OJA Planning Update ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 12/11/2006 12:28 PM MINUTES — OFFICIAL Emergency Management and Communications Committee December 21, 2006 PRESENT: Chuck Mehls, Julie Speer, John Borup, Denise Gunderson, - County Board; Jack Colvard — Emergency Management; Gary Kollman - Emergency Communications; Craig Nelson - EMS Rep.; Doug Briggs — Somerset Police Chief, Charlotte Sortedahl — Public Health Dept.; Kristen Anderson, Jeff Klatt, Dennis Hillstead, Bob Klanderman — Sheriff's Office; Margaret Bossman — Governor's Council. Buck Malick was excused for this meeting. Chairman Mehls called the meeting to order at 8:58 a.m. The Minutes of 11/7/06 were approved on a Speer /Gunderson MOTION with an addition to Telephone Contracts. The Minutes of 11/14/06 were approved on a Borup /Gunderson MOTION with a correction. The Minutes of 11/29/06 were approved on a Borup /Speer MOTION. DATE OF NEXT MEETING: FEBRUARY 1, 2007 @ 9:00 a.m., Government Center, Community Room EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriff's Dept. - Nothing B. Municipal Law Enforcement - Nothing C. Fire Services — Not in Attendance D. EMS Services - Nothing E. Public Health — Sortedahl explained that she met with the Consortium and discussed the new grant guidelines. She added that there are a lot of objectives for Public Health to meet within the next three years. GOVERNOR'S COUNCIL FOR WI SPECIAL NEEDS POPULATION Margaret Bossman represents the Governor's Council for WI Special Needs citizens (Deaf, Hard of Hearing, etc.) and she is also representing herself on behalf of all Hard of Hearing people. In the event of an emergency situation, (everyday living, tornado, hotel/airport situation) the Hard of Hearing population need to be notified and taken care of. On her own, Margaret Bossman has designed and funded a Hard of Hearing Symbol which she would like to make known and share with all citizens of the state and nationally. She has also made up pins, posters, and stickers. This symbol does not represent the Deaf population; this population does not want a symbol. Sortedahl invited Margaret Bossman to the School Nurses' Meeting on January 31, 2007. Briggs will bring it up for discussion at a Municipal Police Chiefs' Meeting. Gunderson will display her various items at the Somerset schools and at the Government Center. Margaret Bossman has distributed items to Senior Citizens' Centers, but Hard of Hearing people can be young as well as old. Neither the Dept. on Aging or Public Health has any current roster of special needs citizens. DEPUTY EM DIRECTOR In the event that Colvard is not available or if a situation arises that may need back -up, the Committee would like a Deputy EM Director. As of now Chuck Whiting has been the designated contact person. J. Klatt and K. Anderson have submitted interest in this position. Both provided the committee with their background information and training. It was asked of the Sheriff if training could be worked out for both intOrested parties. The Sheriff gave his approval for both to participate (explore this field) in training. This will be a trial program to see if parties would like to continue to learn the responsibilities of the position. A Gunderson/Speer MOTION was made to put this trial program in motion. This motion carried. C. Whiting will be apprised of this trial program. On March 21, 2007, in Madison, there will be a New Director's Workshop addressing the planning and reporting requirements of the EPCRA program involving chemicals that are used, manufactured or stored within the county. Both Klatt and Anderson are invited to attend this training, with the Sheriffs approval. DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS The Radio Console Project remains the same; still working on "bugs" in the system. Kollman explained that St. Croix County is ready for the Cellular E911 project — waiting for the six to eight telephone carriers to test their systems. There is a Rechannelling Project Grant through OJA. Of the Police, Fire, EMS agencies that did not submit the pre - application for approval to submit formal application will be included in Kollman's application. This grant money will allow for the Fire Repeaters to repeat. Before Kollman came on board as Communications Director, there was an unwritten policy that Fire and EMS could not have transmit capability on Police frequencies. Kollman would like to have a written policy and something in place before the reprogramming project begins. The FCC allows shared channels. A Borup /Speer MOTION was made to permit Fire /EMS agencies to have Police frequencies with the provision that they may use it but not abuse it; Kollman will write up guidelines for usage and it will require training also. Motion carried. Kollman shared a commendation letter for a telecommunicator. DIRECTOR'S REPORT — EMERGENCY MANAGEMENT Colvard talked with Polk County and they expressed an interest in participating in a joint- county exercise but not at this time. Pierce County would like to participate in this type of exercise now. Colvard will talk to Pierce County and the City of River Falls, which would be an ideal location for the exercise. The DNR Regional Exercise, held with the City of New Richmond, on water contamination was a good exercise and informative. The state really did not know what its duties would be, but are willing to respond. Mehls will request an after - action report. Colvard informed the committee about several items: He reported that the OJA Interoperability Planning Grant has been sent in but he has not heard back yet on the approval; the Governor's Conference on Emergency Management will be held March 28 & 29, 2007 in Lacrosse; according to Homeland Security's records, 87,478 individuals have participated in the NIMS Independent Study Courses through the Emergency Management Institute. Also, he provided a handout from the National Weather Service regarding this winter's forecast. Colvard was approached by Planning/Zoning and Ag. Ext. to help fund a Rural Citizens Guide, which provides an overview of activities and information to citizens living in the rural areas of the county.
