Comm 83.03 (3) Wis. Adm. Code requires the department to waive restrictions or prohibitions placed on a lot or outlot as a result of its plat review conducted under s. 236.12, Stats., if the POWTS proposed for the lot complies with Comm 83. Several acceptable POWTS system options exist for this lot, including the use of a mound system. The submitting party has supplied adequate information that confirms the above referenced lot Is acceptable for development using a Private Onsite Wastewater Treatment System ( POWTS) permitted by Comm a3. Therefore, the department has no objection to the development of the property with a POWTS other than a mound system provided that the following conditions are met. 1. The state sanitary permit to install a POWTS on this lot shall be based on a complete and current soil and site evaluation that (nests the requirements of both Comin 83 and Cowin as. L1- Soil conditions on this lot vary considerably and no two reports on file seem to actually verify the original test results. Therefore, It would be unacceptable to base a final system design and permit on the undated report by CST Nelson since its' accuracy appears questionable. The final site selected should avoid silty inclusions that might lead to questionable suitable conditions. In addition, CST Nelson's B -6 is unacceptable for a below grade system because it does not meet the requirements of Comm 85.30(3)(x)2, in that the redox features are not located In a silt loam or finer texture. County verification of the final test results is recommended. This certification does not include specific review of the POWTS design. All applicable criteria, as contained In Comm 81 - 85, Wis. Adm. Code, must be met prior to issuance of a sanitary permit for a POWTS at this site. In addition, all permits required by the state or the local municipality shall be obtained prior to commencement of construction, installation or operation of a POWTS. Jayne Lathrop cc: Plat Review S &B WWS Phone (608/266 -3200) Lot 29 Troy Village Mound Release Chronology 4/28/03 — performed an additional on -site soil verification to provide adequate tested area for a conventional system — memo and soil report prepared. 5/6/03 — mailed packet of information to State including memo documenting 4/28/03 soil on -site with cover letter (dated 4/3003) requesting mound restriction release plan review. 5/27/03 — contacted Leroy to find out if he'd received the letter from plat review. He informed me of a change in the P.O. Box address and gave me a contact phone number. I called and talked to Jim with office of Land Information Services, who informed me that they had never received the packet and also needed a review fee to accompany it. Contacted Jason Ducheine to obtain the fee and sent a new packet out to the correct address on 5/28/03. 6/5/03 — Brady dropped off an application and house plan for the proposed conventional system. I reviewed 6/6/03 and found that Brady was not informed of the conditions regarding sizing and soil application rates that I put in the mound release letter. Faxed his office a copy of the letter and he will have to authorize amending the application for the correct dispersal area and system sizing. 6/6/03 — followed up with a phone call to Land Info. Services.and talked to Don, who could not provide confirmation where the mound release letter packet was in the review process. He recommended we talk to their receptionist on Monday (6/9/03) to track it down. Tom Nelson completed a soil report (undated, approx. 1999), which was included in a group of onsite verifications done on 9/15/99 for neighboring lots. Rod Eslinger had made notes on the report, but somehow it was not included in the request for mound restriction releases back then. My onsite report and amended site plan confirm Tom's findings that a conventional system would be acceptable, but specific conditions and restrictions will be included in the sanitary permit. My test location (B7) was 10 -15' east of Tom's B4, but conditions observed were different than his description. No coarse sands were found, but a silt inclusion was found that contained redox features and appeared to affect water movement in the sands adjacent to it. Since I can't predict whether it was spherical or an elongated deposit, the permit will be contingent on 1) using a _ l ower soil application rate of 0.5 gpd/sq.ft. in case the excavation encounters more restrictive deposits within the sand horizons and 2) POWTS installer must have extra chambers on hand to compensate for soils that may not provide any treatment e.g. a 6' long mottled silt loam deposit in the trench. Rod stated that similar soil conditions have occurred on this subdivision and that it wou a acceptable to allow a conventional system as long as the installer complies with the permit restrictions. We will require that the trenches NOT be backfilled until a POWTS inspector has verified adequate dispersal area and soils within the system. The sands below the silt inclusion were moist, but not wet, so we concluded that the redox features were not a result of high water table on this lot. Sec 24 Town of Troy — Lot 29 in Troy Village, Troy Development) On April 28, 2003 a soil on -site was completed due to a conflicting soil report that indicated soil conditions acceptable for a conventional septic system. Tom Nelson completed the original soil report sometime in 1999 (undated,) This on -site was required as part of the review for a proposed mound restriction release. Staff (Pam Quinn) has determined that this site is suitable for a proposed conventional septic system with specific restrictions for system elevation and soil application rate to be used for installation. The day was clear and sunny with temperatures in the upper 60's at 11:30 a.m. An excavated pit was completed approximately 15 ft. away from Boring B4 to provide additional length to the tested area. Distinct redox features were observed in the second horizon, which would preclude a mound within the tested area. However, the finer textured horizons overly sandy soils and the redox features may be a result of textural change, per Comm 85.30(3) 2. To further complicate matters, an apparent inclusion of silt loam was encountered in the west wall (best exposure for viewing colors) within the sandy 4 th horizon. The inclusion was approx. 3 ft. wide and extended from 55" to 72" in the pit wall. It had prominent mottles and the sands adjacent to it on either side contained patches of bright iron oxide staining (not circular, reduced areas). The sand was not saturated. There were other smaller mottled fine- textured deposits on the north and east wall, but additional profiles descriptions were not documented. The boundary between the sand and silt loam was broken i.e. the deposit was not a continuous layer with an irregular boundary. The pit was extended to at least 2 feet below the inclusion to determine whether saturated conditions existed. The sands were medium, moist, loose single grain with no evident redox features. See staff recommendations in the accompanying mound restriction release request regarding q g g feasibility for installation of a conventional septic system. Tank inspections must include a visual inspection of the tank(s) to identify any missing or broken hardware, identify any cracks or leaks, measure the volume of combined sludge and scum and to check for any back up or ponding of effluent on the ground surface. The dispersal cell(s) shall be visually inspected to check the effluent levels in the observation pipes and to check for any ponding of effluent on the ground surface. The ponding of effluent on the ground surface may indicate a failing condition and requires the immediate notification of the local regulatory authority. When the combined accumulation of sludge and scum in any tank equals one -third (Y or more of the tank volume, the entire contents of the tank shall be removed by a Septage Servicing Operator and disposed of in accordance with chapter NR 113, Wisconsin Administrative Code. All other services, including but not limited to the servicing of effluent filters, mechanical or pressurized components, pretreatment units, and any servicing at intervals of 512 months, shall be performed by a certified POWTS Maintainer. A service report shall be provided to the local regulatory authority within 10 days of completion of any service event. Page of y START UP AND OPERATION For new construction, prior to use of the POWTS check treatment tank(s) for the presence of painting products or other chemicals that may impede the treatment process and /or damage the dispersal cell(s). If high concentrations are detected have the contents of the tank(s) removed by a septage servicing operator prior to use. System start up shall not occur when soil conditions are frozen at the infiltrative surface. During power outages pump tanks may fill above normal highwater levels. When power is restored the excess wastewater will be discharged to the dispersal cell(s) in one large dose, overloading the cell(s) and may result in the backup or surface discharge of effluent. To avoid this situation have the contents of the pump tank removed by a Septage Servicing Operator prior to restoring power to the effluent pump or contact a Plumber or POWTS Maintainer to assist in manually operating the pump controls to restore normal levels within the pump tank. Do not drive or park vehicles over tanks and dispersal cells. Do not drive or park over, or otherwise disturb or compact, the area within 15 feet down slope of any mound or at -grade soil absorption area. Reduction or elimination of the following from the wastewater stream may improve the performance and prolong the life of the POWTS: antibiotics; baby wipes; cigarette butts; condoms; cotton swabs; degreasers; dental floss; diapers; disinfectants; fat; foundation drain (sump pump) water; fruit and vegetable peelings; gasoline; grease; herbicides; meat scraps; medications; oil; painting products; pesticides; sanitary napkins; tampons; and water softener brine. ABANDONMENT When the POWTS fails and /or is permanently taken out of service the following steps shall be taken to insure that the system is properly and safely abandoned in compliance with chapter Comm 83.33, Wisconsin Administrative Code: _0 All piping to tanks and pits shall be disconnected and the abandoned pipe openings sealed. • The contents of all tanks and pits shall be removed and properly disposed of by a Septage Servicing Operator. • After pumping, all tanks and pits shall be excavated and removed or their covers removed and the void space filled with soil, gravel or another inert solid material. CONTINGENCY PLAN If the POWTS fails and cannot be repaired the following measures have been, or.must be taken, to provide a code compliant replacement system: ❑ A suitable replacement area has been evaluated and may be utilized for the location of a replacement soil absorption system. The replacement area should be protected from disturbance and compaction and should not be infringed upon by required setbacks from existing and proposed structure, lot lines and wells. Failure to protect the replacement area will result in the need for a new soil and site evaluation to establish a suitable replacement area.
