LOCAL EMERGENCY PLANNING COMMITTEE MINUTES
JANUARY 26, 2006
The St. Croix County LEPC meeting was held at the St. Croix County Government Center. Chairman Mehls
called the meeting to order at 1:02 p.m.
Present: Charles Grant, Art Jacobson- St. Croix County Board; Jon Aubart - River Falls Police Dept.; Mark
Samelstad — New Richmond PD; Jim VanderWyst - New Richmond Fire Dept.; Gary Kollman — Emergency
Communications; Barbara Nelson — Public Health; Brandon Wittmer — Baldwin EMS; Jack Colvard - Emergency
Management.
The agenda was adopted on a Jacobson /Grant MOTION. The November 30, 2005 Minutes were approved on a
Nelson / Samelstad MOTION.
The next meeting date will be in APRIL; the date will be determined.
UNFINISHED BUSINESS:
Civil Emergency Response Teams (CERT)
Mehls is awaiting a written approval from Mr. Jordan at OJA. Once received, Mehls will coordinate a Pilot
Program for the New Richmond area CERT volunteers.
NEW BUSINESS:
Facility Plans updated since last LEPC Comm. Mtg. Handout
Colvard gave a handout showing the facilities that have had their plans updated. There will be another new
Planning Facility, which will be Walmart in New Richmond. There are now a total of 33 planning facilities in St.
Croix County.
Update on Emergency Services Hazmat Training for 2005
Colvard gave a handout showing the courses presented in 2005 and thus into 2006 and the State
Reimbursement amount paid for training in 2005 - $8,183.13.
Update on 2006 Terrorism Exercise Grant Activities
This Grant has been submitted; Colvard is awaiting an acceptance. The grant amount would be $2,860. If
approved, a tabletop exercise will be presented April 26 at the Baldwin Legion involving major power outages
affecting rural areas and the villages of Roberts, Hammond, Baldwin, and Woodville.
Update on Exercises Planned
Tentatively, there will be a Water Contamination tabletop exercise for the City of New Richmond; the DNR will
host this exercise.

B. Nelson explained that this is a federal program, which gives aid to 21 major cities. The goal is to be able to
dispense drugs /supplies within 48 hours in the event of a large -scale public health emergency. St. Croix County
and Pierce County are in the Mpls. /St. Paul meeting group consisting of 11 MN and two WI counties. In 2006,
the two WI counties are allocated $6,900 to participate in meetings, training, and exercises for prepared plans.
B. Nelson will keep us apprised of progress.
