Tank inactions must include a visual inspection of the tankla) to identify any missing or broken twdwaare, identify any cracks or leaks, measure the volume of combined sludge and scum and a check for any back up or ponding of effluent on the ground surface. The dispersal ceRs) shall be v6uvAy inspected to check the effluent levels in the observation pipes and to died* for any ponding of effluent on the ground surface. The pending of effluent our the ground surface may huRrAte a fsifing condition and requires the anrrrdiate notification of the local regulatory authority. When the rxunbined accumulation of smudge and scum in any treatment tank equals one-third (Y,,) or more of the tank volume, the entire contents of the tank shall be removed by a Septage Servicing Operator and disposed of in accordance with chapter NR 113, Wisconsin Administrative Code. All other services, including but not limited to the servicing of effluent filters, mechanical or pressurized components, pretreatmen• units, and any servicing at intervals of 512 ,months, she# be performed by a certified POWTS Maintainer. A service report shall be provided to the local regulatory authority within 10 days of completion of any service event. GMW 12102) START UP AND OPERATION Page of For new constriction, prior to use of the POWTS check treatment tank(S) for the presence of painting produces, solvents or other chemlcats that may ai de the treatment process and/or Asmsge the sod dsPOrsal cell(s tf high concentrations are detected have the contents of the tank(s) removed by a septa" servicing operator prior to use. System start up shag not occur when soil conditions are frozen at the infiltrative surface. During extended power outages pump tanks may fill above normal highwater levels. When power is restored the excess wastewater will be discharged to the dispersal cell{st in one balls dose and maV overload therm resulting in the backup or surface discharge of effluent. To avoid this situation: have the cDrltwft of the PUMP tank removed by a Septage Servicing Operator prior to restoring power to the effluent pump or contact a Plumber or POINTS Maintainer to assist in manually operating the pump controls to restore normal levels withm the pump tank. Do not drive or park vehicles over tanks and disparsel colts. Do not drive or park over, or otherwise disturb or compact, the area within 15 feet down slope of any mound or at -grade sod absorption area. Reduction or elimination of the following from the wastewater stream may improve the performance and protatg the Iife of the POINTS: antibiotics; baby wipes; cigarette butts: condoms; cati swabs; degreasers; dental floes; diapers; disinfectants; fa t+ foundation drain (sump pump) discharge; fruit and vegetable peelings; gasoline: Wee": herbicides: meat sue; medications; oil; painting products; pesticides. sanitary naps; tampons; and water softener brine. ABANDONMENT When the POINTS fails and/or is permanently taken out of service the following std shall be taken to insure that the system is properly and safely abandoned in compliance with chapter Comm 83.33, Wistxmsin Administrative Code: • All piping to tanks and pits shall be disconnected and the abandoned pipe openings sealed. • The contents of all tanks and pits shag be removed and property disposed of by a Septage Servicing Operator. • After pumping, all tanks and pits shag be excavated and removed or their covers removed and the void space filled with soil. gravel or anottwr inert solid material. CONTINGENCY PLAN If the POINTS fags and cannot be repaired the following measures have been, or must be taken, to provide a code compliant replacement system: A suitable replacement area has been evaluated and may be utilized for the location of a replacement soil absorption system- The replacement area should be protected from disturbance and compaction and should not be infringed upon by mquwead setbacks from existing and proposed structure. lot Tines and wads. Failure to protect the replacement area will result in the need for a new sort and site evaluation to establish a sine replacement area. Replacement system must comply with the riles in effect at that time. ❑ A suitable replacement area is not available due to setback and/or soil limitations. Barring advances in POWTS technology a holding tank may be installed as a last resort to replace the failed POWTS. ❑ The site has not been evaluated to identify a suitable replacement area. Upon failure of the POINTS a soil and site evaluation must be performed to locate a suitable replacement area. If no replacement area is available a holding tank may be installed as a last resort to replace the failed POWTS. ❑ Mound and at -grade soil absorption systems may be reconstructed in place following removal of the biomat at the infiltrative surface. Reconstructions of such systems must comply with the rules in effect at that time. < C WARNING> > SEPTIC, PUMP AND OTHER TREATMENT TANKS MAY CONTAIN LETHAL GASSES AND/OR INSUFFICIENT OXYGEN. DO NOT ENTER A SEPTIC, PUMP OR OTHER TREATMENT TANK UNDER ANY CMCLWAWAN►CES. DEATH MAY RESULT. RESCUE OF A PERSON FROM THE INTERIOR OF A TANK MAY BE DIFFICULT OR IMPOSSIBLE. This plan will be reviewed by me so I suggest that you send it to our La Crosse Office for processing with a note to my attention. I will notify that office to be on the look out for the plan. The stipulation on the waiver approval letter is that any changes in the location or extent of the preplanned area would require Department review and approval. Based on the cited stipulation, it is my opinion that any change in location would require a plan review by the department. Simply stated, the proposed plans must be submitted for rdepartment eview and approval even if they are for a system that would normally have been reviewed by the county. Additional waivers or interaction with the Plat Review Section for example are not required. The review fee should be $175.00 for DComm review of a below grade system. The plan submittal should sent to the La Crosse or Hayward office and request review by me. They will forward the plan to me for review. - - - -- Original Message---- - From: Pam Quinn To: 'ljansky @commerce.state.wi.us' Sent: 5/12/03 11:10 AM Subject: Troy Village Lot 27 Hey Leroy! My findings have verified that the soil conditions as reported by Mr. Nelson are accurately described. The soils on these lots are suitable for subsurface sewage disposal with loading rates of 0.5/0.6 and 0.7/0.8 GPD /sq.ft. I'm also concerned that a large portion of the tested area on lots 23, 27 -29 and 112, was disturbed due to the fact that the borings got quite large during excavation and were open for such a long time. Specifically, I'm concerned that when these borings are back filled, some of the subsoil will mix with the coarser soils, thus affecting the infiltration rate. If you have any questions regarding this issue, please contact me at the number listed above. DESCRIPTION: MOUND RESTRICTION RELEASE s The Department has reviewed the request to release the mound reN on the above referenced property. This request is supported with information that indjcatigJI4 property is acceptable for development with a below grade soil absorption type private sewage system. Therefore, the Department waives the above mentioned restriction and has no objection to the development of this property provided that the private sewage system is constructed in accordance with the applicable requirements of Chapter Comm 83, Wisconsin Administrative Code. Conditional certification is hereby made to waive the mound system restriction for this lot provided the following condition(s) are met: 1. The release and waiver of this lot restriction for the below grade absorption system should be incorporated into a correction instrument under s. 236.295, Wis. Stats. This recommendation will eliminate future questions regarding the restriction on the recorded plat. 2. Both soil absorption system areas on this lot are preplanned, and as such no development shall occur in the preplanned area and development adjacent to the preplanned area shall meet appropriate setbacks so as not to jeopardize private sewage system installation. Pursuant to Com 87.04 (7) (a) 2., Wis. Adm. Code, any changes to the location or extent of the preplanned area will require Department review and approval. This certification does not include review of the design for the proposed private sewage system. All other applicable criteria, as contained in chapter Comm 83, Wisconsin Administrative Code, must be met prior to issuance of the sanitary permit for a project at this site. All permits required by the city, village, township or county shall be obtained prior to installation.
