Duncan, Thursday, June 1, 2006 COPIES TO County Board Office County Clerk News Media/ Notice Board Committee Members Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 6/2/2006 4:07 PM COUNCIL ON AGING MEETING June 15, 2006 St. Croix County Government Center CALL TO ORDER Chairperson Ralph Bader called the meeting to order at 8:30 a.m. Pledge of Allegiance was said. ROLL CALL Members present were: Jeanette O'Connell, Gerald Peterson, Judy Harrison, Rich Peterson, Charles Grant, Ralph Bader, John Mortensen, Carolyn Weisenburger, Art Feyeriesen and Bette Norman. Also present were: Kjersti L.O. Duncan, Tracy Davis, Renea Aeschliman, Lori Sather, Donna Lamson, Shirley Marlette, Sylvia Heller, Vivian Kemling, Janice Thompson and Julie Hillstead. Al Schrank and Irene Burch were excused. ADOPTION OF AGENDA A motion was made by John Mortensen and seconded by Art Feyeriesen to adopt the agenda as printed; motion carried. DATE OF NEXT MEETING The next meeting will be held on Thursday, July 13, 2006. 1. Election of Officers: Chairman Ralph Bader requested for volunteers for the position of chair, no one volunteered. Chairman Bader then opened the floor for nominations. Rich Peterson nominated Ralph Bader for chairman and the nomination was seconded by Gerald Peterson. The nominations were closed by Charlie Grant and Gerald Peterson. The nomination passed and Ralph Bader will remain as Council Chair for a second term. Gerald Peterson nominated Jeannette O'Connell for vice -chair and the nomination was seconded by Charlie Grant. The nominations were closed by John Mortensen and Gerald Peterson. The nomination passed and Jeannette O'Connell will remain as Council Vice -Chair for a second term. 2. Review County Board Goals: Kjersti shared a packet of information from the April 24, 2006 St. Croix County Board goal setting meeting. Kjersti highlighted County Board goals which are relevant to the Department on Aging, including (External Goal #3) "Address Infrastructure of Transportation Issues ". Gerald Peterson commented that the Council will also need to pay attention to the goals and outcomes for the county nursing home (Internal Goal #3) "To Help Make the Nursing Home Self Sufficient ". Kjersti also reviewed Departmental Goals which were communicated, per County Administrator Chuck Witting's direction, to the County Board. These Council on Aging Page 1 08/04/06 goals include: 1. Increase appreciation for the growing older adult population in St. Croix County (22.0% growth of persons 60 years and older in St. Croix County vs. 7.9% growth in Wisconsin as a whole), as well as increase understanding and support for the various ways the Department on Aging meets the needs of this population. 2. Recognize the services provided to St. Croix County residents 60 years and older (including county retirees) by the Department on Aging's Benefit Specialist, by approving this as a full -time county position. 3. Support the efforts of the Department on Aging, in cooperation with Health and Human Services, to develop an Aging and Disability Resource Center (ADRC) in St. Croix County. 4. Acknowledge the importance of creating a supportive work environment for county employees ( *including opportunities for professional and personal development). ( *The Department on Aging is currently establishing a calendar for brown -bag lunches which will be made available for St. Croix County employees. Topics include: "Making Worry Go Away — Relieving Caregiving Stress ", "When Should I Worry About Memory Loss? "; "Relieving Stress at Home or on the Job etc) 5. Clarify and improve personnel expectations including: job descriptions, performance reviews, and new employee orientation. 3. Discuss Department on Aging Goals: Capital Budget Items, Preliminary Annual Aging Unit Plan Planning, Long -Term Care Reform/ADRC Update Currently ADRC planning, at the consortium and county levels, is on hold. Funding questions remain that impact when/how the ADRC would be implemented. Despite this delay, the Department on Aging will continue to position itself to implement ADRC functions, including purchasing an Information and Assistance software program called BEACON. Along with providing I &A, BEACON will track the number of people that contact our office and will "communicate" with our existing SAMS. Budget planning will start soon and a timeline was shared. Capital outlay items for the Department on Aging include: new computers for the Senior Centers and new vehicles for the transportation program. Kjersti requested input for other item and/or program needs. 4. Department on Aging Open House/Brown Bag Lunch Sessions: Immediately following the last Council meeting, the Department on Aging hosted an Open House which welcomed approximately 60 guests. This event was held during Older Americans' Month to showcase the recent office and resource center redesign, and to increase visibility and understanding of the services and programs offered. Kjersti also handed out the schedule for the Department on Aging's Brown Council on Aging Page 2 08/04/06 Bag Lunch sessions. The sessions, held every other Wednesday, will focus on a variety of topics of interest for persons who are aging. These educational opportunities are open to the public and will meet in the Department on Aging Conference Room over the lunch hour. 4. Volunteer Report: See attached form. 7. Staff Reports Kiersti's Report: Kjersti informed the Council of the three open positions within the Department on Aging. Interviews will begin taking place Friday, June 16 for Deer Park Nutrition Program Aide, Outreach Coordinator, and Roberts Nutrition Program Manager. There were a record number of nominations for St. Croix County Outstanding Senior award. This year the Outstanding Seniors will be recognized at the St. Croix County Fair on July 21" at 2:30 p.m. at St. Croix Court. Fred Ball and Mona Flanum, both of New Richmond, will receive the top honor of Outstanding Seniors for 2006. Kelly Strand of Hammond and Kathy Knott of River Falls will be honored as Runners Up. Honorable Mentions went to Dave Kvarnes of Hudson, Eleanor Huetmaker of Glenwood City, Betty Karastes of Woodville, Roberta `Birdie" Moe of Glenwood City, Doris Werner of Glenwood City, Ed Velaski of Baldwin, and Clinton Meachum of Glenwood City, The District 6 CWAG meeting will be held on Friday, June 23 at the Heritage Center in New Richmond. Kjersti encouraged members of the Senior Center Boards' Advocacy and Outreach Committees to attend. This is good outlet to voice concerns regarding issues facing older adults in Western Wisconsin. July's SCAN will have a feature article on Margaret Ann Bosman and the "Helpful Hearing for the Hard of Hearing" program she promotes. The Department on Aging purchased posters, buttons, and stickers for each of the Senior Centers and Kjersti encouraged the Nutrition Program Managers to invite Margaret to visit each of the sites. Kjersti created AddLIFE posters that are specific to each of the Senior Centers. The AddLIFE campaign was specifically put together for the Wisconsin Aging Network. The binder that accompanies the campaign, and is full of useful ideas, is located in the Department on Aging's Resource Center to be checked out by the Nutrition Program Managers. Tracy's Report: Tracy informed the Council members of a special meeting on transportation that will be held on Wednesday, June 21 St in Hudson. Tracy thanked everyone for making Older American's month such a success throughout the county. The 6 th grade intergenerational essay presentations were very touching and everyone worked hard at each of their sites and communities to promote Older Americans' Month events. Council on Aging Page 3 08/04/06 Currently, half of the Farmer Market Vouchers are distributed. Individuals receive vouchers in the amount of $30.00. Individuals that live in Glenwood City are to call WestCAP to register. The St. Croix County Fair schedule for Senior Center Board volunteers was distributed to the Nutrition Program Managers. Volunteers help sell popcorn and juice as a fundraiser. 8. Nutrition Promm/Senior Center Updates: BALDWIN Sallie was not present for the meeting. Rich Peterson informed the Council that the Table of Knowledge (hens' Coffee Klatch) still meets each weekday morning. The Baldwin Senior Center participated in the June Bug Days' parade. Their entry included the Senior Center Van and a car with the Senior Center king and queen. Rich and Evelyn Peterson were grand marshals for the parade. DEER PARK The 20 Anniversary /Older Americans' Month Celebration was very well - attended and exciting. Pat Shilts put together a book, which highlighted regular Deer Park participants and was given out at the celebration. The theme days /meals have been well received. The Fishing Day celebration consisted of gummy worms and fishing equipment. The PJ party was fun and even family and guests that attended that day had a lot of fun. GLENWOOD CITY: Bingo is going very well. There was only one table of cards on Monday. The participants are enjoying the word games that accompany the menus. Entertainment for Independence Day will be an organ player and singing. The site was closed today due to low attendance; however the homebound still received their meal. The PJ party was fun and a picture was submitted to the paper of the participants in their PJs. Shirley is working on scheduling Ole & Lena to entertain at the Senior Center. HAMMOND: Things are a little slow in Hammond right now. Blood Pressure has started up again. May 19 was the Open House for the Hammond Senior Center. June 13 Ole and Lena entertained. A few participants will be attending the June 23r CWAG meeting in New Richmond. ROBERTS Ole & Lena entertained and it was a lot of fun. The Red Hat Ladies came into to play bingo. June birthday parties will be the following week. An evening cook -out is planned in July. HUDSON Blood pressure is once a month and everyone is enjoying bingo and exercise. The van will be driven in the July I" Booster Day Parade. Ole & Lena entertained for the Father's Day celebration. A trip into the Twin Cities is scheduled for Friday, July 14 th . NEW RICHMOND: Annual pontoon ride was on June 14 and it was a very nice day. June 23 will be the trip to Como Park. June 24 participants will be attending the Clear Lake Days parade. On July Y there will be the Independence Day celebration. Council on Aging Page 4 08/04/06 RIVER FALLS: A couple of weeks ago a volunteer party, with entertainment by Ole and Lean, was attended by 30 people. Iry Heider entertains during the lunch hour. Foot Clinic is great and by appointment only. Bingo is the first Tuesday of the month and cards and dominoes are played weekly. In place of the general meeting, a Potluck is planned for June 27 at the Moose Lodge. The Autumn Serenades will entertain. There will be bingo, bridge and euchre afterwards. SOMERSET Marsha announced that Somerset won the 2006 Spring Card Tournament. A nice group turned out for the essay presentation night. The St. Anne's kids are done visiting the Senior Center until the school year starts again in the fall. Ole and Lena will be coming soon to entertain. A patriotic sing -a -long is planned closer to the 4 of July. WOODVILLE On July 7', a trip to the Lienkugal's Brewrey tour is scheduled. Participants will also enjoy a picnic in Chippewa Falls that day. A PJ fashion show is planned for PJ day. Julie is coordinating a white elephant sale towards the end of summer as a fund raiser. The librarian from the Woodville Public Library will be talking to the participants about the local library's programs and services. Julie will be submitting a weekly article to the Woodville Leader to let the public know what is going on at the Woodville Senior Center. She will also start an outreach program to recruit new participants. VAN TRIPS: New Richmond to Clear Lake on June 20 Woodville to Chippewa Falls on July 7 th Hudson to Twin Cities on July 14 A motion to adjourn was made by John Mortensen and seconded by Jeannette O'Connell; motion carried.
