COUNCIL ON AGING MEETING
March 22, 2006

CALL TO ORDER Council Chairman Ralph Bader called the
meeting to order at 8:30 a.m. Pledge of Allegiance was said.
ROLL CALL Members present were: Gerald Peterson, Irene
Burch, Richard (Buzz) Marzolf, Alice Mullan, Carolyn
Weisenburger, Al Schrank, Bob Jacobson, Jeanette O'Connell,
Ralph Bader, and Bette Norman. Also present were: Kjersti L.O.
Duncan, Tracy Davis, Renea Aeschliman, Donna Lamson,
Lorraine Jacobs, Cindy Helmke, Julie Hillstead, Sallie Dull,
Sylvia Heller, Marcia Chandler, and Janice Thompson. Excused
were John Mortensen and Rich Peterson.
ADOPTION OF AGENDA A motion was made by Al Schrank
and seconded by Gerald Peterson to adopt the agenda as printed;
motion carried.
DATE OF NEXT MEETING The next meeting will be held on
Thursday, April 13, 2006.
ACTION OF PREVIOUS MINUTES A motion on the
amended minutes was made by Richard Marzolf and seconded by
Bob Jacobson to approve the minutes; motion carried.
Introductions: Liza Gibson introduced herself as the
Department on Aging's new Benefit Specialist. Having started
in this position February 21 she was able to overlap with Sue
Kramer and receive orientation and training during the past
month. Liza worked with the Family Care Program in Madison
and has strong experience with other community nonprofits.
UNFINISHED BUSINESS
Medicare Part D: At this time, there is a lull in the number of

calls and inquiries received regarding Medicare Part D.
However, we anticipate an increase in calls with the upcoming
May 15 deadline for beneficiary enrollment.
Senior Center Board Training: Kjersti & Tracy coordinated
training for the current Senior Center Board members. Held on
February 23 rd , it was hosted at the Glenwood City Senior
Center. This training provided a good opportunity for the
different board members to meet and network. Different topics
were discussed and outlined in a procedures manual including:
qualities of leadership, strategies for marketing, tips for
advocacy, ideas for recreational and educational programming,
and suggestions for fundraising. With the realities of changing
demographics in our communities, Senior Center Board
members have been challenged to develop programming and
outreach strategies that attract the diverse interests and needs of
persons 60 years and older.
NEW BUSINESS:
Volunteer Recognition: This year's volunteer recognition
banquet will take place on Wednesday, April 19 at the Valley
House in North Hudson. Individuals who have donated over 10
hours of time are invited to the Volunteer Banquet. Nutrition
Program Managers were reminded of the importance of
informing volunteers to record their volunteer hours. Not only
are volunteers recognized for their efforts with this event, but
the Department on Aging receives funding as a direct result of
having matching in -kind hours.
Transportation Committee Report: In the year 2005 the site
vans provided 22,375 one -way trips. The capital improvement
plan calls for us to update the fleet on a regularly scheduled
basis. We are looking to purchase another accessible mini van.

Tracy is trying to "piggy- back" on the state bid by using some
of the trust fund money and collaborating with Aging &
Handicapped, Inc. Gerald Peterson, along with the rest of the
transportation committee members, recommend that Tracy
continues to develop the specs, get the bids, and purchase a new
accessible vehicle for the fleet. A motion was made to accept
the recommendation by the Transportation Committee by Irene
Burch and seconded by Jeanette O'Connell.
The Personal Committee for the Council on Aging completed
the evaluation for Kjersti to be turned into the Personal office.
Volunteer Report: Volunteers are needed for transportation to
dialysis on a day to day and weekly basis. There are also home -
delivered meal volunteers needed for the Hudson and Glenwood
City areas. The DayAway Club in Hudson is in need of
volunteers on Thursdays. Friendly visiting is needed in New
Richmond area and some light housekeeping in Woodville and
River Falls areas.
STAFF REPORTS
Kiersti's Report:
Sue Kramer's reception was last week; unfortunately the
weather did not cooperate. Regardless, Sue appreciated all the
warm wishes sent her way.
Dianne Rhein, spoke at the last meeting regarding the state's
ongoing promotion of Aging and Disability Resource Centers.
Since that meeting, Kjersti has met with Fred Johnson, Director of
St. Croix County Health & Human Services and Ron Lockwood,
Long Term Support Supervisor, and discussed being at the fore
front of the movement in St. Croix County. Kjersti is advocating
for the Department on Aging to take the lead in the development
of a St. Croix County ADRC. The Department on Aging already
provides many of the services and programs required by the
Council on Aging Page 3 05/09/06
ADRC. Additionally, the Department on Aging's strengths and
foundational structure naturally lend themselves to this role.
Starting April 1S meals will no longer be served at
Croixview Apartments in Hudson. On average 8 residents (out of
55 units) took advantage of this meal option. Participants will be
encouraged to dine at the Hudson Senior Center, Tuesdays
through Thursdays.
Kjersti updated the COOP /COOG disaster preparedness plan.
Updates will also be made and clarified for the Nutrition Program
Site closing procedures. A telephone tree will be created to
ensure, in the case of a snow day or other incident, that home -
delivered meal participants are informed of closings. Currently,
sites are closed when local schools are closed due to inclement
weather.
Tracy's Report: Card Tournaments start on March 29th at the
Woodville Senior Center.
Tracy, Cindy Ahrens, Renea Aeschliman, Julie Hillstead,
Sallie Dull, Janice Thompson, Al Schrank, and Nada Olson
attended the 18 Annual Senior Americans' Day in Eau Claire on
Tuesday, March 21 St
A moment of silence was observed for the passing of Jerry
Maes, long term van driver for the Woodville Senior Center.
SITEXENTER REPORTS
BALDWIN Bingo is going well; the prizes of food go over very
well. Dances are going to be held twice a month. This spring,
knitting lessons will be offered. The number of card players is
increasing and the monthly card party is the 3 rd Wednesday of the
month. The site is in need of a new computer. Sallie picked up
some information from the Eau Claire Senior Center and would
like to schedule a visit there. "The Table of Knowledge" (Mens'
Coffee Klatch) meets every morning at the Senior Center and is
sponsored through the Senior Center Board. The intergenerational

essay contest (in recognition of Older Americans' Month) was
well received. Essays are ready to be handed in for the state -level
competition.
DEER PARK With the bad weather, the St. Patrick's Day
activities had to be cancelled. The participants and Janice enjoy
the monthly activities sheets that Kjersti created.
GLENWOOD CITY: Shirley has been ill and will return to work
on April 1St
HAMMOND: Several participants enjoyed watching Nunsense
at the New Richmond Theatre. Activities are all going well.
Donna has been using the monthly activities sheets. In February
they had a very nice Valentine's Day party with prizes. The card
players are looking forward to the card tournament. Donna is
working on scheduling massage at the Senior Center.
ROBERTS Not present.
HUDSON Everything is going very well. Bingo & exercise is
excellent. Everyone is enjoying the monthly birthday parties.
Currently there is no Foot Care person and they are looking for a
replacement. Corned Beef and cabbage was served for St.
Patrick's Day.
NEW RICHMOND Not present.
RIVER FALLS: Dominoes are played on Tuesdays. AARP tax
assistance will also be made available on Tuesdays until tax
season is done. The average number of congregate diners is 15
people. The annual pancake breakfast is going to be held April
23 at the Moose Lodge. The Girl Scout troops in the area made
leprechauns and favors for the Senior Center and the home bound.
The foot clinic is going well; it is a very popular activity. On
June 15 a bus trip will leave from Ellsworth to see the play
"Don't Dress for Dinner" at the Old Log Theatre. The event will
cost $42.00 which includes transportation, the play, and lunch.

SOMERSET A big group of participants took advantage of the
AARP tax assistance. The home - delivered list has increased and
Al is working very hard at delivering them. Eloris Rivard
volunteers to take blood pressure once a month. The St. Anne's
kids still come and make tray favors, with the participants, for the
Holy Family Hospital. The intergenerational/Older Americans'
Month essays have come in from the St. Anne's kids and Camilla
Langness is picking the others from the public school.
WOODVILLE Went to New Richmond in February for
shopping and a movie. They have started movie day once a
month and it has been a big success. Jack Samson entertained
the participants on February 21 On March 28 , a local author,
Betty Brandt, will talk about writing down your family history.
Bunco has started on the third Wednesday of the month and at the
end of April there will be a flower swap. A painting day is in the
works along with other activities that Julie found in a big book
hidden in a cupboard.
VAN TRIPS:
All Senior Centers — March 31 St — to Chippewa Falls for CWAG
conference.
A motion to approve the van trips was made by Irene Burch and
seconded by Bob Jacobson. Motion carried.
ANNOUNCEMENTS AND CORRESPONDENCE
The District 6 meeting for CWAG has changed to March 31 at
the Chippewa Falls Senior Center instead of March 17 th .
Senior Resource Fair is scheduled for May 12 at the YMCA
in New Richmond. This event is being sponsored by The
Department on Aging, the Deerfield, Holy Family Hospital, and
the New Richmond YMCA. The event is free of charge with a
lunch provided.
The Outstanding Older Adult Award winner will be

recognized at the St. Croix County Fair on Friday, July 21
The Aging Summit will focus on Long Term Care this year.
The flyers and date saver are yet to come.
St. Croix County Public Health office will be promoting
health throughout the month of April by putting together a mock
grocery store and dining area. There are a variety of dates and
times available to attend their Open House in New Richmond.
Posters were given to each Nutrition Program Manager.
The CWAG convention will be in Appleton on May 31St —
June 2nd
