OBJECT TYPE: POWTS The Department has reviewed the request to release the mound restriction on the above referenced property. This request is supported with information that indicates this property is acceptable for development with a below grade soil absorption type private sewage system with a mound system as a replacement system. Therefore, the Department waives the above mentioned restriction and has no objection to the development of this property provided that the private sewage system is constructed in accordance with the applicable requirements of Chapter Comm 83, Wisconsin Administrative Code. Conditional certification is hereby granted to waive the mound system restriction for the initial or primary soil absorption system provided the following condition(s) are met: 1. That the release and waiver of this lot restriction for the initial or primary soil absorption system be incorporated into a correction instrument under s. 236.295, Wis. Stats. The replacement system will still be a mound system. This should eliminate future questions regarding the restriction on the recorded plat. 2. This lot has two preplanned soil absorption system areas, and as such no development (except system installation) shall occur within the preplanned areas. The mound area includes a 25 foot zone down slope of the mound perimeter that may not be compacted during house construction and lot development. The entire mound area including the 25 foot down slope area should be fenced off to prevent disturbance during construction. In addition, development adjacent to the preplanned area (i.e. Lot 22) shall meet appropriate setbacks so as not to jeopardize initial or replacement private sewage system installation. Pursuant to Com 87.04 (7) (a) 2., Wis. Adm. Code, any changes to the location or extent of the preplanned area will require Department review and approval. This certification does not include review of the design for the proposed private sewage system. All other applicable criteria, as contained in chapter Comm 83, Wisconsin Administrative Code, must be met prior to issuance of the sanitary permit for a project at this site. All permits required by the city, village, township or county shall be obtained prior to installation. My findings have verified that the soil conditions as reported by Mr. Nelson are accurately described. Mr. Nelson provided an additional soil boring per my request to verify that the proposed system was not being installed in fill material. I'm satisfied that the addition boring meets the code requirements. The soils at this site are suitable for subsurface sewage disposal with a loading rates of 0.7/0.8 GPD /sq.ft. I have contacted the county for their copy, but they weren't sure that an onsite was conducted yet. 3. Mound bore hole information including elevation data (to determine mound orientation). I realize that this isn't your information, but it needs to be submitted for a complete review. 4. Mound dimensions. In my opinion, the two trench mound will be 6 feet wider than you depict which pushes the buildable area further east. The deeper soil boring information you submitted appears adequate. However, you do not make mention anywhere that the lot will have to be cut down 0.82 (2 B -3) to 2.23 (@ B-4) feet to accommodate standard trenches. Tom: I do not believe that you have adequately addressed my concerns on your submittal for Lot 21 in Troy Village. The additional information I received from you on May 6, 1999, consisted of the soil test page 1 of 1 with a revised system elevation. The trench elevation for between B -2 and B -3 (90.5') is adequate. However, using the elevation of B -1 or B -4 does not allow for a trench depth of 89.0' as you suggest because the top of the distribution pipe is not at least 8 inches below the original (natural) surface as required by Com 83.13(6)(a). The only elevation that works out at B-4 is at exactly 88.06' when consideration is given to the depth of fill (to 89.73') and minimum code requirements. The 88.06 foot elevation assumes that the filling was 100% uniform (no deeper than 89.73') across the tested area. C you_guarantee t his accuracy without additional borings? Again, note that maximum cover over the distribution pipe is 3.5 feet. This means that finished grade cannot be greater than 88.06 +0.83 +3.5 or 92.39' which is almost 2 feet lower than your current reported surface grade at B-4. Will this site be terraced to accommodate the system �PSian� I believe that your revised report form still has the incorrect legal description for this parcel. It should be SE, NE, 24, 28, 20W, and the correct name of the plat is Troy Village not Troy Burne Village. The owners may market the lots inder Trott' Burne Village, but the plat's legal name is Troy Village. Please make corrections. You have not provided the mound plan view and cross section as requested in my FAX so I can verify that the proposal for mound preplanning is acceptable. Tank inspections must include a visual inspection of the tank(s) to identify any missing or broken hardware, identify any cracks or leaks, measure the volume of combined sludge and scum and to check for any back up or ponding of effluent on the ground surface. The dispersal cell(s) shall be visually inspected to check the effluent levels in the observation pipes and to check for any ponding of effluent on the ground surface. The ponding of effluent on the ground surface may indicate a failing condition and requires the immediate notification of the local regulatory authority. When the combined accumulation of sludge and scum in any tank equals one -third (Y or more of the tank volume, the entire contents of the tank shall be removed by a Septage Servicing Operator and disposed of in accordance with chapter NR 113, Wisconsin Administrative Code. All other services, including but not limited to the servicing of effluent filters, mechanical or pressurized components, pretreatment units, and any servicing at intervals of :512 months, shall be performed by a certified POWTS Maintainer. A service report shall be provided to the local regulatory authority within 10 days of completion of any service event. GMW (4/01) Page 2 of 2 START UP AND OPERATION For new construction, prior to use of the POWTS check treatment tank(s) for the presence of painting products or other chemicals that may impede the treatment process and /or damage the dispersal cellls). If high concentrations are detected have the contents of the tankls) removed by a Septage servicing operator prior to use. System start up shall not occur when soil conditions are frozen at the infiltrative surface. During power outages pump tanks may fill above normal highwater levels. When power is restored the excess wastewater will be discharged to the dispersal cell(s) in one large dose, overloading the cell(s) and may result in the backup or surface discharge of effluent. To avoid this situation have the contents of the pump tank removed by a Septage Servicing Operator prior to restoring power to the effluent pump or contact a Plumber or POWTS Maintainer to assist in manually operating the pump controls to restore normal levels within the pump tank. Do not drive or park vehicles over tanks and dispersal cells. Do not drive or park over, or otherwise disturb or compact, the area within 15 feet down slope of any mound or at -grade soil absorption area. Reduction or elimination of the following from the wastewater stream may improve the performance and prolong the life of the POWTS: antibiotics; baby wipes; cigarette butts; condoms; cotton swabs; degreasers; dental floss; diapers; disinfectants; fat; foundation drain (sump pump) water; fruit and vegetable peelings; gasoline; grease; herbicides; meat scraps; medications; oil; painting products; pesticides; sanitary napkins; tampons; and water softener brine. ABANDONMENT When the POWTS fails and /or is permanently taken out of service the following steps shall be taken to insure that the system is properly and safely abandoned in compliance with chapter Comm 83.33, Wisconsin Administrative Code: • All piping to tanks and pits shall be disconnected and the abandoned pipe openings sealed. • The contents of all tanks and pits shall be removed and properly disposed of by a Septage Servicing Operator. • After pumping, all tanks and pits shall be excavated and removed or their covers removed and the void space filled with soil, gravel or another inert solid material. CONTINGENCY PLAN If the POWTS fails and cannot be repaired the following measures have been, or must be taken, to provide a Code compliant replacement system: A suitable replacement area has been evaluated and may be utilized for the location of a replacement soil absorption system. The replacement area should be protected from disturbance and compaction and should not be infringed upon by required setbacks from existing and proposed structure, lot lines and wells. Failure to protect the replacement area will result in the need for a new soil and site eval ation to establish a suitable repl ement area.
