC - Janke shared information about the Public Leadership Development Conference (PILD), which will be held in Arlington, Virginia from April 24 -27, 20o6. The Western District Office is seeking a participant from Extension Committees in the Third Congressional District. WACEC will pay expenses. 4 -H Youth Development Agent's Report - No Report Agricultural Agent's Report Milligan coordinated an educational tour to western Minnesota to see compost dairy barns. Over 15o dairy producers, builders, educators and lenders from western Wisconsin participated in the tour. One St. Croix County producer has already received a bid from a local builder for building a compost barn. Seventy-one producers indicated in an evaluation they would use the information from this tour to help them decide if they should use this type of housing in the future. Milligan also taught a session on compost barns at the Low Cost Parlor Conference II in Menomonie to 44 producers. Upcoming educational events include the Dairy Outlook Meeting, Ag Lenders Conference, Dairy Road Show, Pesticide Applicators Training Sessions, and Nutrient Management Plan workshop. Resource Agent's Report The work is wrapping up on the Hudson Downtown Parking Study with some follow - up telephone calls to downtown businesses who responded to the written questionnaire. Janke is working on public opinion survey development projects in the Town of Star Prairie, Emerald, and the City of Hudson as part of their comprehensive planning projects. Janke distributed brochures for the upcoming comprehensive planning workshop on January 25. The main topic is the continuing role and responsibilities of plan commissions in addition to developing a comprehensive plan. This is the first of a series of workshops aimed at plan commission members and local elected officials. Future programs will be held every other month except in the summer through the rest of 2006. The Troy Town Chairman requested Extension assistance to better understand the advantages and disadvantages of planning and encouraging commercial development in the town. Janke and Alicia Cosgrove will have a workshop with the Town Plan Commission and Town Board in a joint meeting. The St. Croix Valley legislative call trip is scheduled for March 8 -9. During December Janke had 7 contacts with small business owners. For the year 2005 the total number of contacts was 87. The next business counseling sessions are scheduled for Jan 18 at the Government Center in Hudson. Peavey moved to adjourn. Burri seconded. Respectively submitted, Eugene Ruetz Secretary
