CALL TO ORDER: Council Chairperson Ralph Bader called the meeting to order at 8:30
a.m. Pledge of Allegiance was said.
ROLL CALL: Members present were: Gerald Peterson, Charles Grant, Judy Harrison,
Carolyn Wiesenberger, Bette Norman, Art Feyeriesen, Rich Peterson, Al Schrank, Ralph
Bader, Irene Burch, and Jeanette O'Connell. Also present were: Kjersti L.O. Duncan, Tracy
Davis, Renea Aeschliman, Sylvia Heller, Julie Hillstead, Donna Lamson, Jan Thompson, Sallie
Dull, Marcia Chandler, Lori Sather, Lorraine Jacobs, and Vivian Kemling. Excused was John
Mortensen.
ACTION OF PREVIOUS MINUTES: A motion on the minutes was made by Rich Peterson
and seconded by Gerald Peterson to approve the minutes; motion carried.
DATE OF NEXT MEETING: The next meeting will be held on Thursday, September 21,
2006.
1. Old Business:
St. Croix County Fair: This year's fair was very well attended. Ashley Ritter, Student
Intern, made over 400 buttons which highlighted the theme "Everyone's Goin "'; the buttons
had pictures of celebrities age 60 and older. By Saturday, all 400 buttons were handed out at
the Senior Citizens' building. Popcorn /juice and Faith in Action sales increased slightly this
year. Some of the Senior Division grand champion and blue ribbon winners have displayed
their work at the Department on Aging during the month of August. This display is the first in
a rotation of artwork to be featured in the Department on Aging office.
Brown Bag Lunches: The Brown Bag sessions are still taking place. Numbers in
attendance is still small, however we're received positive feedback and, through word -of-
month, anticipate numbers will increase.
CWAG Medicare: Tracy visited the CWAG Medicare Integrity Training meeting that
was held on Wednesday, 16` at the Hudson Senior Center. Paula Gibson and Elizabeth
Conrad of CWAG presented information to the attendees regarding how to read a Medicare
claims. Handouts on basic Medicare information were distributed and the information shared
was very interesting.
SCAN Revision: The SCAN revision, which was voted on during the July meeting, was
not correct in the August SCAN. It will be corrected in September.
Nutrition Program Manger Regional Training — September 28, 2006: The agenda
for this training (to be held in Rice Lake) was distributed to the Nutrition Program Managers.
This training is mandatory for all Nutrition Program Managers. There is ample time to find
volunteers to cover for the day. More information regarding transportation will be made
available at the next Council meeting.
Staffing Updates: Kjersti updated the Council that interviews took place for the
Nutrition Program Manager position in Roberts, however a suitable candidate was not found.
Applications are again being accepted for the Roberts Nutrition Program Manager position.
2 New Business:
2007 Budget & Preliminary Aging Unit Plan Discussion: Kjersti gave a Power Point
presentation to the Council to outline the 2007 budget. The full 2007 budget increased 5%
compared to 2006's budget. This increase is mainly due to the increase in the DOT grant. The
increase also includes the Alzheimer's Family and Caregiver Support Program money from the
State that has been awarded to St. Croix County's Long Term Support Unit in the past. A
motion was made, for the Department on Aging to become the lead agency for the AFCSP
monies instead of Long Term Support, by Irene Burch and seconded by Carolyn
Wiesenberger; motion carried.
The Benefit Specialist position is still a contracted position. The Department on Aging
proposes it be become a County position with the 2007 budget. Letters of support and statistics
on the increased member of clients and the cost savings this position creates for the county and
state will be outlined for the Finance committee to approve. Council member Gerald Peterson
questioned the position's current number of hours and the proposed number of hours. Kjersti
clarified the current contracted position is 40 hours per week. The county position proposal
would be for 37.5 hours a week.
After Kjersti finished presenting the budget to the Council, council member Gerald
Peterson stated that if negotiations exceed the 2.5% salary increase (which was used, as
instructed by the Finance Director, to figure the 2007 budget) that Kjersti lobby that the
increase not come out of the Department on Aging budget.
Gerald Peterson motioned that the budget and outlined Aging Unit Plan goals, as
prepared, be approved and brought to Finance. The motion was seconded by Jeanette
O'Connell; motion carried unanimously.
Hatch Act: Kjersti handed out a memo from Jim Schmidlkofer, Bureau of Aging and
Disability Resources, regarding appearances of political candidates at elderly service settings,
along with a copy of the Department on Aging policy regarding this issue as outlined in the
Nutrition Program Mangers' Manual.

3. Staff Reports:
Kiersti's Report:
Kjersti informed the Council that the Faith in Action inventory sale will be
Friday, September 22nd from 9:0o a.m. — 5 :00 p.m. and Saturday, September �3ra
from 9:0o a.m. to 12 noon. The sale will be held in the Community Room located in
the lower level of the Government Center. Vans will be available to Senior Centers
that would like to use the day as a special shopping day.
Kjersti informed the council that September is "Food Safety Month" and that
educational packets will be mailed out to each Nutrition Site to review with Nutrition
Program staff and volunteers.
Tracy's Report:
Tracy completed and handed -in the six month report to the DOT for 2006. The
number of one -way trips slightly decreased; due to the cost of gas, expenses have
increased.
Tracy handed out a summary compiled by Don Kush, West Central Wisconsin
Regional Planning Commission, after the Public Transit and Human Service
Transportation Coordination Workshop on June 21st. The summary stated that each
agency is doing what is possible within their realms.
4. Nutrition ProEram/Senior Center Updates
BALDWIN A baby picture guessing contest was held and enjoyed by those that
participated. Bands and entertainment has been planned twice a month. Sallie is going to
focus on more advertising for the congregate dining program. The number of participants
increases weekly.
DEER PARK Cards were held the other day. A nice amount of veggies have been dropped
off by the master gardeners. Hat day was celebrated by all of the participants and others
enjoyed apron day. Next month participants will celebrate their heritages.
GLENWOOD CITY: The Soup & Salad Luncheon is slotted for October 20
HAMMOND: Very happy to have Irene Burch back. A fun time was had by those that
attended the Senior Nite Out at the Roberts Senior Center. Good food, conversation, and many
different games were enjoyed. Lunch at the Red Barn is scheduled for September 23 The
Roberts Ribbon Reapers 4 -H group served lunch. A volunteer dinner is going to take place
some time in September.
ROBERTS Apple pies were baked yesterday at the Senior Center for lunch. Individuals
enjoyed pealing the apples and surprisingly made enough pies to freeze a couple to serve at a
later time! Pumpkins were painted and gift bags were made. Everyone is having a good time.
Lori enjoyed her time at the Senior Center and will miss everyone.
HUDSON Everything is going well at the Senior Center. Exercise is taking place twice a
week. There have been nice sized groups of diners for lunch. Tap dancers from Stillwater
entertained for the birthday party. A trip to Como Park is planned for Monday, September
11 to
NEW RICHMOND The Senior Center is going to be busy in the month of August with
Share a Smile Day, Liza Gibson will be at the Senior Center talking about Medicare, and the
Polka Picnic will wrap up the month. In September a trip to the Amery Fall Festival is
planned. A Foot Clinic will start up and Laura Plumer and Margaret Ann Bosman will present
on adaptive equipment and the Hard of Hearing program.
RIVER FALLS: The Foot Clinic had 18 people attend. The Share the Bounty program this
year has been plentiful. Members of the United Hospital, River Falls Hospital, and the River
Falls EMTs will be at the general meeting to present on 911 and when to call. Bette Norman
donated a check in memory of Ruth Boughton to go towards SCAN and VIOP.
SOMERSET Participants are planning on attending the Soup and Salad Luncheon that will
be on September 15" at the Woodville Senior Center.
WOODVILLE Currently some of the activities are being cut back. They have found that
more people participate when there are larger activities planned sporadically. The Hat Lady
from Cameron will be at the Senior Center on September 12 and she has a story for every one
of her hats. The soup and salad luncheon will be September 15 that all are invited to attend.
Julie would like a plan a trip to Hudson for the Faith in Action sale on September 22 There
is also a trip to Como Park in the works for some time in September.

ANNOUNCEMENTS AND CORRESPONDENCE
Tracy shared a thank you from the St. Croix Disability Coalition for the use of one of the
Department on Aging vehicles for their camping trip and for the upcoming dance to be held in
Baldwin.
The St. Croix County picnic will be held on Thursday, August 31 at the Highway
Department in Hammond. The picnic will be from 2:30 p.m. — 4:00 p.m.
