COUNCIL ON AGING MEETING
April 13, 2006
St. Croix County Government Center
CALL TO ORDER Vice Chairperson Jeanette O'Connell called the
meeting to order at 8:30 a.m. Pledge of Allegiance was said.
ROLL CALL Members present were: Jeanette O'Connell, Gerald
Peterson, Irene Burch, Rich Peterson, Richard (Buzz) Marzolf, John
Mortensen, Alice Mullan, Carolyn Weisenburger, Al Schrank, Art
Feyeriesen and Bette Norman. Also present were: Kjersti L.O. Duncan,
Tracy Davis, Renea Aeschliman, Donna Lamson, Lorraine Jacobs, Shirley
Marlette, Marcia Chandler, Cindy Helmke, Vivian Kemling, Janice
Thompson and Julie Hillstead. Excused was Ralph Bader.
ADOPTION OF AGENDA A motion was made by Richard Marzolf and
seconded by Al Schrank to adopt the agenda as printed; motion carried.
DATE OF NEXT MEETING The next meeting will be held on
Thursday, May 18, 2006.
ACTION OF PREVIOUS MINUTES A motion on the amended
minutes was made by Gerald Peterson and seconded by Al Schrank to
approve the minutes; motion carried.
1. Introductions: Margaret Ann Bosman, Helpful Hearing for Hard of
Hearing, presented information on a universal symbol she created for
persons who are deaf or hard of hearing. Her goal is to have this symbol
recognized world -wide to ensure people with hearing impairments are
treated with respect, patience, and dignity. Ms. Bosman has created
posters, stickers, and buttons to help promote this symbol. Locally, she
would like to see posters posted at each of the Senior Centers. She
would also like to see older adults, who have hearing impairments, feel
comfortable wearing the buttons; they could also request that stickers be
used on their medical records and drivers licenses. Ms. Bosman has
been appointed to Governor's Council for Hard of Hearing. She is
available to speak at the Senior Centers to promote her program, as well

as to receive feedback to be brought back to the state.
2. Volunteer Recopanition: The annual volunteer banquet will be held
on Wednesday, April 19 at The Valley House. Registration starts at
10:30 a.m. and the day will end around 2:00 p.m. The Volunteer
Banquet is to honor persons who have given over 10 hours of service in
2005. During 2005 over 350 individuals volunteered 16,734 hours to
our department; this translates into a savings of $144,575 to taxpayers.
3. Senior Resource Fair and Older Americans' Month Events: The
Department on Aging, along with The Deerfield, the YMCA of New
Richmond, and Holy Family Hospital, will be hosting a Senior Resource
Fair on Friday, May 12 at the YMCA in New Richmond. Posters were
given out to the Nutrition Program Managers to hang up at the Senior
Centers. This year the Department on Aging will not sponsor a Senior
Celebration to honor Older Americans' Month. Instead, each Senior
Center will host their own celebration to honor Older Americans. The
Department on Aging will be hosting an Open House after the council
meeting on May 18
4. ADRC Update: Kjersti started by handing out information regarding
the history of Family Care. Family Care was initially designed under
Governor Thompson's administration to provide cost - effective,
comprehensive and flexible long -term care for individuals. Governor
Doyle has continued with this initiative. Long -term Care Reform
includes the implementation of Aging and Disability Resource Centers
(ADRCs) and Care Management Organizations (CMOs) throughout the
state. The goal is to provide a "one stop shop" of information and
assistance to older adults and persons with disabilities. Currently there
are 13 counties in Wisconsin that have ADRCs. Along with information
and assistance, ADRCs also provide: elderly and disability benefit
specialist counseling; long -term care options counseling; emergency
referrals; outreach and marketing; short-term care management; adult
protective services; and health promotion/prevention /early intervention.
Additionally, persons can be screened for functional and financial
eligibility toward CMO care.
St. Croix County is currently involved in a nine - county consortium
which is pursuing the implementation of long -term care reform in
Western Wisconsin. Community Health Partnership is involved with
this process and would like to take a leading role in sharing the risk

involved with assisting persons on Medical Assistance. Implementing
this program would help eliminate the long waiting lists that exist for the
waiver programs (in St. Croix County: 3 years for older adults and 8
years for persons with disabilities).
The 9 county consortium continues to meet on a weekly basis.
Kjersti attends the ADRC consortium subcommittee that meets every
other week. Additionally, Kjersti and Tracy have been meeting every
other week with Health and Human Services Department staff to work
together on implementation in St. Croix County. The plan is to have
Community Health Partnership functioning in St. Croix County by
October 2006. Consequently, plans are moving fast as an ADRC will
need to be in place before October 2006. Kjersti will continue to keep
the Council updated on ADRC activity as it progresses.
5. Transportation Committee Report: The Department on Aging and
Transportation Committee are in the process of purchasing a new,
accessible vehicle. The new vehicle will be similar to the van that is in
Baldwin, with a few modifications. There will be ambulatory capacity
of 12 with a fold -down seat in the wheel chair bay allowing for 14. With
these additions, the cost of the new bus would be $41,035 and would
arrive this fall if the order is placed now. A motion was made by
Carolyn Weisenburger to approve the specs that Tracy presented to the
Council. Seconded by John Mortensen. Motion carried.
6. Volunteer Report: Volunteers are needed for transportation to
dialysis on a weekly basis. There are also home - delivered meal
volunteers needed for the Hudson and Glenwood City area. Friendly
visitors are needed throughout the county.
7. Staff Reports
Kiersti's Report:
Along with 6 other individuals from St. Croix County, Kjersti
attended the CWAG District 6 meeting in Chippewa Falls on March 31S
Some of the issues discussed at this meeting include: affordable health care,
accessible drug care, and improved equality of Medicare money across the
nation. The next meeting will be on June 23r at the New Richmond
Heritage Center. Meet and greet with local representatives, information
regarding the 55 Alive Driving Program, and a tour of the Heritage Center
will be part of the day's activities. The cost of attending will be $7.00
including lunch. The program starts at 9:00 a.m. Members of the local

Senior Center Board Advocacy Committees are encouraged to attend.
Russ Feingold will hold listening sessions April 21 at two locations
in this area — 8:00 a.m. at the Spring Valley Hall and 10:30 a.m. Hudson
Village Hall.
Kjersti attended the WAND /Aging Unit Directors conference in
Wausau. The main topics were ADRCs and preventative health.
Tracy's Report: Cards are going well and two weeks into the tournament
Somerset is in the lead. Tracy thanked those that work hard to make the
card tournament such a success!
8. Nutrition Program /Senior Center Updates:
BALDWIN Not present
DEER PARK Janice requested an earlier Center Board meeting because
the Deer Park Senior Center is coming up on its 20 year celebration in May.
The board would like to do some planning for the celebration. The card
tournament went well. Easter Baskets were made and sent out to the home
bound today.
GLENWOOD CITY: Bingo is going very well. Card tournament went
well. The center is done being redecorated and looks really nice.
HAMMOND: Everything is going well. In April the Easter and Birthday
party celebrations will be combined. Card players are looking forward to
the weekly card tournaments and also hosting in May. A massage therapist
has been contacted to come in so massage can be offered at the site —
several people are interested.
ROBERTS Roberts/Hammond Area Senior Center will be hosting the
card tournament on May 3r Ruth Hurtgen will cater the event. The
`Alphabetize your Garden' activity in April's menu activity pack was lots
of fun. The Easter Bunny visited the center the other day and dyed eggs
with the participants. On May 22n a fishing opener activity is planned.
HUDSON Since the closing of the Croixview satellite site, individuals
from Croixview have been attending the noon meal and activities at the
Hudson Senior Center. The new Starbucks in town has offered to donate
day -old baked goods to the Senior Center. The Hudson Card Tournament
will be held at the Marina in Hudson.
NEW RICHMOND May 22 will be the birthday party with
entertainment. Bingo and cards are going well. Looking forward to
hosting the card tournament on May 17 th )
RIVER FALLS: Dominoes, Bridge and Euchre are still being played at

the center. Foot Clinic is the Y Wednesday of the month. AARP 55 Alive
Driving Course will be May 8 th and 9 th from 10:00 a.m. — 2:30 p.m. — call
Senior Center to reserve a spot. Pierce County Department on Aging will
fund the painting that needs to be done in the kitchen. Betty found the old
bingo roller cage and everyone has enjoyed it. Wal -Mart has donated items
for bingo prizes. The May general meeting will preview the upcoming
summer plays of the St. Croix Community Theatre.
SOMERSET Everything is going well. Dave Newman from the New
Richmond News visited the Senior Center when the St. Anne's kids visited.
He took pictures and is going to write an article. (Kjersti reminded all
Senior Centers to submit any local publicity /articles to the Department on
Aging. This information will then be shared during the - annual county
board report.)
WOODVILLE Planning a plant/flower swap. Lots of different things
are planned for the month of May, including a variety of entertainment and
krummkaka demonstration. Don't forget the Syttende Mai celebration.
The popcorn and movie event in April, featuring Walk the Line went really
well.
VAN TRIPS:
Disability Coalition to Eau Claire on June l O th .
A motion was made by Rich Peterson and seconded by Robert Jacobson;
motion carried.
ANNOUNCEMENTS AND CORRESPONDENCE
Aging Summit will be held May 19 in Eau Claire — info to follow at
Center Board meetings.
