COUNCIL ON AGING MEETING
September 21, 2006
St. Croix County Government Center
CALL TO ORDER: Council Chairperson Ralph Bader called the meeting to order at
8:30 a.m. Pledge of Allegiance was said.
ROLL CALL: Members present were: Gerald Peterson, Charles Grant, Judy
Harrison, Carolyn Wiesenberger, John Mortensen, Rich Peterson, Al Schrank, Ralph
Bader, and Jeanette O'Connell. Also present were: Kjersti L.O. Duncan, Tracy Davis,
Renea Aeschliman, Sylvia Heller, Julie Hillstead, Donna Lamson, Jan Thompson,
Sallie Dull, Marcia Chandler, Marge Wolske, Lorraine Jacobs, and Vivian Kemling.
Excused were Irene Burch, Bette Norman, and Art Feyeriesen.
ACTION OF PREVIOUS MINUTES: A motion on the minutes was made by Rich
Peterson and seconded by Al Schrank to approve the minutes; motion carried.
DATE OF NEXT MEETING: The next meeting will be held on Thursday, October
19, 2006.
1. Old Business:
Brown Bag Lunch Sessions The sessions continue and attendance varies
depending on the topic.
Nutrition Program Manager Regional Training Invitations and the
agenda for the day were mailed out the Nutrition Program Managers. The training
is going to be held at Turtleback Conference Center in Rice Lake on Thursday,
September 28
Staffing Updates After having been an open position for many months the
Roberts Nutrition Program Maria er position has been filled. Bettie Anderson will
start on Monday, September 25 and will be attending the training on the 28
Bette has experience working in food service and with older adults.
2. New Business:
2007 Aging Unit Plan Discussion: Kjersti gave a Power Point presentation
to the Council outlining the 2007 -2008 Aging Unit Plan. This draft will be
submitted to AgeAdvantAge at the end of September. This same presentation was
given at two public forums, held at the New Richmond Center and the Hudson
Senior Center respectively, on September 13 Kjersti reviewed the department's
structure, and highlighted the demographic changes occurring in St. Croix County.
Kjersti then pointed out the general trends in with the Wisconsin Aging Network —
creation of Aging & Disability Resource Centers, modernization of the Aging
Network, facilitation of the Family Caregiver Support Program, and support of
Local Priorities. Goals for each of these trends were outlined.
After the presentation, Kjersti requested discussion. John Mortensen pointed

out that the Brown Bag Sessions are a great idea and that topics should be repeated
at different times for different audiences. Rich Peterson inquired into the need for
transportation for persons on dialysis. Kjersti stated that the need is still there and
will be ongoing. Lorraine Jacobs commented that the Department on Aging is
very active through all of its programs. Lorraine wondered how we compare to
other counties in the state. Kjersti stated she is not familiar with any reports that
compare programming among Wisconsin's different counties. Barron County is
often looked to as a strong leader and example. Lorraine also mentioned a program
offered by the Hudson YMCA called "Silver Sneakers ". Her insurance helps pay
for her membership. This programming helps reduce risk for falls and keeps
seniors healthier longer. Lorraine asked what role the Department on Aging would
or could play in encouraging insurance companies to support similar health
initiatives. Kjersti stated the Department on Aging could alert the Coalition on
Wisconsin Aging Groups to this issue. Older adults are also their own best
advocates. Training offered through CWAG's Senior Statesmanship program
could help them hone their advocacy skills.
After the discussion was complete, Gerald Peterson made a motion to accept
the 2007 -2008 Aging Unit Plan. Charlie Grant and Jeanette O'Connell seconded
the motion; motion carried.
SAMS Requirements Renea handed out tentative attendance sheets (e.g.
rosters) for the Nutrition Program Managers to review. The new roster sheets will
replace the old attendance forms starting in October. The roster sheets list all of
the individuals that have filled out participant intake forms and received meals at
the senior centers. Those individuals that do not fill out intake forms will not
appear on the rosters until intakes have been completed and submitted to the office
for entering. Anyone that dines at the senior center must fill out an intake, even if
they are not a regular diner If a person does not want to fill out the whole intake
form the minimum that is required by SAMS is the his/her name, address, and date
of birth.
Renea will send out new rosters at the end of each month for the upcoming
month along with a sign -in sheet for those that wish not to fill out an intake. A
blank roster sheet will be attached to both the congregate and home - delivered
rosters for those individuals that are not listed on the regular roster. Nutrition
Program Managers should assume that a participant has not filled out an intake
form if his/her name is not on the roster. However, be alerted hat it takes 2 months
for a name to be added or deleted to a roster.
Renea reminded the Nutrition Program Managers that participant intakes
need to be updated each year. Before the end of this year a list will be generated
from SAMS that will state when a participant last filled out an intake.
This transition will take some time, so please call the office if there are any
questions or concerns.

Volunteer Report: Light housekeeping is needed in Glenwood City,
Hudson, River Falls, New Richmond, and Woodville. Transportation to dialysis is
needed for individuals in Hudson and Baldwin. Friendly visitors are requested for
New Richmond, Hudson, River Falls, and Somerset. Home - delivered meal
volunteers are needed in rural Hudson and rural Glenwood City.
3. Staff Reports:
Kjersti's Report:
Kjersti reported that she, and her husband Brian, participated in the Memory
Walk at the Deerfield in New Richmond. Over $19,500 was raised over the weekend
for the Alzheimer's Association. These monies will be used locally to support persons
impacted by Alzheimer's disease.
The Nutrition Program Managers' training will be on Thursday, September 28
in Rice Lake.
The next district b meeting for CWAG will be on October 19 in Eau Claire.
Tracy's Report:
Tracy informed the Council that 14 individuals will take a trip the Vision Store
in St. Paul through the Visually Impaired Outreach Program.
4. Nutrition Promm/Senior Center Updates
BALDWIN October 12' Monica Rudiker from United Hospital will present on
"Cardiac and Heart Disease: Recognizing Signs and Symptoms ". A Halloween party
is being planned, with entertainment by Rockmart. The number of people playing
bingo has increased and so have the card club people. Lee Elmer, who leads an indoor
camp fire and sing along, will end the month for entertainment. John Torkelson will
be coming in October. A surprise party/celebration for the center board will be held in
December.
DEER PARK Things are going fine. The fall decorations are up. The Heritage day
was really nice with some interesting things from Whales, Germany, Switzerland,
Norway, Sweden, Lithuania and Holland. Would like to plan a trip sometime in
October.
GLENWOOD CITY: Not Present
HAMMOND: All activities are going well. Lunch to the Red Barn was on August
23` not September 23` Planning a trip to Granny's Nook in Roberts with lunch at
Martha's Coffee afterwards. Roberts Ribbon Reapers served lunch for the card party.
September 13 an indoor appreciation picnic was served and catered by Eggen's in
Baldwin.
ROBERTS Not Present
HUDSON Everything is going well at the Senior Center. On the 19 of September a
fire drill was held and the participants were very cooperative. Birthday party was great

with an accordion player for entertainment. Foot Care has started up and will be held
on the second and fourth Tuesday of the month. Lots of produce has come in.
NEW RICHMOND Margaret Ann Bosman and Laura Plumer presented
information on adaptive devices on September 14 t h. Those that attended the Fall
Festival in Amery had a good time. A speaker from United Hospital will be talking
about Heart Disease: signs and symptoms. A member of the New Richmond EMT
will also be on hand that day with an ambulance. On October 30 a surprise karaoke
entertainer is scheduled. Would like to plan a leaf trip in October when the leaves start
to turn.
RIVER FALLS: Not Present
SOMERSET Ole & Lena entertained — 54 people attended. Olga was ill that day
and was not able to attend. Lunch was still served to a small group during the primary
election earlier in the month. Typically the senior center is closed, but this year they
decided to remain open which proved to inform some new people of the Senior
Center's activities. Lots of tomatoes have come in through the Share the Bounty
program and the Langer brothers brought in lots of Indian Corn. Lunch out is planned
for Friday, September 22" at Ava's restaurant in New Richmond.
WOODVILLE The bingo machine has arrived and a special party was held to
celebrate its arrival. On October 3 rd an antique dealer will be on hand to talk about
antiques that she has and answer questions. Instead of a Halloween costume party, a
Polka Dot and Plaid parry will be held and prizes will be given. Julie would like to
start up a walking club in October on Mondays or Tuesdays. The Salad Luncheon had
a good turn out and around $325.00 was raised for the Woodville Senior Center. The
Woodville Library provided a grant that the Woodville Senior Center has been able to
utilize for speakers.
