COUNCIL ON AGING MEETING
May 18, 2006
St. Croix County Government Center
CALL TO ORDER Chairperson Ralph Bader called the meeting to order at 8:30
a.m. Pledge of Allegiance was said.
ROLL CALL Members present were: Jeanette O'Connell, Gerald Peterson, Irene
Burch, Rich Peterson, Charles Grant, Ralph Bader, John Mortensen, Carolyn
Weisenburger, Al Schrank, Art Feyeriesen and Bette Norman. Also present were:
Kjersti L.O. Duncan, Tracy Davis, Renea Aeschliman, Ron Lockwood, St. Croix
County Long Term Support Supervisor, Donna Lamson, Lorraine Jacobs, Shirley
Marlette, Sylvia Heller, Sallie Dull, Vivian Kemling, Janice Thompson and Julie
Hillstead.
ADOPTION OF AGENDA A motion was made by John Mortensen and seconded
by Art Feyeriesen to adopt the agenda as printed; motion carried.
DATE OF NEXT MEETING The next meeting will be held on Thursday, June
15, 2006.
1. Introductions:
Kjersti welcomed the newest member to our Council: Charles Grant from
Hammond. Mr. Grant replaced Richard Marzolf as one of the three County Board
representatives. The rest of the Council introduced themselves along with the
town/Senior Center they represent.
Ron Lockwood, St. Croix County Long Term Support Supervisor, updated
the Council on recent Long Term Care reforms, including St. Croix County's
efforts to implement an Aging and Disability Resource Center (ADRC).
Currently, the Federal government provides 60% of the funding for
individuals on programs such as: medical assistance, the community options
program, and the community integration program. Over the last decade the state of
Wisconsin has stopped paying the other 40% match needed to run the programs.
Consequently, local governments have provided more and more funding to ensure
programs continue. Wisconsin's counties presently contribute approximately $78
million. The state is trying to find a way to "capture" this money — through the
reduction of allocations or through reduced revenue sharing — as it considers
reorganizing the services which use the managed care model for long term care.
The rationale for reorganizing in this manner is to make long -term care more cost
effective, to eliminate waiting lists, and to avoid adding further state money into
the system.

At this time, it is projected that Community Health Partnership will expand
into St. Croix and Pierce Counties to provide managed care beginning October
2006. Community Health Partnership will not only include long term care
services, but acute and primary care will also fall under their umbrella. As a part
of this new initiative, an ADRC must be in place to serve as "gatekeeper" to the
Managed Care System. Functional screens will be facilitated by the ADRC to
determine if individuals qualify for this assistance.
The functional screens will determine the acuity levels of individuals which,
in turn, determines the capitation levels for the counties; the higher the acuity level
or the severity of the disability the higher the capitation. The state wants a
separation between the ADRC and the Care Management organization to avoid
conflicts of interest.
St. Croix County belongs to a 9- county consortium that is looking to be
served together by the same Care Management Organization; however the
consortium vision for the ADRC would be county by county. The ADRC will
provide information and assistance to older adults as well as persons with
disabilities. There will be an Elderly Benefit Specialist as well as Disability
Benefit Specialist.
The Department on Aging and Long Term Support continue to work
together to create an ADRC that builds upon and expands the existing strengths of
our departments.
2. Volunteer Recognition:
The 2005 volunteer banquet went very well. 192 people attended the
banquet at the Valley House.
3. Senior Resource Fair and Older Americans' Month Events:
The Department on Aging, along with The Deerfield, the YMCA of New
Richmond, and Holy Family Hospital, hosted a Senior Resource Fair on Friday,
May 12 at the YMCA in New Richmond. Nancy Sailer and Tracy.Davis, from
the Department on Aging, attended the fair. There were approximately 100 people
in attendance with a wide variety of vendors and speakers.
4. Volunteer Report:
Volunteers are needed for transportation to dialysis on a weekly basis in the
towns of Hudson and River Falls. Volunteers are need for friendly visitors in
River Falls, Baldwin, Hudson, New Richmond, and Hammond. There are some
individuals in need of light housekeeping in Hudson, River Falls, Burkhardt, and
Baldwin. The DayAway Club in Hudson is also in need of volunteers on Mondays
and Thursdays. If you or someone you know is interested, contact Nancy Sailer,
Caregiver Support Coordinator, at the Department on Aging.

7. Staff Reports
Kjersti's Report:
Kjersti reminded the council members about the Department on Aging's Open
House following the meeting.
Effective May 1 ' Experience Works workers had their hours cut from 20 hours
a week to 14 a week. This affects our 3 cooking kitchens: Deer Park, Woodville, and
Glenwood City, as well as Nancy Plunkett from Croixview. Applications are currently
being accepted for a Cook's Assistant at the Deer Park Senior Center to help make -up
for these lost hours and increased number of meals being prepared.
The District 6 CWAG meeting will be held on Friday, June 23 at the Heritage
Center in New Richmond. Kjersti encouraged members of the Senior Center Boards'
Advocacy and Outreach Committees to attend. This is good outlet to voice concerns
regarding issues facing older adults in Western Wisconsin.
The Medicare Part D sign -up deadline was Monday, May 15 St. Croix
County ranked very well, compared to other counties in Wisconsin and across the
nation, for the number of residents that signed up for the program. The Department
on Aging was instrumental in offering assistance with this complicated program.
The Department on Aging will be purchasing "Helpful Hearing for the Hard of
Hearing" posters and stickers from Margaret Ann Bosman for the Senior Centers.
The posters will help promote the program for the hearing impaired that Ms. Bosman
is working on. Kjersti encouraged the Nutrition Program Managers to schedule a time
to have Ms. Bosman speak at their Senior Centers.
Brown Bag Lunch Sessions have been scheduled for ever other Wednesday
staring June 7 A variety of topics will be discussed. The sessions will be held in
conference room in the Department on Aging.
Tracy's Report: Tracy handed out entry sheets for the St. Croix County Fair and
announced the theme for 2006 — "Everyone's Goin "'.
The Farmer Market Voucher program will occur again this year. People have
begun signing -up. Vouchers are not expected to come in until June. They will be in
the amount of $30.00. Individuals that live in Glenwood City are to call WestCAP to
sign up.
On Monday, May 22 the second of four informational sessions for persons
with vision impairments will be held at the Hudson Senior Center from 1:00 p.m. —
4:00 p.m.
8. Nutrition Program /Senior Center Updates:
BALDWIN 97 people attended the card tournament, which includes players and
regular diners. Tom Palmer entertained for the Older Americans' Month celebration.
The intergenerational essays were very heart warming and touching. Individuals
celebrated spring by bringing in and wearing their hats or bonnets. Art classes are
done for the summer and dance lessons have resumed. The Men's Group meets every

day. Blood pressure and foot care are going well.
DEER PARK Tonight is the Open House and 20 year celebration for the Deer Park
Senior Center. The mayors from Amery and Deer Park will be on hand for the
celebration. The dinner will start at 5:00. Moms were honored for Mother's Day.
GLENWOOD CITY: Bingo is going very well, however there are fewer players due
to the card tournament. Card tournament went well. One of the Senior Center Board
members, Ernie Severson, had a stroke and will no longer be able to serve on the
Senior Center Board. May 25 the 6 grade Intergenerational Essay contest
participants will be honored. Participating students, their parents and grandparents
have been invited.
HAMMOND: Everything is going well. Cards, bingo, and Birthday party
celebrations continue. Blood Pressure will start up again. On May 9 the volunteers
were treated to lunch at the Woodville Caf6 and shopping at C &M Liquidators
afterwards. May 19 will be the Open House for Older Americans' month from 2:00
p.m. to 4:00 p.m. with ice cream and cake.
ROBERTS Not present
HUDSON Participants are having fun playing bingo. May 9 th the Hudson Senior
Center had the Music Madams perform with a special invitation to the residents of
Croixview. The meal was great with "picnic food" and really good cheesecake. The
birthday parry was last week with tap dancers. Sylvia is working on a trip outside of
the area as soon as the driver schedule is figured out. The piano and organ players are
back.
NEW RICHMOND Yesterday New Richmond hosted the card tournament and it
went really well. On May 22 there will be a combined party celebrating Older
Americans month and monthly birthdays with the Cardells. On June 14 the annual
pontoon ride on Cedar Lake and picnic at the Star Prairie Park will take place. On
June 20 a trip to Como Park is planned.
RIVER FALLS: Foot Care is a big hit and individuals need to make an appointment.
Volunteer Appreciation for those that volunteer at the River Falls Senior Center will
be May 25 with cake and ice cream. Entertainment will be provided by Ole and
Lena from Woodville. Bingo is the first Tuesday of the month and dominoes is
played weekly as well.
SOMERSET Not present
WOODVILLE John Torkelson was cancelled last month due to low attendance.
The krummkaka demonstration was very interesting. The popcorn and movie event in
May featured John Wayne. His favorite food was served and pictures of him were
posted. PJ party is planned for the end of June and activities are yet to be determined.
VAN TRIPS:
New Richmond to Como Park on June 20 .
