Present: Ronald Raymond, Lois Burri, Bill Peavey, Gene Ruetz, Sharon Norton - Bauman, Lee
Milligan, Joan Sprain, and Mary Lestrud.
The meeting was called to order by Chairman Ron Raymond.
Date of next meeting was set for August 23, 2006.
Burri moved that the agenda be adopted as presented. Peavey seconded the motion. Motion
carried.
Peavey moved that the previous meeting's minutes be approved. Ruetz seconded the motion.
Motion carried.
Burn moved that the vouchers be approved. Norton Baumann seconded the motion. Motion
carried.
Burri moved to approve Reaman's request to participate in the National Extension Leadership
Development program (NELD) in 2007. Ruetz seconded the motion. Motion carried.
At! Agent Report
Milligan and Greg Andrews are hosting the Western Wisconsin Soybean Field Day at the Erin
Prairie Town Hall August 2. Four UWEX state agronomy specialists will be speaking. The
Wisconsin Soybean Board is providing financial support for the field day.
Drought is a major issue in St. Croix County. Milligan and agriculture agents from surrounding
counties are coordinating and teaching three drought informational meetings in Menomonie,
Balsam Lake and New Richmond. The topics are focused on issues related to drought
management strategies. Additional information will be disseminated through newsletters and
news releases.
Farm City Day will be held August 12 at the JSJ Anderson Farm near Spring Valley. Cady
Cheese Factory is also cooperating by hosting tours at their plant.
Additional beef and dairy related meetings are being discussed.
Summer 4 -H Assistant Report
Maureen Casey - Since the July extension committee meeting my primary focus has been on
the St. Croix County Fair. I helped to organize and worked at the food booths at both the Foods
Fair and at the County Fair. I also participated in all of the fair clean-up days, stalling night, fair
promotional sign judging, as well as many other fair - related duties. In an effort to increase our
numbers in the Jr. Leaders club we are throwing a pizza party to thank all of the 4 -H members
who volunteered at the fair in place of the Jr. Leaders meeting. Since the fair I have been tying
up loose ends with the State Fair exhibitors, and entering the judging results from the County
Fair. At the beginning of the month I also helped organize the July Family Fun Day event in
North Hudson where I did a theatre arts session on making puppets.
Cara Brungardt - The two primary activities that I have been involved with in July were the
St. Croix County Fair and the Cloverbud/Explorer Day Camp. The fair took up most of the
month with the fair clean -up, final fair prep day, and the actual fair itself. I was in charge of
finding fair helpers before the fair, so that kept me pretty busy with phone calls. I helped Kim
with the 4 -H Food Stand on Friday and Saturday of the fair. When the fair was over, I assisted
with the final clean -up. The Cloverbud/Explorer Day Camp involved getting youth registered,
finding and training volunteer counselors, reserving the park, making an itinerary for the day,
and gathering supplies for the activities and lunch. Other activities I have worked on include:
Clothing Revue, Foods Fair, Farm City Day preparatory work, Family Fun Day preparatory
work, and finishing up plans for the WI Tour trip to La Crosse.
Family Livng Agent Report
Sprain reported on the program direction for the Family Living Program. Main ideas shared
were:
In the past, Family Living focused on skill development and the audience was primarily
homemakers. Today the focus is on family resiliency (helping families deal with the challenges
of life.)
Sprain reported that about 25% of families because of generational poverty, addiction, violence,
mental health issues need intensive services many of which are provided by the County. Another
25 %, represent families that because of good health, resources, and other protective factors will
function well no matter what challenges they face. The remaining fifty per cent of families
(represented in the middle) are functioning pretty well but if faced with a crisis could easily fall
into the 25% category with few protective factors. UW- Extension Family Living's primary role
is to provide education to increase protective factors to prevent families from falling into the
lower 25% range that needs greater services. Family Living Programs are prevention programs
not intervention or treatment service like many County and nonprofit social service agencies.
Family Living Programs also help strengthen the functions of the family by providing education
to increase the ability to meet basic needs, provide love and limits for children, strong family
relationships, teach life skills and increase management skills in the family.
Current programs include:
• Positive Parenting- in the Jail and Family Resource Center
• Strengthening Families 10 -14 parenting program
• Parenting Newsletters
• Financial Education in the Jail and for pre - bankruptcy families
• 4 -H Family Living
• HCE Advisor for leader trainings and other community service efforts
• WNEP Match
• Networking and Collaborations including the County Meth Task Force.
A Plan of Work will be developed this fall.
Peavey moved to adjourn. Norton -Bauman seconded the motion. Motion carried.
