School Presentations ANNOUNCEMENTS & CORRESPONDENCE POSSIBLE AGENDA ITEMS FOR NEXT MEETING ADJOURN Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 9/8/2006 1:49 PM MINUTES COORDINATED FAMILY SERVICES SEPTEMBER 15, 2oo6 Members Present: Dawn Campbell Theresa Everson Therese Wick Tim Markgraf Mark Inouye Robyn Spencer -Beck Mary Paulson Ron Kiesler Pat Haeny Deb Ramacher i Patti Phillipps Therese Wick Members Excused: Secretary Markgraf called the meeting to order at 1:35 PM. NEXT MEETING The next St. Croix County Coordinated Family Services Coordinating Committee meeting is scheduled for ii -io -o6 at the St. Croix County Department of Health and Human Services. WELCOME NEW MEMBERS /INTRODUCTIONS The committee had 5 visitors this months. Sherry Gjonnes and Corby Stark from Polk County were present to observe our committee. Joan Sprain from the UW extension office was present as well to learn more about CFS and also offered an opportunity for families to attend a camp. Hugh Davis from Family Ties was present to speak to the committee regarding family advocates. Shelly Dalton was introduced and she is an intern working with the CFS process at the county. AGENDA: Motion: A motion was introduced by Wick, seconded by Spencer- Beck, and unanimously adopted: That today's agenda be adopted and approved as circulated. MINUTES Motion A motion was introduced by pencer -Beck, seconded by Phillips, and unanimously adopted: That the minutes of the June St. Croix County Coordinated Family Services Coordinating Committee meeting be approved as circulated. UNFINISHED BUSINESS: NEW BUSINESS: 1) A presentation by Hugh Davis, Director of Wisconsin Family Ties in regards to the family advocacy role in St. Croix County. Hugh welcomed being asked to participate in our meeting. Hugh shared his life experiences that lead him to get involved with Wisconsin Family Ties. Wisconsin Family Ties is a parent run organization (all employees are parents). Hugh discussed the family advocacy position and the training requirement that are needed. Four primary services are provided by WFT, information and referral, education and training, advocacy, and support. WIT is also a great resource place for information on mental health issues, concerns and treatment that is available. Parents can contact Wisconsin Family Ties at 1 4 - 7 1 45• Questions: How can a county pay for an advocate? Hugh indicated that many counties have used their state funds, safe and stable family $, community partners. There may be new opportunities under CCS under peer support. Family advocates would qualify under peer support for CCS. How many families can a full time advocate serve? It depends on the kind of contact. If intense about a dozen but up to 25ish for a mixed group. Advocates manage their own time in dealing with families and don't turn them away. Cost? 1/4 time position fully funded would be a little over $13,000. However looking at the time saved for other service providers need to be contacted certainly lessens the cost. Discussion point - As a group what do we want to do as a committee? Key issues are funding and who would be willing to be an advocate? Deb Ramacher has indicated that she would be interested in being an advocate. The committee identified having an advocate is a definite need for the service. Key issue would be funding. How will it be done and sustained. Ron Kiesler indicated that short term that there could be funding available through Human Service funds. Discussion point - Is there a motion to research to look at motion to develop a sub committee to research the feasibility of a family advocate position. Therese Wick motioned to develop a sub committee to research the feasibility of obtaining and maintaining a family advocate position. Robyn Spencer -Beck seconded. Motion passed unanimously. Volunteers: a DHHS person to be determined, Mary Paulson, Therese Wick. Dawn Campbell will request if there are any other volunteers to help research this important project. 2) Upcoming Training Announcement: Service Coordination training September 26, 2oo6 in Hudson at the Hudson Golf Course Facilitation training: An advanced facilitation will be held. There was a discussion on which date would be best for all parties, Nov 29 or 30 will be the option. A needs assessment will be given out at the service coordination training along with sending it out to point people to help determine the most important areas in which to cover at the facilitation training. After a brief discussion the 29th of November will be the date of the facilitation training. 3) Enrollment status report was handed out. There are currently 15 teams fully enrolled and 4 of them are school based. Most teams continue to be with high school aged children. 4) Sub committee (see below) 5) Partners in prevention sub committee discussion - discussion tabled due to child protection assessment supervisor not available for comment. 6) Database development - Currently the county is working on developing a data base for information beneficial for St. Croix County. 7) Handbook distribution- new handbooks are available hard copy and electronic, full handbook along with Service coordinator. If you need an updated copy please contact Dawn Campbell 8) School presentations - Please let Dawn know if there are new staff or any other staff that would benefit from a brief presentation on the CFS process. We will be trying to get out to Glenwood City and St. Croix Central this fall to talk to more people within their school districts. 9) Dawn Campbell brought to the attention of the committee due to the Chair and Vice -Chair being absent there was no person available to sign June minutes and the committee's rules don't designate that ability beyond the Chair and Vice - Chair. Campbell motioned that the secretary be able sign and attest for the June minutes. Robyn Spencer -Beck seconded. The motion passed unanimously. SUB - COMMITTEE REPORTS: Quality Assurance: Over the summer there has not been much going on, the committee has started contacting families by phone and team meetings to go over the review form. Membership: Over the summer two separate private mental health agencies have been contacted. The next steps is to continue to meet with other mental health agencies, civic organizations, other human service organizations, faith communities, and the local red hat club. Screening: Over the summer there were 2 new families screened in, both moved forward with the process. ANNOUNCEMENTS & CORRESPONDENCE: Ben Tomandl will be added to the Mental Health Unit will be a 3/4 time position for CFS. A family camp by the extension office announcement. They need to know by end of the week of the 17th and the family has to be a St. Croix county resident Regional meeting update - This region has decided to meet regionally to work on more local issues regarding CST models So far this has been a success and more beneficial than the state meetings. POSSIBLE AGENDA ITEMS FOR NEXT MEETING: partners in prevention sub committee discussion database update and new sub - committee update on advocate position. TREATS: will bring treats to the meeting. Campbell asked if there were any other issues to bring before the Committee; having no further issues brought to the committee, no other issues were mentioned. Motion A motion was introduced by Robyn Spencer-Beck, and seconded by Deb Ramacher, , and unanimously adopted that the meeting is adjourned. ADJOURNED: 3 :33
