Emergency Management/Emergency Communications Committee
May 11, 2006
PRESENT: Chuck Mehls, Buck Malick, Julie Speer, John Borup, Denise Gunderson - County Board;
Gary Kollman - Emergency Communications; Craig Nelson — EMS Rep.; Geralyn Karl — Public Health;
Doug Briggs — Law Enforcement Rep.; Jim VanderWyst — Fire Rep.; Jack Colvard, Emergency
Management.
Chairman Mehls called the meeting to order at 9:02 a.m.
A Malick/Mehls MOTION approved the April 13, 2006 EM/EC Committee Minutes.

Election of Officers
Chair — Malick asked for nominations for EM/EC Chair. Nomination by Speer to nominate Mehls for
Chairman. No other nominations were made. Carried unanimously.
Vice Chair — Mehls asked for nominations for EM/EC Vice Chair. Nomination by Malick to nominate
Julie Speer for Vice Chair. No other nominations were made. Carried unanimously.
Secretary — Mehls asked for nominations for EM/EC Secretary. Nomination by Malick to nominate
Denise Gunderson for Secretary. No other nominations were made. Carried unanimously.
A Speer/Borup MOTION was made to appoint Chuck Whiting as the Deputy Emergency Management
Director.
Emergency Service Agency Representative's Concerns and Issues
A. Sheriff's Dept. — Not in Attendance
B. Fire Services- Nothing
C. Municipal Law Enforcement- Awaiting dates from Sheriff's Dept. for Summer Concerts
D. EMS Services- MOU with the Village of Baldwin for the Baldwin Ag. Ctr. to be their Severe
Weather Bldg.; this is be presented again at the June EM/EC Comm. Mtg.
Geralyn Karl reported that all Public Health personnel have been trained in Incident Command System
procedures, which will also comply with NIMS.
Karl also reported that on June 8, 2006 at the Hudson Rotary Club @ Noon she will give a presentation
on Avian Flu. Malick commented that he'd like to see a presentation given to other Rotary Clubs, and
Speer would like to presentation given to rural areas also.
Director's Report — Emergency Management
The DNR will host Water Contamination Exercises with any municipality with a population of 5,000
plus. The dates have been set with New Richmond and Hudson.
Colvard explained that the municipalities of Roberts, Hammond, Baldwin, and Woodville along with St.
Croix Electric and Xcel Energy would participate in the Homeland Security Power Outage Exercise on
May 31, 2006.
Colvard explained that on May 4, 2006 he gave a Severe Weather presentation to the Hudson Rotary
Club.
Colvard stated that through a Homeland Security 2005 Equipment Grant, he distributed $43,691 in
equipment to different fire, ems, or police departments.
Colvard explained that through the Homeland Security 2006 Equipment Grant, the projection of the
award will be approximately $10- $15,000. This will be disbursed through OJA.
Colvard explained that the 2005 EMPG Grant Allocation has been increased by $1,064 to $30,094.57.
Colvard mentioned that he has applied through the West Central Regional Planning office for the Hazard
Mitigation grant; this is a requirement in order to obtain Federal mitigation grant monies. The grant,
according to an e -mail from WEM, has been submitted to FEMA.
Emergency Mgmt. has asked for an opinion regarding government employees to respond in the event of
an emergency situation when it pertains to odd hours and union contracts. Other counties are
experiencing problems concerning this.
Director's Report — Emergency Communications
The Radio Console Vendor has been chosen; this issue will be brought to the County Board on 5/16/06.
The Cellular E911 Project will also be presented to the County Board on 5/16/06. The PSC is expected to
rule on the appeal today.
The equipment for the Fire Base Station Project has been ordered. The deadline for the project to be
completed is May 31 (bills need to be turned in and paid). This has been discussed with the Finance
Committee. It will be brought before the County Board on 5/16/06, asking for approval of the Resolution
for the concept of borrowing the money and then in the future to approve another Resolution asking for
the approval of funds to support this project.
Kollman sent out information to all responder agencies advertising the "Mask" program through OJA.
Each agency would need to apply on their own.
A Borup /Speer MOTION was made for Kollman to apply to OJA by June 2 " for the Reprogramming of
mobile and portable radios countywide to fit this "mask" project.
A Malick/Mehls MOTION was,made to allow Kollman to send someone to the APCO conference in
Orlando, FL this August.
Committee Chair Comments
Mehls reported that Rapid Cable override announcements have been tested twice and are ok.
Mehls also reported that 17 people have been CERT Trained.
