The owner, as defined in chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements. No person may engage in or work at plumbing in the state unless licensed to do so by the Department per s.145.06, stats. The following conditions shall be met during construction or installation and prior to occupancy or use: • The department may require metering or monitoring of the effluent from this product to evaluate the operation and compliance to SPS 383.44 effluent quality parameters. • A valid maintenance/servicing contract is required for the life of the system. A copy of the initial warranty or contract must be submitted to the county prior to issuance of the sanitary permit by the permit issuing agent. • This approval includes the Grease Interceptor. Grease Baffles are required in the 12,000 Galloon Tank. • Preserve dispersal area prior and during construction to avoid disturbance, compaction and use of the site. • Any tall grasses, leaves and shrubs shall be cut short and removed prior to tilling the surface for installation to prevent matting under the dispersal area. All loose organic material to be removed from POWTS Dispersal Area. • Prior to construction of the dispersal area, check the moisture content of the soil to a depth of 8 inches. Smearing and compacting of wet soil will result in reducing the infiltration capacity of the soil Proper soil moisture content can be determined by rolling a soil sample between the hands. If it rolls into a 1/4- inch wire, the site is too wet to prepare. If it crumbles. site preparation can proceed. If the site is too wet to prepare, do not proceed until it dries. • Abandon Existing System per SPS 383.33 • Pump Floats/Timers to be set and verified per approved plan. Any changes may result In pump resizing to meet TDH and GPM Specifications. • Divert surface water from POWTS Area. • All piping shall conform to SPS Table 384.30-3 and SPS Table 384.30-5 • Insulate building sewer beyond 30 feet per SPS 382.30 (1 1)(c) • Tank Installation to follow all manufacture's recommendations. • Verify property line(s) prior to installation. • Well setbacks to meet chs. NR 811 & 812. • Areas that are occupied with rock fragments, tree roots, stumps and boulders reduce the amount of soil available for proper treatment. If no other site is available, trees in the basal area of the POWTS Dispersal Area must be cut off at ground level. A larger fill area is necessary when any of the above conditions are encountered, to provide sufficient infiltrative area. Owner Responsibilities The current owner, and each subsequent owner, shall receive a copy of this letter including instructions relating to proper use and maintenance of the system. Owners shall receive a copy of the appropriate operation and maintenance manual and/or owner's manual for the POWTS described in this approval SPS 383.54(1). In the event this soil absorption system or any of its component parts malfunctions so as to create a health hazard, the property owner must follow the contingency plan as described in the approved plans. A copy of the approved plans, specifications and this letter shall be on -site during construction and open to inspection by authorized representatives of the Department, which may include local inspectors. All permits required by the state or the local municipality shall be obtained prior to commencement of construction/installation/operation. In granting this approval the Division of Industry Services reserves the right to require changes or additions should conditions arise making them necessary for code compliance. As per state slats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe building, structure, or component. The drainfield for the system was designed based on 5/31/22 soil evaluation performed by Dan VanderLeest (CST 221049). This was an interpretive determination recommending 18 inches of mound sand and a 0.2 gpd/sf basal loading rate with less than 3 gal/If/day linear loading rate. The system will utilize and aerobic pretreatment unit to promote system longevity Wastewater Flows: • Metered data compiled for the store indicated 5,640 gallons per day (gpd) during the busiest travel months of the year (July/August). • The proposed POWTS has been designed for 5,667 gpd max forward flow with the drainfield sized for 1.5 x 5,677 = 8,500 gpd (design flow). • Existing soils are suitable for a drainfield, so long as 36 inches minimum of separation to limiting factor is maintained without pretreatment or 24 inches with pretreatment. This design Includes placing 18 inches or greater depth of mound sand, with aerobic pre- treatment provided. 6 inches of credit is taken for the A -horizon per the interpretive determination. • This system Is designed with a drainfield capacity of 8,500 gpd to be conservative with a maximum forward flow to the drainfield established by timer to be no greater than 5,667 gpd. Surge volume is implemented into the tank design to control and unexpected peaks. • Review Jurisdiction: The wastewater system falls under DSPS jurisdiction and review. If the on -site system were to exceed 12,000 gpd, the Wisconsin Department of Natural Resources (DNR) would have permitting authority and preform a joint review with DSPS. Based on being classified as a large system under DSPS guidelines, the selected system shall receive pre-treatment to reduce nitrates prior to subsurface disposal. • System Specifics: An existing 12,000 gallon holding tank near the building will be converted into a settling tank by coring a hole in the east end of the tank, link sealing a 6-inch PVC connection and extending 6- inch PVC gravity sewer lateral easterly under the parking lot to the proposed tank location. Flows will enter a series of treatment tanks: I. Septic / Equalization Tank 2. FAST Aerobic Treatment Tank 3. Filter / Dose tank Flows will then be pumped to the pressurized drainfield for final disposal. 1. Septic / Equalization Tank: • Approximate recommended settling/equalization tank volume = 2.08 x design flow = 2.08 x 8,500 gpd = 17,680 gallons. Utilize the existing 12,000 gallon converted holding tank as well as the addition of a W18000 (18,000-gallon) two -compartment precast concrete tank. The first compartment will be the primary settling tank. The second compartment will be a flow equalization compartment. Two pumps will be placed in the equalization compartment. The pumps will be set on timers to forward flow a maximum of s,667 gpd to the FAST pre-treatment tank. The timers will assure the wastewater load to the FAST unit is evenly spread out during all times of the day. The timers will also assure the FAST unit as well as the drainfield only receives 5,667 gpd. • Surge capacity Is built into the equalization tank to allow unexpected peak flows to be temporarily stored and then forward flowed during non -peak times. • Set effluent pumps to pump small doses to the FAST unit. This will result in a small dose every half hour. The pumps will alternate; therefore, each pump will run once per hour. • During lower use periods, the pumps will be turned off by a float in the tank, as to maintain an adequate liquid level in the tank to assure the pumps remain submerged. • 5,667 gpd / 48 doses per day =118 gallons per dose, every half hour. • Provide duplex alternating pumps. • 2-inch diameter forcemains to feed the FAST units. 2. FAST Aerobic Treatment Tank • The pre-treatment system selected for this design is a Fixed Activated Sludge Treatment (FAST) system. This pre-treatment system will reduce biological oxygen demand (BOD), total suspended solids (TSS) levels. • This design will implement two MyFAST 1.0 units housed in a W20000 (20,000 gallon) precast concrete tank. • The FAST units consist of blower units that continuously blow oxygen into a fixed media inside a concrete tank. The blower unit is located above grade with the tank below grade. Effluent is pumped into the FAST system using timers to regulate the volume reaching the system to assure adequate treatment before passing the treated effluent on to the drainfield. • The blower for the FAST unit shall be placed on top of the FAST treatment tank or at an owner specified location near the FAST tank. The quality of the treated effluent reaching the drainfield is anticipated to be less than 30 mg/I for both the BOD and TSS after pretreatment. Refer to the manufacturer's letterjustifying the FAST unit selected based on total BOD loads and wastewater flows anticipated. 3. Filter/Dose Tank • The filter/dose tank is an W7700 gallon tank with an interior wall resulting in approximately 2,814 gallons in the filter chamber and 4,886 gallons in the dose chamber (77.56 gallons per inch). • The FAST tank will gravity flow treated effluent to the two -compartment filter and dose tank. • The first compartment houses the SANITEE SNT818 effluent filter which prevents any solids greater than 1/8-inch in size from reaching the dose compartment/drainfield. • The second compartment is the pump chamber/dose tank. The 4,886 -gallon dose chamber will receive treated wastewater effluent for final settling and ultimate pumping to the drainfield. • Four effluent pumps will be used and will alternate between the four drainfield zones providing equal doses to each zone. • Set floats to initiate pumping to the drainfield. 4. Drainfield • The soil evaluation calls for a minimum of 18-Inch mound sand over the existing ground surface. The soil surface shall be chisel plowed to 18 inches in depth per the soil evaluation recommendation. Limiting factor (being water table indicators) in the soil evaluation were identified at varying depths. The interpretive determination credits 6 inches of treatment available in the surface soils. 0.3 • Soil evaluation also requires a maximum basal soil loading rate of 0.1,gpd/sgft for effluent #2 (pretreated). 1.18 • 1:6 gpd / SF (square feet) mound trench loading rate per DSPS mound sand loading guidelines (no downsizing eFed-It v0as taken even though pretreatment • Drainfield was split into 4 zones. Square footage of the drainfield trenches: o Each Zone: 3 trenches 200 feet by 3 ft wide = 1,800 sqft. Center -feed each lateral resulting in 100 feet each way from center manifold. o Total trench square footage = 1,800 sqft x 4 zones = 7,200 sqft • Design the dralnfield to be capable of receiving and treating 8,500 gpd with a maximum of 5,667 gpd sent forward in the system by timers, located in the equalization tank. • All trenches to be 3-foot-wide EZ Flow media. • Forward flow resultant trench loading rate = 5,667 gpd forward flow / 7,200 SF = 0.79 gpd / SF which is less than the maximum prescribed rate of 1.0 gpd / SF sand trench loading rate. • Design flow resultant trench loading rate = 8,500 gpd design flow/ 7,200 sqft = 1.18 gpd/SF which is less than the maximum 2.0 gpd/SF with pretreatment (effluent 112). • Basal rate check: o Each trench will stand alone with a 3 ft wide trench plus 12 feet downslope o 200 feet of trench x 15 ft = 3,000 SF per trench x 12 trenches=36,000 SF basal area o At forward flow: 5,667 gpd/36,000 SF = 0.16 gpd/SF = good o At design flow: 8,500 gpd/36,000 SF = 0.24 = good, less than 0.3for effluent #2 prescribed in the interpretive evaluation. o 15 additional feet is available down slope of each trench for additional precaution. • Linear loading check: o 200 feet x 12 trenches = 2,400 LF o At forward flow: 5,667 gpd / 2,400 LF = 2.36 gal/LF/day = good • Where laterals are center fed a four -foot gap was maintained between trench ends to allow manifold and forcemain piping with squirt adjusting valves. • Pressurized lateral to be placed in center of the EZ Flow bundle • Proposed trenches to be built as individual mounds spaced with 15 feet between them, to minimize linear loading rate/ basal loading rate. • A minimum of 24-inches of separation (with pretreatment) shall be maintained from the bottom of the EZ Flow bundle media and the limiting factor. • A minimum of 18 inches of mound sand shall be placed under each trench. The trenches shall be stepped in elevation on existing variation in ground grades. • Squirt adjusting valves shall be installed at the feed end of all laterals to allow balancing of the drainfield system. • Flush valves shall be placed at the end of each lateral to allow flushing during maintenance. • The drainfield shall be separated into 4 different zones with a separate pump for each zone. This will allow resting of one zone at a time if needed for maintenance. A drainfield zone can be rested by turning off the breaker to one pump. • Pumo Design (in Septic / Equalization Tank): • 9,000-gallon portion of the equalization tank to be equipped with two effluent pumps to time dose the FAST unit. Providing two pumps will continue operations should one effluent pump need service. • Pumps shall be set on timers to provide anticipated daily forward flow of 5,667 gpd / 48 doses per day = 118 gallons per dose, every half hour. The duplex pumps will alternate. • Maintain 12 inches of depth above the concrete pump base in bottom of tank for pump submergence using a "pump off' float. This float will terminate dosing during low flow periods. • Set a "low water alarm" and "redundant pump off' float 3 inches below the "pump off" float. This float would indicate a tank leaking or failed "pump off' float. • Set an "highwater alarm" and "redundant pump on" float 6 inches below the tank outlet. • Each pump to be equipped with alarms for a pump failure. • These float depths result in a dose zone of approximately 74 inches = 7,201 gallons to store peak event flows. This volume exceeds the anticipated peak day actual flow. • Forward flow to be completed using timers and two 1/3 horsepower effluent pumps. Each pump to discharge alternately to the proposed FAST unit. Each pump shall deliver half of the anticipated average daily flow each day. • Timers shall activate one pump every half hour. • Pump SizinK o Elevation difference from equalization "redundant pump off' level to invert into FAST tank=1268.50—1257.42 = 11.08 ft o Miscellaneous fittings head loss = 2.00 ft o Resultant Total Dynamic Head (TDH) = 11.08 ft + 2.0 ft = 13.08 ft o Therefore, select duplex Red Jacket 2EP0312,1/3 HP,1 phase effluent pumps or equivalent rated at 55 gpm at 13 ft of TDH. Calibrate run timer in field to obtain 118 gallons forward per dose. o Drain back a maximum of 5 feet of the 2-inch forcemain = 5 x 0.163 gal/ft = 0.8 gallons. Gross dose = 118 gal + 0.8 gal = 118.8 gal 0 118.8 -gallon dose / 55 gpm = 2.16 minutes = 2 minutes 10 seconds o Each of the two pumps shall be set on timers to run 55 gpm for 2 minutes 10 seconds ON, and then rest for 57 minutes 50 seconds OFF. The pump start times shall be staggered by 30 minutes at start-up. • Maintenance Pumps: o Three individual solids handling/ sludge pumps designed to transfer any settled -out solids from the FAST tank and filter tank back to the primary settling tank. The basis for this contention is based upon field observations made on April 29, 2019 and May 31, 2022. Present during this investigation was Dan and Clay Vander Leest from Vander Lvest Soil Testing along with CcCe Rudnicki (DSPS), Ed Taylor (soil consultant) and Ed Bergh (installer) . The site is located near the off ramp to Interstate 94 and is currently a Kwik Trip with an attached fast food restaurant. The facility is currently on a holding tank and the owners are pursuing the ability to treat and dispose of the wastewater on -site. The estimated design flow is 7200 GPD with a forward flow at a maximum of 4300 GPD. Supporting documents to include the soil evaluation report along with soil, wetland and topography [naps The following is a summary of the soil, vegetative and hydrologic data. 4101—! The proposed system area is located within the Freeon siltloam (FnB) and Amery loam (AmC2) mapping units. The Freeon soil series is moderately well drained with an estimated seasonal high water table at 6-18". The Amery soil series is well drained with an estimated seasonal high water table at greeter than 60". A dense and slowly permeable sandyloam till deposit was noted below the silty loess cap. This till deposit starts at approximately 18". The soils described are similar to the Freeon series and am intermittently affected by compaction from a tillage pan from past agricultural practices. The soils described (B-12-22) showed redoximorphic features starting >6" within the surface horizon. Due to the landscape positions (summit to upper beckslope), these features ate attributed to the compaction found intermittently within the lower surface and subsurface horizons. The redoximorphic features noted below the compaction within the upper sandyloam glacial till deposit are the result of the slowly permeable till material. The soil borings described (B-3,5,8-10) with redoximorphic features within 6" of the soil surface also showed evidence of a tillage pan within the surface horizon. Where compaction did not occur within the surface horizon, redoximorphic features where not observed within 6". VEGETATION The area tested is currently a plowed field. HYDROLOGY Saturated soil conditions were noted below 40" in 4 of the soil pits. A pit was excavated to 14" and free water was not observed. CONCLUSIONS The following conclusions are offered to support the hypothesis that a minimum depth of a least 6 inches to periodic saturation occurs at this site: Soils- Color patterns within the surface horizon are 10YR 4/2. The natural soil matrix color of the subsoil (argillic horizons) is 7.5YR 4/4. These color patterns indicate a well aerated (non saturated) soil. Redoxmxorphic features including IOYR 0/6 and 6/6 concentrations and IOYR 6/3 depletions were noted in the lower surface horizon starting at 6-8. Redoximorphic features were noted continuously throughout the subsoil and included I OYR 6/8 concentrations and IOYR 6R depletions. Vegetation- The area is currently a plowed agricultural field. 3. Hydrology- The slope varies from 2-7% with a landscape position of summit to upper backslope along with the positive drainage away front the proposed mound location support the finding ofground water being >6" below currently grade. Free water or soil saturation was not observed within 30". SUPPORTING DOCUMENTS I. See attached soil evaluation reports 2. Soil and topographic maps and descriptions. DESIGN CONSIDERATIONS I. A minimum of 18" of ASTM C-33 sand is required following pretreatment 2. The site is looted on a summit to upper backslope with slopes varying from 2-7%. 3. A maximum basal area natural soil loading rate of 01 gals/ft2/day is required (effluent # 1) for the SIL surface horizon. (After plowing to breakup compaction) (03 gdsWJday for effluent # 2). 4. Individual mounds with a three foot wide cells are recommended with 25' of spacing to increase oxygen exchange between cells. 5. Dose volume should be kept at the minimum (5x pipe void volume) to reduce the occurrence a of saturated flows. 6. Final grading must be to divext surface waters away from the finish grade of the POWCS and tanks. 7. A maximum linear loading rate of 3.0 galubMay/cell is suggested. S. Install when the soil is completely dry to prevent soil smearing or compaction. 9. Deep plowing to a depth of 18" is required to break-up die platy structure (compaction). 10. The system is sized for a Kwik Trip and fast food restaurant. Influent quality must be in accordance with SPS 383.44(2xa). Estimated flow of 4800 GPD. Design Flow of 7000 GPD. The distribution cell loading rate of the mound shall be <1.0 gpd/ft2 • Maximum of 3' wide cells shall be used in the system design with >25' of spacing between mounds. • Dose volume is limited to 5 times the void volume of the pipe. • Prior to construction of the dispersal area, check the moisture content of the soil to a depth of 8 inches. Smearing and compacting of wet soil will result in reducing the infiltration capacity of the soil. Proper soil moisture content can be determined by rolling a soil sample between the hands. I it rolls into a 1/4- inch wire, the site is too wet to prepare. If it crumbles, site preparation can proceed. If the site is too wet to prepare, do not proceed until it dries. • Chisel plowing to a depth of 18 inches immediately prior to sand placement is required to improve vertical water movement into the soil solum. Verify that the platy structure has been reorientated to ensure assimilation of the effluent into the ground without ponding on the ground surface. • Landscaping up slope of the mound shall be incorporated into the POWTS design to prevent surface water from concentrating along the up slope edge of the mound and to divert surface water drainage away from the system. • This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the POWTS distribution component. • This approval in no way relinquishes the use of color patterns to estimate the depth to high groundwater on any other parcels or portions of parcels. • A copy of this approval letter and attachments must accompany the mound system design for this site for purposes of plan approval and sanitary permit issuance. A copy of the approved plans, specifications and this letter shall be on -site during construction and open to inspection by authorized representatives of the Department, which may include local inspectors. All permits required by the state or the local municipality shall be obtained prior to commencement of construction/installation/operation. The basis for this contention is based upon field observations made on April 29, 2019 and May 31, 2022. Present during this investigation was Dan and Clay Vander Leest from Vander Leest Soil Testing along with CeCe Rudnicki (DSPS), Ed Taylor (soil consultant) and Ed Bergh (installer) . The site is located near the off ramp to Interstate 94 and is currently a Kwik Trip with an attached fast food restaurant. The facility is currently on a holding tank and the owners are pursuing the ability to treat and dispose of the wastewater on -site. The estimated design flow is 7200 GPD with a forward flow at a maximum of 4800 GPD. Supporting documents to include the soil evaluation report along with soil, wetland and topography maps The following is a summary of the soil, vegetative and hydrologic data. SOILS The proposed system area is located within the Freeon siltloam (FnB) and Amery loam (AmC2) mapping units. The Freeon soil series is moderately well drained with an estimated seasonal high water table at 6-18". The Amery soil series is well drained with an estimated seasonal high water table at greater than 60". A dense and slowly permeable sandyloam till deposit was noted below the silty loess cap. This till deposit starts at approximately 18". The soils described are similar to the Freeon series and are intermittently affected by compaction from a tillage pan from past agricultural practices. The soils described (B-12-22) showed redoximorphic features starting >6' within the surface horizon. Due to the landscape positions (summit to upper backslope), these features are attributed to the compaction found intermittently within the lower surface and subsurface horizons. The redoximorphic features noted below the compaction within the upper sandyloam glacial till deposit are the result of the slowly permeable till material. The soil borings described (B-3,5,8-10) with redoximorphic features within 6" of the soil surface also showed evidence of a tillage pan within the surface horizon. Where compaction did not occur within the surface horizon, redoximorphic features where not observed within 6". VEGETATION The area tested is currently a plowed field. HYDROLOGY Saturated soil conditions were noted below 40" in 4 of the soil pits. A pit was excavated to 14" and free water was not observed. CONCLUSIONS The following conclusions are offered to support the hypothesis that a minimum depth of a least 6 inches to periodic saturation occurs at this site: Soils- Color patterns within the surface horizon are I OYR 4/2. The natural soil matrix color of the subsoil (argitlic horizons) is 7.5YR 4/4. These color patterns indieate a well aerated (non saturated) soil. Redoximorphic features including 10YR 6/6 and 6/6 concentrations and 10YR 6/3 depletions were noted in the lower surface horizon starting at 6-8. Redoximorphie features were noted continuously throughout the subsoil and included IOYR 6/8 concentrations and I OYR 6/2 depletions. Vegetation- The area is currently a plowed agricultural field. 3. Hydrology- The slope varies from 2-7% with a landscape position of summit to upper backslope along with the positive drainage away from the proposed mound location support the finding of ground water being >6" below currently grade. Free water or soil saturation was not observed within 30". SUPPORTING DOCUMENTS l . See attached soil evaluation reports 2. Soil and topographic maps and descriptions. DESIGN CONSIDERATIONS 1. A minimum of 18" of ASTM C-33 sand is required following pretreatment 2. The site is located on a summit to upper backslope with slopes varying from 2-7%. 3. A maximum basal area natural soil loading rate of 0.2 gals/ft2/day is required (effluent k l) for the SIL surface horizon. (After plowing to breakup compaction) (0.3 gals/ft2/day for effluent if 2). 4. Individual mounds with a three foot wide cells are recommended with 25' of spacing to increase oxygen exchange between cells. 5. Dose volume should be kept at the minimum (5x pipe void volume) to reduce the occurrence of saturated flows. 6. Final grading must be to divert surface waters away from the finish grade of the POWTS and tanks. 7. A maximum linear loading rate of 3.0 gals/lnft/day/cell is suggested. 8. Install when the soil is completely dry to prevent soil smearing or compaction. 9. Deep plowing to a depth of 18" is required to break-up the platy structure (compaction). 10.
