COUNCIL ON AGING MEETING
November 16, 2006
St. Croix County Government Center
CALL TO ORDER: Council Chairperson Ralph Bader called the meeting to order at
8:30 a.m. Pledge of Allegiance was said.
ROLL CALL: Members present were: Gerald Peterson, Charles Grant, Judy
Harrison, Carolyn Wiesenberger, John Mortensen, Rich Peterson, Al Schrank, Ralph
Bader, Jeanette O'Connell, Irene Burch, and Bette Norman. Also present were: Kjersti
L.O. Duncan, Tracy Davis, Renea Aeschliman, Nancy Abrahamson, Sylvia Heller,
Julie Hillstead, Donna Lamson, Jan Thompson, Shirley Marlette, Marcia Chandler,
and Bettie Anderson. Excused was Art Feyeriesen
ACTION OF PREVIOUS MINUTES: A motion on the minutes was made by Al
Schrank and seconded by Rich Peterson to approve the minutes; motion carried.
DATE OF NEXT MEETING: The next meeting will be held on Wednesday,
December 13, 2006 from 1:00 p.m. to 2:30 p.m. with Long Term Support and Health
and Human Services in the Community Room. The Nutrition Program Managers can
attend the public forum from 3:00 p.m. — 4:30 p.m.
1. Old Business:
Staffing Updates: The Cook's Assistant position in Woodville is still
vacant. We have received 7 applications and interviews will be scheduled for the
week before Thanksgiving. Kjersti stated she is looking to fill the position after
Thanksgiving.
The Benefit Specialist Position: At the County Board meeting on October
31S the Benefit Specialist position was approved as a county position. The vote
was 18 in favor and 13 opposed.
Candidate Forum: There was a good turn-out for the Candidate Forum
held at the Coachman in Baldwin on October 25
Monster Mash Bash: Lots of fun was had by all that attended. Around 100
people attended this year and enjoyed music by Roger Huetmaker and the
Hungyucks.
2. New Business:
Caregiver Awareness Month: Nancy Abrahamson, Caregiver Support
Coordinator, presented information to the council on caregiving. November is
Caregiver Awareness and Alzheimer's Awareness Month. The population of older

individuals is increasing. Additionally, a trend exists where fewer people are
living in institutions and are instead receiving in -home care or residing in assisted
living facilities. Families are smaller, less traditional, and they are "sandwiched"
between raising children and caring for parents.
The Department on Aging received a grant to facilitate a program called
Elder Care in the Work Place in the River Falls area. This program will focus on
providing caregiver education to persons in their places of employment. This
outreach will begin in 2007.
Medicare Part D Outreach Program: Liza Gibson, Benefit Specialist, has
scheduled information sessions in a number of different locations. The next
session will be held on Thursday, November 16 at the Baldwin Senior Center
from 12:30 p.m. — 1:30 p.m. There will be another session in Hudson on Tuesday,
November 21" from 5:30 p.m. — 7:30 p.m. at the St. Croix County Government
Center. Open enrollment started November 15 and will end on December 31
Kjersti informed the council that everyone should review their plans and contact
the Department on Aging if they have any questions or would like assistance.
Long Term Care Reform /ADRC Development Update: Kjersti continues
to work with Ron Lockwood, Long Term Support, and Fred Johnson, Health and
Human Services, on long -term care reform including development of an ADRC in
St. Croix County. There are plans to share staff strengths, resources, and even
space with Long Term Support and Health & Human Resources. More details are
yet to come.
Consumers need to be involved to insure their needs are met now and in the
future through long -term care. The CWAG Senior Statesmanship Program has
been expanded to specifically develop the advocacy skills of older adult related to
issues of long term care reform. This expansion complements a goal in the 2007
Aging Unit Plan for the Department on Aging.
Start time for future Council on Aging meetings: There was discussion
on whether to change the meeting time from 8:30 a.m. to 9:00 a.m. Tracy stated
that meetings are not taking as long as they used to and was wondering if the
Nutrition Program Managers are getting back in time without feeling rushed. Julie
and Sallie stated that they just barely get back in time to set up for the noon meal
and take care of other issues. Kjersti asked what would be the appropriate end
time for Council meetings. A motion was made to keep the meeting time at 8:30
a.m. and attempt to end the meetings by 10:30a.m.; motion passed.
Volunteer Report: Review the attached information.
3. 9:30 85.21 Public Hearing: Tracy Davis opened the hearing at 9:30 a.m. and
handed out sections A — H of the grant for the council members to review. The
total grant is $123,391; the required county match is $24,678; and the projected
revenue is $7,000. Consequently, the total 2007 Specialized Transportation

Program budget is $155,069. The funds will cover the 10 vehicles in the fleet,
drivers' salaries, gas, repairs, contracted services, 40% of Tracy's salary and other
operational needs.
In the first half of 2006, the monies for the grant provided 15,756 one -way
trips. Route expansion and fleet updates on two vehicles are being reviewed for
the future. Tracy asked for questions and/or comments from the Council members.
Council member Charlie Grant asked if the Department on Aging goes through the
County Highway Department when purchasing new vehicles. Tracy replied that
we have access to the same state programs for purchasing as does the Highway
Department. Council member Gerald Peterson asked if we have considered a "no
idling longer than 30 seconds" policy for our vehicles. Tracy stated that there is a
difference between freight vehicles and passenger vehicles and the policy would
not be effective for the job that we do. Council member Rich Peterson wanted to
know more about the transportation provided to those individuals who are under 60
years of age mentioned in the report. Tracy informed the council that we contract
with the St. Croix Valley Disability Transportation Program (SCVDTP) to provide
transportation to those who are under 60 and disabled to go to medical
appointments, social gatherings, employment, and other transportation needs.
SCVDTP also provides transportation to those over 60 and disabled and need
transportation to appointments other than medical appointments (social gatherings
or hair appointments). Council member Charlie Grant asked if the fleet vehicles
are repaired by the County Highway Department. Tracy stated that historically
they have not, but that is something that can be researched and discussed with the
Transportation Committee. Currently all the vehicles are repaired at local repair
shops. Council member Charlie Grant asked if we have any special insurance.
Tracy stated that the vehicles are covered under the county insurance. Hearing
closed at 9:42 a.m.
3. Staff Reports:
Kjersti's Report:
Kjersti reminded everyone of the CWAG petition to encourage our elected
officials to continue Senior Care. The petitions can be mailed to CWAG or dropped
off at the Department on Aging; they need to be mailed back before the end of
December.
Kjersti informed the Council that the "aging information and exchange"
brainstorming session on November 15 co- hosted with AgeAdvantAge, went well.
Professionals and community members from the area were invited and 20 individuals
attended. The group discussed different issues they face in their communities.
Transportation, volunteer recruitment, coordination of services, and income limits for
certain programs were some of the issues brought up and discussed. Kjersti stated she
would like to continue the network group. There is value in collaborating with
Council on Aging Page 3 02/05/07
different agencies to provide the best services we can to older adults in St. Croix
County.
The "Art of Aging" rotating art program is going to continue at the Department
on Aging office. Next month art created by members of the Baldwin Art Club (which
meets at the Baldwin Senior Center) will be featured. Kjersti invited the Council
members to stop by the office and take a look at the art work.
Tracy's Report:
Tracy thanked all of those that helped get the vehicles ready for the annual
inspection. All the vans passed.
She informed the Nutrition Program Managers of a possible Friday trip on
December 1 st — Music for the Winter Season at Christ Lutheran Church in Eau Claire.
The Visually Impaired Outreach Program is a monthly support group meeting
for those with visual impairment and their loved ones. It meets in Hudson at the
Senior Center and transportation is available for those that need it. VIOP also offers
local newspapers and SCAN on tape.
Renea's Report:
Renea explained that bins (filled with bags) have been prepared for each site.
Each bag contains two HeaterMeals for each person on the home - delivered meal
routes. These meals are used in the event that a site is unexpectantly closed. New
donation letters were also handed out which list these HeaterMeals. Nutrition Program
Managers should use this updated donation letter from now on.
Furthermore, the bins can be used to collect items for Secret Santa. A press
release was sent to the local newspapers stating that Secret Santa items can be dropped
off at local Senior Centers. Tracy will pick up the bins at December's Center Board
meetings.
4. Nutrition Program/Senior Center Updates
BALDWIN The Halloween party was held on October 31 and 10 people dressed
up. The number of people coming for bingo has increased. The Thanksgiving Dinner
will be on November 21" with a possibility of 130 people to attend. On December 14
there will be a fundraiser at the American Legion to appreciate the Center Board.
Tickets can be purchased at the Baldwin Senior Center and the Department on Aging
in Hudson.
DEER PARK Elden Spencer is doing a great job as site van driver. The local vets
were recognized on November 9 th at noon. The Volunteer Appreciation dinner is
planned for December 15 It did not go well with the new vendor for this year's flu
shot clinic. No pneumonia shots were available.
GLENWOOD CITY: Cards are going about the same; bingo has picked up a lot on
Tuesdays and Wednesdays. Blood pressure will start up thanks to a volunteer from the
EMT squad. Getting ready for the Thanksgiving Day meal and they are anticipating

between 75 — 80 people with the home - delivered and congregate diners.
HAMMOND: Cards, bingo and birthday parties are going well. The Monster Mash
Bash was a lot of fun. Michelle, from the Hammond Library, is planning to come to
the Senior Center on December 5th and present information on the library's resources.
The Polka Notes will be entertaining at the Christmas party on December 7 Several
are planning to go to the Old Gem Theatre on December 10 th .
ROBERTS The annual fire drill was yesterday and it went reasonable well.
Planning a trip on December 6 th for shopping, but the participants do not want to use
the van. On December 12 they will be going to the Old Gem Theatre. They are
hoping to plan a trip to look at Christmas lights. A lunch out is being planned at
Martha Coffee & Cream in Roberts.
HUDSON Everything is going very well. Many went to visit a former participant at
the Woodville Nursing home and then went to the Red Barn for lunch afterwards.
Everyone enjoyed a wonderful Thanksgiving dinner the other day with tap dancers for
entertainment. Bingo is going well, but there was time when the participants would
rather exercise than play bingo. Monthly birthday party is planned for tomorrow. A
holiday light tour is in the works for next month. A Christmas luncheon with Jerry and
Georgia Adams is being planned.
NEW RICHMOND Thanksgiving dinner will be in Deer Park. The Monster Mash
Bash was fun. December 14 John & Maureen Brunner will be entertaining at the
Christmas party. Regular activities are going well and cards are played after lunch.
Christmas light trip has been discussed for next month.
RIVER FALLS: Bette invited the participants from Roberts to come and eat lunch
when they go to River Falls for shopping. Foot Care was yesterday and will be held on
December 20 next month. Bingo is played once a month. Christmas party will be
December 4 th at the West Wind in River Falls and there will be door prizes. Iry Heider
will be playing in December for the last time until spring.
SOMERSET A nice retirement party was held for Al Wettig, van driver. A little
Halloween party was held last month. Some of the "snowbirders" are leaving for the
winter. Deerfield residents are coming for the Thanksgiving lunch. Exercise is taking
place on Mondays. Bingo is held everyday. St. Anne's kids have been coming and
making tray favors for Westfield's.
WOODVILLE On December 1 St around 20 people will be going to Fanny Hill in
Eau Claire. November 14 a magician entertained at the site and he was really good.
The "Polka Dot and Plaid Party" was on October 31 and the paper came and took
pictures. The Thanksgiving meal will be on November 21" and Julie is making nut
cup holders to go on the tables. Scarpbooking and digital photography are two hobbies
that Julie enjoys and would like 'to start up at the site. Silent Auction will be held in
February. The antique dealers will be coming back to Woodville in the future. In the
month of December, on Mondays & Wednesdays, Christmas movies will be played to
get people in the spirit of the season. On December 19 there will be the Christmas

party with the Cardells and Santa Claus. Exercise will be starting up on Tuesdays.

carried.
