Chairman Mehls called the meeting to order at 9:05 a.m.
A Borup /Speer MOTION approved the June 15, 2006 EM/EC Committee Minutes.

Emergency Service Agency Representative's Concerns and Issues
A. Sheriff's Dept. — Nothing. Follow -Up on sufficient coverage for the Comm. Ctr. and the
operations due to special patrol.
B. Fire Services- Not in Attendance
C. Municipal Law Enforcement- Nothing
D. EMS Services- Nothing. Mehls will contact appropriate person for EMS Coverage at the County
Fair.
ID Badges for County Board and /or Committee Members
The Photo ID with No Key Access will be followed up on.
2007 Communications Center Staffing
Kollman and Swetlik presented their needs for Comm. Ctr. Coverage. A Speer/Mehls MOTION was
made to move forward with the current proposal to the Finance Committee as a Budget Request.
Supervisor Malick disapproved of the Motion; Malick proposes to present the Proposal along with
Options.
Emergency Situations Requiring Mandatory Employee Response
The County has this existing authority to require personnel to report to work out side of regular hours.
This should reflect in Job Descriptions as "additional duties as assigned ". The issue of personnel not
showing up has not been dealt with.
RTAC Tabletop Exercise
This stands for Regional Trauma Advisory Council. This Council is funded through the State. It is a
State Requirement. This Tri- County Exercise will take place on July 26, 2006 at Suzanna's Restaurant in
New Richmond. The scenario will be that a tornado has struck during a festival. EMS, Hospitals,
Emergency Management, Emergency Communications, Police, Fire, Aviation personnel will attend.
Box Alarm — Mutual Aid Notification
This is where a cluster of municipality Police, Fire, EMS are grouped together and identified as Box 1, 2,
etc. and called upon in the event of an incident and response.
Director's Report — Emergency Communications
The Cellular E911 project has no changes. The equipment is being installed, and training will take place.
The Radio Console furniture has been delivered.
The Fire Repeaters have not yet been installed.
Director's Report — Emergency Management
The issue of a Deputy Emergency Management Director was not addressed at this meeting.
The Apple River Dam Tabletop Exercise will take place on July 19, 2006, at the New Richmond City
Hall.
The River Falls Water Utility Tabletop Exercise date has yet to be determined.
The County Siren Informational Notice has been sent to newspapers, Public Health, Dept. on Aging, St.
Croix Electric, Xcel Energy, Polk/Burnett Coop, Nursing Homes, Hospitals, Schools, and Municipalities.
The Office of Justice Assistance's 2005 Equipment Grant has been closed out as well as the 2005 CERT
Grant.
Colvard will provide HazMat Training for Parks and Highway Dept. personnel.
Committee Chair Comments
Mehls will follow up with Rapid Cable and the override operation.
