Emergency Management and Communications Committee
August 23, 2006
PRESENT: Chuck Mehls, Buck Malick, Julie Speer, John Borup, Denise Gunderson, Bill Crammer -

Chairman Mehls called the meeting to order at 9:00 a.m.
The April 10, 2006 and April 17, 2006 Minutes were approved on a Mehls/Malick MOTION.
The July 6, 2006 Minutes were approved on a Malick/Gunderson MOTION.
The August 15, 2006 Minutes were approved with one change on a Malick/Borup MOTION.

Emergency Service Agency Representative's Concerns and Issues
A. Sheriffs Dept. — Nothing
B. Municipal Law Enforcement — Briggs informed that once the MDCs are installed, there is still
approximately one hour more of installation for departments to be connected to the State Network.
C. Fire Services — Not in Attendance
D. EMS Services — Nothing
Scott Knudsen reported on the River Patrol, along with a handout. The incidents are lower in 2006 than
in 2005. The Camp Ground owners are willing to pay for law enforcement personnel to patrol their
grounds.
Emergency Communications Dept. 2007 Budget
Kollman explained his budget, along with a handout. Kollman is asking for one FT position and two 70%
positions and equipment. The Committee discussed it. A Malick/Borup MOTION was made to forward
this budget but take out the Storage Bldg. cost and Narrow Band Equipment costs and defer these until
next year and approve the new position requests.
Emergency Management Dept. 2007 Budget
Colvard explained his budget, along with a handout. Colvard explained that most line items in the budget
are the same or less than the previous year. A Gunderson/Speer MOTION was made to approve this
budget.
Emergency Situations Requiring Mandatory Employee Response
Corporation Counsel has researched this subject and a handout was given to Committee. The County has
this right.
Deputy EM Director
C. Whiting did not attend this meeting. He will be asked to attend next month's meeting. Colvard will
gather information such as what classes need to be taken in order to perform the duties of a Deputy EM
Director and what are the duties of a Deputy EM Director in the event of an emergency incident.
Maps for Emergency Services
B. Budrow will be asked to attend next month's meeting and report on the updating of maps.
MOU with the Village of Baldwin for Sheltering
The Committee reviewed and discussed this handout. The door key situation needs to be addressed and
also a priority use listing needs to be attached. It will then be given to Corporation Counsel for review.
Director's Report — Emergency Communications
Kollman reported that the Cellular E911 Project is all installed; people are trained. All is operating except
the map portion nor have people been trained on the map portion. Kollman is awaiting a Performance
Bond from BearCom. A Borup /Gunderson MOTION was made to delegate Malick to bring the
Performance Bond issue to Corporation Counsel for interpretation and also to the Finance Committee and
Chuck Whiting.
Kollman informed that the Fire Repeater Projects have not been installed.
The Radio Console Project is in the process of being installed; it will be complete by Sept. 18 at which
time EC will switch over to it.
Director's Report — Emergency Management
Colvard will complete the NIMS Compliance form and forward to Malick for signature.
The Pre - Disaster Mitigation Grant has been approved by the County Board.
Colvard reported on the River Falls Water Dept. Exercise. He also stated that New Richmond and
Hudson also held a water exercise. Colvard reported that all were good exercises.
The subject of a Mutual Aid Box Alarm System will be given more attention at the next meeting. A
handout was given.
Colvard reported that the State is establishing a State Disaster Assistance Fund; a handout was given.
Public Health - Wendy Kramer informed the Committee that a Pandemic TT Exercise will take place on
8/29/06 at the Health Center.
Committee Chair Comments
Mehls explained the RTAC Exercise. Representation by EMS agencies and Hospitals was good. Mehls
added that some issues like communications (satellite phones) and transport of patients needs to be
addressed. Kramer will be meeting with HERSA this week and will find out if there is a Hospital
Satellite Telephone Number Listing.
Adjournment: The meeting was adjourned at 12:10 p.m.
