Emergency Management and Communications Committee
November 14, 2006
PRESENT: Chuck Mehls, Julie Speer, John Borup, Denise Gunderson, - County Board; Jack Colvard —
Emergency Management; Gary Kollman - Emergency Communications; Craig Nelson - EMS Rep.;
Char Sortedahl — Public Health; Chris Straight — West Central WI Regional Planning. Brett Budrow
attended to address the Mapping Update subject.
Chairman Mehls called the meeting to order at 9:05 a.m.
The October 18, 2006 Minutes were approved on a Borup /Speer MOTION.

Emergency Service Agency Representative's Concerns and Issues
A. Sheriffs Dept. — Not present
B. Municipal Law Enforcement — Not present
C. Fire Services — Not present
D. EMS Services — Nothing
E. Public Health — Sortedahl explained the Interim Pharmaceutical Stockpile Exercise. The scenario
was based on a Plague that had started in MN and crossed into St. Croix County. IPS medicine
was ordered and delivered; a mass clinic was opened. The exercise was attended by responders
and citizens. Kollman made comment that the evaluators said that the Public Health Dept. is the
10` County in the Consortium to do an exercise, and this one was commendable. The After -
Action Report is on file in the Emergency Management office.
One issue that will be explored more is for each emergency service agency to report to their local
hospital for medication distribution instead of the public health distribution site.
A blank personnel roster, identifying each emergency responder and their number of dependents
will be forwarded to each agency. This form is to be filled out and returned to Emergency
Management who will then forward to Public Health. The compiling of each will then be for
Public Health to have on hand in the event of an actual incident where medication will need to be
ordered from the IPS. The updating of the rosters will be addressed at a later date.
Emergency Management Services Contract Renewal
Colvard explained that his present contract expires at the end of this year. Discussion was held. A
Malick/Borup MOTION was made to renew Colvard's contract for the year 2007, January 1 — December
31. There will be an increase in compensation just like the non - represented department heads. The
Committee would like to have an evaluation session for this position. The evaluation will take place at
the 11 -29 -06 EM /Communications Committee Meeting.
Update on Pre - Disaster Mitigation Grant
Chris Straight gave an Overview of Hazards Data for St. Croix County compiled by the National Climatic
Data Center (NCDC). The Committee was given a survey to fill out listing each hazard and the rating of
each hazard to the County. Results will be compiled by Chris Straight.
Emergency Management Line of Succession
The candidates for the Deputy EM Director have been submitted. Colvard will discuss with the Sheriff
the candidates and will report to the Committee in December.
- Director's Report — Emergency Communications
The Cellular 911 trunks are ready. Bills have been submitted to PSC for reimbursement. Before
Communications can actually receive Cellular 911 calls, background work from the cell providers and AT
& T need to be worked out. Kollman reported that hopefully January 1, 2007, his department may begin
receiving these calls.
Kollman reported that the Radio Console Project is still working on some bugs, and ten percent of the
payment is still being withheld.
Kollman reported that the cameras are installed. The Control Board is being replaced. Kollman will be
working with this company to perfect the camera at the main entrance of the Government Center
Director's Report — Emergency Management
Colvard has not heard back from Polk County officially; although they thought this would be a good idea
to hold a joint county exercise.
Colvard explained that NIMS is an on -going project.
Mapping Update
Budrow has been working out the details with Nelson and Briggs. Once all is settled upon, each
responder unit will be able to print their jurisdictional maps needed via the internet. If a large County
map is needed, there will be a cost for the map through Planning and Zoning.
The maps will include an update date. Please note the maps will be up -to -date to the best of their ability,
which will have a five month lag time due to construction and road issues.
25 Anniversary of SCC 911
Mehls gave some history on the beginning of 911. A commendation will be placed on the County Board
agenda for their December meeting.
The ID Badges issue came up again. A Gunderson/Borup MOTION was made to have Mehls give a
presentation to the County Board at their December meeting, stressing the importance of the badges.
