ROLL CALL: Members present were: Gerald Peterson, Charles Grant, Judy Harrison, Carolyn Wiesenberger, John Mortensen, Rich Peterson, Al Schrank, Ralph Bader, Jeanette O'Connell, Irene Burch, Bette Norman, and Art Feyeriesen. Also present were: Kjersti L.O. Duncan, Tracy Davis, Renea Aeschliman, Liza Gibson, Sylvia Heller, Julie Hillstead, Donna Lamson, Jan Thompson, Shirley Marlette, Marcia Chandler, Bette Anderson, and Faye Simone. ACTION OF PREVIOUS MINUTES: A motion on the minutes was made by John Mortensen and seconded by Rich Peterson to approve the minutes; motion carried. DATE OF NEXT MEETING: The next meeting will be held on Thursday, November 16, 2006. 1. Old Business: Nutrition Program Manager Regional Training September 28 was a beautiful day to travel to Rice Lake — and it was beneficial to be a part of discussions that focused on the "big picture" related to Senior Nutrition Programming throughout Wisconsin. The presentations at this training were well done. Staffing Updates A moment of silence was observed for Bill Stuntz, Deer Park Van Driver, who recently passed away. Sympathy was extended to Bill's wife Ann, who is the Deer Park cook, and their family. Woodville has a vacant cook's assistant position. It is currently being advertised and applications are being sought. Al Wettig, Somerset Van Driver, will have a retirement party next week after 9 years of service to the Department on Aging. This position was filled by Charlotte Schmidt. Consequently, the Somerset substitute van driver position has been posted. Bette Anderson was hired as the Roberts Nutrition Program Manager and she was welcomed by the Council. The Benefit Specialist Position was not approved by the Finance Committee as a new position. The Finance Committee did not allow for many of the capitol outlay projects requested by other departments and also stated there would be "no new positions" in 2007 (however, the position of Drug Court Coordinator was Council on Aging Page 1 01/08/07 approved). The 2007 Department on Aging budget did take into consideration the limitations of the current levy, and submitted a budget which took into account the budget instructions provided to all county departments: a 0% increase allocated for operations and a 2.5% increase for staff wages and benefits. The Department on Aging requested that the additional 2.5% increase (which totaled $3980) go toward the Benefit Specialist position. (For the 2007 budget, the 2.5% difference for current staff was to be compensated through other revenue and not the county levy.) Only four Department on Aging programs currently receive county levy money — service management, congregate meals, site transportation, and benefit specialist. Council Member Schrank asked for clarification regarding the requested increase in budget. Initially, the Finance Committee looked at the $7979 difference between the 2006 and 2007 Benefit Specialist budgets and attempted to reject this amount from the budget. Kjersti approached the Finance Committee on October 5 th to clarify that the Department on Aging did not request that full amount from the county; only $3980. Kjersti asked that the amount of $3980 be put back into the budget, if not toward the Benefit Specialist position as prioritized, then toward the current employees. Finance agreed. Council Member Al Schrank motioned that a resolution be brought before the full County Board, at its next meeting, to include the Benefit Specialist as a full -time employed position in the 2007 budget; seconded by Carolyn Wiesenberger. Council Member Gerald Peterson encouraged representatives from the Council and other supporters to be present at the County Board meeting on Tuesday, October 31 at 9:00 a.m. Council Member Mortensen recommended that Kjersti put together stats on the number of people served and the number of phone calls received by the Benefit Specialist. Kjersti is planning on putting together statistical information. Council Member Grant wondered if the word "new" has contributed to the position being denied; it is ironic as the position has been filled for over 15 years. Using the terminology "employed versus contracted" may be more appropriate. Considering the length of service of this position, and the reality that it will continue to have increasing demands due to the growing older adult population, there may be ramifications of continuing with a contract. The position may be entitled to benefits due to its responsibilities and supervision. Council Member Gerald Peterson suggested that Kjersti contact the Corp Council to explore the legal ramifications of this situation. After discussing the motion that a resolution be brought before the County Board to include the Benefit Specialist as a full -time employed position in the 2007 budget, a vote was taken and was passed unanimously. Council on Aging Page 2 01/08/07 Liza thanked Kjersti for her advocacy, and the council members for their support, on behalf of the Benefit Specialist position. Liza informed the council that the open enrollment for Medicare Part D will be from November 15th _ December 31 St . Individuals will receive an annual notice of change on their current plan. The notice will review the cost of the plan, its coverage, and available customer service. Liza advised that individuals review their current plans and see if they are the most cost effective plans available. What was the best option in 2006, may not be in 2007. Liza is available for appointments — in the office and for home visits. Liza also directed the council to inform people that the November SCAN will have a Medicare Part D informational supplement. Included with that information will be the times and locations that Liza will hold public informational sessions. 2. New Business: Highlights of the Administration on Aging's Choices for Independence Initiatives: Kjersti informed the Council that on October 17 President Bush signed into law the Older American's Act and its amendments. Kjersti handed out information on Modernizing the Older Americans Act for the Council to review. Candidate Forum: CWAG will be hosting a public forum for candidates on October 25 at the Coachman Supper Club in Baldwin from 9:00 a.m. — 11:00 a.m. Kerry Kittel and John Murtha will debate. To request transportation to attend the forum, contact the Department on Aging. Tracy handed out a list of questions, formulated by CWAG, that individuals can ask candidates to learn about their platforms. Looking ahead, the Department on Aging will provide transportation to those who need rides to the polls on Election Day: Tuesday, November 7th Monster Mash Bash: The annual Monster Mash Bash will be held on Friday, October 27 from 2 :00 p.m. — 5:00 p.m. at the Roberts Senior Center. Roger Heutmaker and the Hanyuks will be performing again. There will be a costume contest and other door prizes. Transportation will be available for those that want to attend. A suggested donation will be requested. Volunteer Report: Review the attached information. 3. Staff Reports: Kjersti's Report: Kjersti thanked Sallie Dull for allowing the Department on Aging to display her artwork during the month of October. Kjersti informed the Council that the department will host an ongoing rotation of art created by local older adults. This outreach is entitled "The Art of Aging ". This next month art will be featured by artists who participate in Jackie Tyler's art group which meets at the Baldwin Senior Center. Kjersti meet recently with Amy Ramsey, AgeAdvantAge, to learn more about Council on Aging Page 3 01/08/07 initiating a Nutrition Advisory Council for the Nutrition Program. This objective was outlined in the most recent St. Croix County Aging Unit Plan. The United Way campaign has begun. Kjersti shared an e -mail she sent to all county employees thanking them for their contributions and acknowledging the direct impact these dollars have on St. Croix County Senior Centers, the Department on Aging, and the Faith in Action program. Also related to our goals outlined in the Aging Unit Plan, Kjersti has begun collecting information to create an orientation program for all volunteers. Tracy Report: Tracy informed the Council that the 4 th distribution of SuperValu items will be held on Friday, October 27 in the morning. Tracy does not know what the distribution will provide to the Nutrition Program and Senior Center sites, but she will be in contact to let them know if they are needed for the distribution. Van inspections will be on November I O at the Highway Department garage in Hammond starting early in the morning. Tracy thanked all of those that have helped prepare the vans for inspection. The Transportation Committee met during break to review the current Site Transportation policy. Historically, the Department on Aging has limited the site vans' hours of service to "during office hours" (Monday through Friday 8:00 a.m. — 5:00 p.m.) This policy has limited trips to activities offered on Saturdays (such as local celebrations). Furthermore, if and when "Dine at Five" is offered, site vans could not transport. Tracy spoke with Kristin Ziliak, St. Croix County Risk Manager, and it was suggested that emergency contact numbers be provided for "after hour" trips. Tracy's home phone number and Kristin's cell phone number will be made available in case of an emergency. With the above information, the Transportation Committee recommended that the policy should be changed to read: "The Site Van Transportation Program operates during the regular business hours, Monday through Friday, 8:00 a.m. — 5:00 p.m. In the event that evening or weekend use of a site van is necessary for Department or Senior Center sponsored events or activities, and pending prior Council/Department approval, exceptions may be made." Gerald Peterson made a motion to approve the amended policy and seconded by John Mortensen; motion passed. Renea's Report: Renea informed the Nutrition Program Managers that their rosters for November are in their mailboxes and directed them that there is an addition to their monthly paperwork. When entering information into SAMS, Renea noticed Preventative Health programs offered at the Senior Centers have not been tracked correctly. She handed out a form that will be submitted monthly to track individuals who participate in Preventative Health programming (e.g. blood pressure, massage, foot care, exercise, nutrition education, EMT/First Aid training, etc.) Nutrition Council on Aging Page 4 01/08/07 Program Managers only need to write the activity, date of the activity, and the number of people attending. Two copies of this form were handed out to the Nutrition Program Managers — one to put in the Nutrition Program Managers Policy Procedures Manual, and one to use during this next month. 4. Nutrition Proj!ram/Senior Center Updates BALDWIN In November the Cardells will entertain. A celebration and program will be held on November 9th to honor the Veterans. The Thanksgiving Dinner on November 22 will honor the local businesses and thank them for their support. On December 14 there will be a fundraiser to appreciate the Center Board at the American Legion. DEER PARK A Halloween Party is being planned. Flu shots will be held on November 2 nd at the Senior Center. Instead of an evening meal to honor Veteran's Day, a noon meal will be served on November 9 Would like to plan a trip somewhere in the month of November. GLENWOOD CITY: Bingo & cards are going well. Blood pressure is no longer being offered. Shirley is going to ask if someone from Glenhaven would like to take blood pressure at the Senior Center. The Soup & Salad Luncheon was cancelled and rescheduled to the month of January. The Thanksgiving Dinner will include an invite to local business people. Flu shots are scheduled for the end of the month. HAMMOND: All activities are going well. No blood pressure after the month of November. Fire drill was on September 28 Participants from the Hammond site enjoyed their trip to Granny's Nook in Roberts and pie & ice cream at Martha's Coffee afterwards. The Bakeless Bake sale will be held in November as the annual fundraiser for the Senior Center. ROBERTS The new bingo game arrived and is being enjoyed by all. Working on setting up a time for the annual fire drill with the Roberts Fire Department. Looking for someone to check blood pressure at the Senior Center. Bette is learning the position and the participants and enjoying everything. HUDSON NEW RICHMOND Not Present RIVER FALLS: A recent presentation on heart disease and when to call 911 was well received. The Foot Clinic is still going strong. The Flu Clinic will be October 31 from 1:00 p.m. — 3:00 p.m. The General meeting will be on October 31S people are encouraged to come in costume. Margaret Ann Bosman will be speaking at the November General meeting. Euchre, Dominoes, Pool, Bridge, and 500 are just some of the weekly activities offered at the River Falls Senior Center. SOMERSET Everything is fine at the Somerset Senior Center. They are in the process of planning events. The participants are pleased that, in retirement, Al is joining them for meals. WOODVILLE Planning a trip to Fanny Hill Dinner Theatre in Eau Claire on Council on Aging Page 5 01/08/07 'December 1S Instead of a costume parry for Halloween, the folks in Woodville will host a plaid and polka dot party. Local business people will judge participants' dress. The presentation and education provided on October 7 th by an antique dealer from Town and County was a big hit — with 50+ people in attendance! Woodville participants are also planning on dressing up and attending the Monster Mash Bash. On November 14 a magician will be entertaining. One of the antique dealers, Randy, would like to present his old film projectors. On November 6 th a story teller named Howard will be visiting the site. Julie would like to start up a monthly shopping trip. Sheriff Hillstead will be coming to the Senior Center regarding the different scams that are out there targeting seniors. The outreach for the senior center as part of the Outreach Committee of the Senior Center Board. VAN TRIPS: Woodville to Eau Claire — December 1 St (using both Baldwin & Woodville vans) Woodville to Menomonie — sometime in November for shopping Deer Park to somewhere — sometime in November A motion was made by John Mortensen and seconded by Rich Peterson; motion carried. ANNOUNCEMENTS AND CORRESPONDENCE POSSIBLE AGENDA ITEMS FOR NEXT MEETING: • Public Hearing for the 85.21 Grant at 9:30 a.m. • Possibility of changing the start time for Council meeting from 8:30 a.m. to 9:00 a.m. A motion to adjourn was made by Irene Burch and seconded by Carolyn Weisenburger; motion carried.
